The Annual General Assembly of the Bamenda
Police Cooperative Credit Union LTD-BAPCCUL took place today Saturday January
27, 2013 in Bamenda. Top on the agenda was election of members of the various
management organs in conformity with the new workbook adopted by credit union
delegates at the Cameroon Credit Union League-CamCCUL General Assembly of last
December 2012.

Musa Shey Nfor was during that AGM voted
unanimously as the President of BAPCCUL in what analysts described as a
plebiscite. The elections that took place under the watchful eyes of the
Divisional Officer for Bamenda II went into records as a “Referendum” whereby
members had to choose someone who is up to the task, transparent in management,
accountable and a leader who will ensure continuity. Nkudu Jean Pierre in his remarks insinuated
that BAPCCUL any person or group of persons who would try to temper with the
future of the growing microfinance institution will not receive any support from
the administration. With this said, the Divisional Officer for Bamenda II went
further to appeal for unity and not disunity in the credit union movement.
Using the very words of the cooperators, Nkudu Jean Pierre called on BAPCCUL
members to “save regularly, borrow wisely and pay promptly”.
On his part, Musa Shey Nfor presented a vivid
account of the Bamenda Police Cooperative Credit Union LTD. He however observed that the year 2012 was
full of challenges yet BAPCCUL amidst it triumphed giving that it registered a
geometric rise in membership, capital, loan consumption as well as members’
savings. In a bit to crystallize facts, Musa Shey Nfor revealed that membership
moved up from 21,072 in 2011 to 23,430 in 2012. On the other hand, members’
savings also rose from FCFA 418.028.560 to 500.988.725 in 2012. It therefore
implies that BAPCCUL after all, has been growing from strength to strength.
Before taking an oath of office, he reaffirmed that “ I will rather sacrifice
my life like the gendarme officer did in Yaounde
than BAPCCUL to crumble”. He used the opportunity to extend warm gratitude to
legal experts, CamCCUL officials and other credit union delegates who made a
significant contribution towards building a new workbook for the credit union
movement in Cameroon
known as the “Model Credit Union By-laws”.
It should be recalled that during the meeting at the Bamenda pastoral
center, the ministries of Finance, MINATD, MINADER and MINJUSTICE provided
their guidance in the harmonization process that reduced the mandate of all
elected officials to zero. During that meeting, it was revealed that 197 out of
199 credit unions of the CamCCUL network successfully voted for the
harmonization process. And on the issue of mandate of elected officials, 159
credit unions voted for a three years mandate renewable twice and only 38 voted
for a three years mandate renewable once. And on the eligibility of elected,
that is, that whether all existing mandates should come to zero and fresh
elections conducted for everyone (yes or no), a total of 171 credit unions
voted for a yes representing 86.8%.
Following the above harmonization process, the
newly elected board of directors of the BAPCCUL is made up of the following.
Musa Shey Nfor (President), Tumasang Florence
(Vice), Ngwang Elvis Musa (Secretary), Djam Richard (Member), Asana Felicia
(Member), Ngu Regina(member).
It should be noted that Musa Shey Nfor was
elected by acclamation reasons why it was not just a Referendum but was a
