Scholarship Fund to Support Traditional Rulers, the Disables Launched

A scholarship fund to assist traditional rulers and people with disabilities has been launched in Donga Mantung Division. The Permanent Secretary of the Fund, Mangoh Jones Tanko has issued a communiqué calling on potential beneficiaries to get in contact with the Secretariat of the Nkambe Council for amble information. In his communiqué, Mangoh Jones also clarifies that the scholarship fund is an initiative of the Member of Parliament for Nkambe-(Hon. Awudu Mbaya Cyprian), the Member of Parliament for Ndu-(Hon Esther Ngala), the Mayor of Ndu-(DK Nfor) and (himself) the Mayor of Nkambe-Mangoh Jones Tanko. He revealed that the idea is geared towards building a more productive society and calls on traditional rulers (fons, Fais, ardos, yahs, mankfus and anyone ranking as such) as well as people with disabilities of Donga Mantung Division to get in contact with the secretariat of the Mayor of Nkambe for details. The communiqué also revealed that two traditional rulers, the Fon of Kungi(currently a student of GTTC Nkambe) and the Fon of Binshua (student) have been selected to benefit a sum of 200.000FCFA each for the year 2012/2013. Two other students with disabilities will also share a sum of 700.000FCFA. Kinsley, a student at the University of Yaounde from Moh village and a female student of St. Ritas in Nkambe will share the said amount.  
Talking to this reporter on phone, Mangoh Jones Tanko said the scholarship fund is intended to support a group in society that has often been neglected.  He said the fund is not only to support those in school but also to support those who are to go to school but lack the financial means. "The Nkambe council is putting in 2 million FCFA, Hon. Awudu is putting 2 million FCFA, and the Ndu Council and the MP for Ndu will chip in 1million FCFA each. So our seed fund for the scholarship stands at 4 million FCFA" Mangoh told this reporter. He said the scholarship is to make traditional rulers more responsible and remove the dirty tag that make people to look at them as "royal beggars".

Groundbreaking 30th Anniversary Celebrations in Nwa

There was fanfare and seventh heaven at the Nwa Council Hall on November 6, 2012 where militants and sympathizers of the CPDM gathered in their numbers to commemorate President Biya’s 30th year as President of Cameroon. At about 1pm, the hall was jammed to full capacity yet people could be seen hurrying from others corners. Addressing the crowd, the Member of Parliament for Donga Mantung East Special Constituency who doubles as Section President for Donga Mantung V Section (Nwa), Hon. Genesis Mbucksek in his key note address described President Paul Biya as a level-headed leader and a peace-loving. According to Hon. Genesis Mbucksek, President Biya’s experience, patience, tolerance, discretion, resourcefulness, loyal mindedness and foresightedness is equal to non in our contemporary world. He equally stressed on the fact that Biya’ leadership qualities have become a reference in Africa and the world at large. He said Nwa made the right choice by voting massively for the candidate of the CPDM and noted that during the past 30 years his constituency has gained a lot from the government of the New Deal. He enumerated some of the projects realized in Nwa Sub Division in the domain of health, education, farms to market roads, infrastructure, water and sanitation. He however lamented that Biya’s greatest difficulty for these 30 years have been and remains that of getting competent and consistent reliable collaborators, noting that “any leader, no matter his good intentions can succeed only if he/she has competent and reliable aides”.  
Capitalizing on the numerous projects realized by the New Deal Government in his constituency, Hon. Genesis Mbucksek said Nwa will gain much by supporting the policies of the New Deal. Meaningful development he argued is the only pay that is derived from politics and for the people to continue to enjoy those facilities; they should rely on President Biya and the CPDM. He also called on all and sundry to register massively in the electoral register so as to give the ruling CPDM party a crushing majority in the upcoming elections.

The Mayor of Nwa Council, Dr. Ngomfe Loma-David on his part used the opportunity to talk on some burning issues. Although every attempt by the Section President to bring him back to the topic of the day met stiff resistance as he continued, which left observers with no other option than to conclude that all is not well within the ranks of the CPDM in Nwa? Speaking in parables the Mayor of Nwa Council said that “………..the animal that will be caught is the animal that doesn’t hear the bell…..we should not compare the Mayor with the Parliamentarian…..let’s compare a mayor with a mayor”. In fact anyone who took the pains to witness the controversy that sparked off, would surely agree with this reporter that there is some problems in the CPDM in Nwa that should be addressed with immediate effect. More so, last March, militants of the party called on the mayor and the MP to work in unison for the interest of the party, but as observed, that call maybe fell on deaf ears.
However, the only interesting thing is that tempers did not flare because the ceremony ended with singing, dancing and merrymaking. And a Motion of Support signed by all the parties concerned was address to the Head of State, President Paul Biya.

Protesters Clash with Police on President Biya’s 30th Anniversary


Police in Douala on November 6, 2012 had tough times to manage a crowd estimated at more 1500 persons who storm the street to peacefully express their worries about the 30 years of the Biya regime. The protesters stormed the street to express their grievances as President Biya’s supporters were also commemorating his 30 years in power clashed with police and gendarmes. Paul Biya, 79 years old, has ruled Cameroon for 30 years now. He is one of the third longest serving Head of State in the World and his critics are of the opinion that he has confiscated the country for 30 years without any meaningful development, democratic values and human rights. The Lion Man as he is commonly referred celebrated his 30 years in power after he took power after the resignation late President Ahidjo on November 4, 1982.
“We are still 30 years behind” one of the protesters hammered. Reports say the protesters who had gathered to express their fears at the long rein of Paul Biya met stiff resistance from the police and Gendarmes. When the crowd resisted, there was an hour long confrontation and the police finally dispersed the crowd using teargas
The Biya regime has been described as a repressive one "We had just started the peaceful march when a large number of well-armed police and gendarmes deployed by the repressive regime of Biya used water cannon, teargas and other weapons to disperse and brutalize thousands of our activists," Hon. Nintcheu SDF Member of Parliament is quoted to have told the Press yesterday night from Douala.
Hon. Nintcheu also added that "What happened to us here in Douala represents what Cameroon has been going through during his 30 years in power”. It is even alleged police and gendarmes deprived journalists of their devices and that one journalist was wounded.
Information filtering into our office also indicates that journalists and civil society activists were also brutalized and molested. The Douala City is reported to have come to a standstill for hours and that movement within and out of the city was also difficult. There is said to be an atmosphere of insecurity in the City of Douala as the city has been militarized. Trucks upon trucks of heavily armed police and gendarmes are reported to have been deployed late last night.

Barack Obama Wins Election for Second Term as President


President Barack Obama handily defeated Gov. Mitt Romney and won himself a second term Tuesday after a bitter and historically expensive race that was primarily fought in just a handful of battleground states. Obama beat Romney after nabbing almost every one of the 12 crucial battleground states.
In a sweeping victory speech early Wednesday morning, Obama thanked every American who voted, and vowed to work with leaders from both parties to tackle the country's challenges.
"Our economy is recovering, a decade of war is ending, a long campaign is now over," he told a crowd of cheering supporters in Chicago. "And whether I earned your vote or not, I have listened to you, I have learned from you and you have made me a better president." Obama added he has "never been more hopeful about America. ... We're not as divided as our politics suggest. We remain more than a collection of blue states and red states."
Romney conceded in Boston in an earlier speech around 1 AM ET. "Like so many of you, Paul [Ryan] and I have left everything on the field. We have given our all to this campaign," Romney said. "I so wish that I had been able to fulfill your hopes to lead your country in another direction. But the nation chose another leader." Romney congratulated the president and his campaign on their victory.
The Romney campaign's last-ditch attempt to put blue-leaning Midwestern swing states in play failed as Obama's Midwestern firewall sent the president back to the White House for four more years. Obama picked up the swing states of New Hampshire, Michigan, New Mexico, Iowa, Virginia, Wisconsin, Colorado, Nevada, Pennsylvania, Minnesota and Ohio. Of the swing states, Romney only picked up North Carolina. Florida is still too close to call, but even if Romney won the state, Obama still handily beats him in the Electoral College vote. The popular vote will most likely be much narrower than the president's decisive Electoral College victory.
The Obama victory marks an end to a years-long campaign that saw historic advertisement spending levels, countless rallies and speeches, and three much-watched debates.
The Romney campaign cast the election as a referendum on Obama's economic policies, frequently comparing him to former President Jimmy Carter and asking voters the Reagan-esque question of whether they are better off than they were four years ago. But the Obama campaign pushed back, blanketing key states such as Ohio early on with ads painting him as a multimillionaire more concerned with profits than people. The Obama campaign also aggressively attacked Romney on reproductive rights issues, tying Romney to a handful of Republican candidates who made controversial comments about rape and abortion.
The ads were one reason Romney faced a steep likeability problem for most of the race, until his expert performance at the first presidential debate in Denver in October. After that debate, and a near universal panning of Obama's performance, Romney caught up with Obama in national polls, and almost closed his favorability gap with the president. In polls, voters consistently gave him an edge over Obama on who would handle the economy better and create more jobs, even as they rated Obama higher on caring about the middle class.
But the president's Midwestern firewall—and the campaign's impressive grassroots operation—carried him through. Ohio tends to vote a bit more Republican than the nation as a whole, but Obama was able to stave off that trend and hold an edge there over Romney, perhaps due to the president's support of the auto bailout three years ago. Romney and his running mate Paul Ryan all but moved to Ohio in the last weeks of the campaign, trying and ultimately failing to erase Obama's lead there.
A shrinking electoral battleground this year meant that only 14 states were really seen as in play, and both candidates spent most of their time and money there. Though national polls showed the two candidates in a dead heat, Obama consistently held a lead in the states that mattered. That, and his campaign's much-touted get-out-the-vote efforts and overall ground game may be what pushed Obama over the finish line.
Now, Obama heads back to office facing what will most likely be bitterly partisan negotiations over whether the Bush tax cuts should expire. The House will still be majority Republican, with Democrats maintaining their majority in the Senate

The Unexpected at 30th Anniversary Celebration of Biya’s Ascension to Power in Donga Mantung

 
It was pomp and Fanfare in Nkambe and Misaje as the 30th anniversary of President Paul Biya was not only graced by the presence of Philemon Yang, Prime Minister, Head of Government but also by the award of Excellence the best of the best to support to Biya’s educational policy.
Fuh Calistus Gentry, Central Committee Delegation leader and Secretary of State in the Ministry of Mines, Industries and Technological Development has said that the best thing that ever happened to Cameroon was the present educational policy promoted by President Biya. He said the only way to show appreciation and gratitude to H.E Paul Biya on the occasion of the celebration of the 30th anniversary of his accession to power was to support his effort at providing education to all Cameroonians wherever they might be. Minister Calistus Gentry was speaking last November 06 in Nkambe and in Misaje while offering scholarships to some 68 students amongst whom were two traditional rulers from Ako and Kungi. The 68 most performing students from some 22 secondary schools from across Donga Mantung were offered 30 000 each as scholarship for this school year, as part of activities marking the 30th anniversary of President Paul Biya’s accession to supreme magistracy. Speaking to a crowd of over 3000 militants, sympathizers and students, Dr Calistus said how satisfied Donga Mantung was with President Paul Biya’s performance at the helm of state in over 30 years. Since Biya wants to live for posterity the education of the Cameroonian child, Dr Calistus decided to reward performance in schools across the whole of Donga MANTUNG AS PART OF APPRECIATION FOR THEIR MASSIVE VOTE IN FAVOUR OF the Cpdm candidate at the last October 11 polls. The scholarships which amounted to over 3 million fcfa had as objective to give gratitude to President Paul Biya for piloting the ship of nation for 30 years and also to raise the human resource base for Donga Mantung in the long run. The scholarships, many people agree in Donga MANTUNG came to meet a felt need. It should be recalled that when Misaje was created some years ago the principal hard difficult times with poor parents in collecting school fees. Dr Calistus then decided to foot the bills and enrolment climbed in a short time from lees than 30 students to over 15000 today. In an apparent move to support the husband, Mrs Sally Gentry declared during the anniversary celebrations that the husband is at his best mode when he changes lives and that their family would be judged as successful not from the number of cars or buildings they won but rather from the number of lives they have changed, On his part the SDO for Donga Mantung, Ngone Ndode Mesape Bernard congratulated the move by the Gentry family saying that it falls in line with government policy for when more people are educated there is less crime wave in society. He was optimistic that the anniversary gift to Donag MANTUNG WAS the best so far and that government would continue to appreciate such gestures.
The Unexpected in Misaje
It had never happened before but history had it recorded that PM Yang kept the population of Nkambe waiting in the hot sun the whole in vain. As celebrations marking the 30th anniversary celebrations of Paul Biya peaked to a degree in Misaje and Nkambe, the Prime Minister and Head of Government made a surprise stop at Misaje considered over the years as the bastion of the Cpdm in Donga MANTUNG TO THANK THEM FOR THE massive support they gave the Cpdm candidate at the last October Presidential elections and to encourage militants and party leaders to take the message of voter registration seriously. The Prime Minister who arrived Donga MANTUNG THROUGH Misaje was grateful militants and sympathizers came out massively to celebrate with Paul Biya. According to Central Committee Delegation leader, Dr Fuh Calistus Gentry, the fact that the Prime Minister chose Misaje to commune with on this day was proof positive that Misaje was an area that the Cpdm and Paul Biya could rely on for future victories.He told the people of Misaje that SCNC is a bad party because any group that advocates for division and not unity is not good at all. He said the CPDM has done alot and much more has been earmarked and that some projects may not be executed due to the fact that Government has devoted much money in supporting flood victims nationwide. On Biya's 30 years in power which many say is too much, Yang Philemon told the people of Misaje that even though Biya has been there for long, he has been delivering the goods.
However, CPDM militants of Ndu and Nkambe who gathered at the ceremonial ground from the early morning to receive the Prime Minister were shocked to learn by 5pm that he was already in Misaje. Many wondered how the Prime Minister could keep them for a day and were not informed that his trip to Nkambe and Ndu were concealed. It was really pathetic to see the old mothers who traveled from far distances to see the PM going back home in hopelessness.

Recompilation of Voters Registration by Biometric, Donga Mantung CPDM Strategizes

The Donga Mantung Divisional Commission, headed by Dr. Fuh Calistus Gentry has kick-started a sensitization campaign to explain and empower grassroot party officials, militants and supporters about the recompilation of voters register using biometrics. Addressing participants at the divisional launching at the Nkambe Community Hall, on November 4, 2012, the head of the Central Committee delegation Minister Fuh Calistus Gentry, Secretary of State for Mines, Industries and Technological Development time said the only way for anyone to stand on his or her rights is to register and votes. Dr. Fuh Calistus Gentry went further to explain that with the recompilation process, everything will start from zero “it is therefore very imperative for everyone to register so that our voice can be heard”. He told participants that the Central Committee has already done much by creating supervisory and support committees at all levels of the party to over see registration and report. He emphasized that the roles and responsibilities of the basic organs of the party in the process adding that if the basic organs of the party such as Branches and Cells are functional and active, the CPDM will provide the expected results. “We have a lot of challenges and we have come with recommendations from the Central Committee and some guidelines proposed by North West CPDM elite in Yaounde for you to adapt to our local realities in order to tackle the process”. He prescribed a door-door sensitization as one of the remedies to curb voter apathy in the Division. “So if we fail in our objective then the voice of the opposition will be heard” he observed. Dr. Fuh Calistus also said the celebration of the 30th Anniversary should reflect Donga Mantung Division. According to Fuh Calistus the strategy has been initiated by the Central Committee to increase registration. He concluded by saying that the funds needed for the process shall be contributed locally and that North West elites had done something significant and each Section will receive a significant amount to kick-start the process.
While presenting Circular No 4 from the Central Committee of the CPDM, Shey Jones Yembe demonstrated how each operation team will function in the field to ensure a hitch-free registration. He cautioned against any act that will go against party principles. “If we use the existing basic structures as recommended, I am certain that we will succeed in our task”. He also discarded the notion of accumulation of functions by some party executives. He said the text is clear that all the other basic organs of the party will operate under the supervision of the Council commission, while those at the grassroots will have to work under the supervision of the Section Presidents. Meanwhile Shey Jones Yembe reminded participants that the Section Presidents during the process will authorizes all expenditure while the Treasurers will be in-charge of disbursing. Shey Jones emphasized that if the instructions of the Central Committee are implemented to the letter, Donga Mantung CPDM will surely carry the day in the upcoming elections. Shey Jones concluded his presentation by outlining the various operation teams ranging from the Section to the Sub Section, Branches and the Cells. “In as much as the chain is respected, we will realize our goal” which he said is to emerge victorious in the upcoming elections and other future elections. He stressed the fact that all grassroots operations should submit reports regularly so much so that there is constant assessment of the process.
On his part, Ngafeeson Emmanuel Bantar represented the proposed guidelines and strategies developed by North West Think Tank (coordinated by Prime Minister Philemon Yang). The guidelines Ngafeeson Emmanuel Bantar noted are an instrument for work and that since the CPDM is an organized political party, there is an urgent need for Section Presidents to assume their roles and responsibilities as the bosses of the party at the grassroots. He cautioned that party representatives should always be vigilant during the recompilation process. He said militants with expired receipts should make sure that the expired receipts are taken back to the police for renewal. At the end of the launching ceremony, the following personalities were installed into their functions as Council Commission heads. They are:

The head of the Council Commissions will monitor and evaluate the process in the field through regular and periodic reports from the Section Presidents.

My take home message after this launching ceremony is that we need to go to work immediately. And I am happy that the Central Committee has provided us with guidelines. The circular from the Central Committee has cleared a lot of doubts so as where to register and if we use the strategy brought up by the party we will reach all our militants. I am also happy of the outcome of the meeting because every actor in the process is aware of the task ahead of us. With the guidelines and other strategies developed locally, we will collectively work toward achieving our set objectives. In fact if I have any clarion call to make to youths, I will only remind them that the long awaited moment to effect change has finally come and it starts right now with registration.  Our own tomorrow is now, so it time for us all to register but we should make sure that when the process starts, we should be able to register closer to our homes. So I am calling on all the youths, women and supporters of the CPDM in Donga Mantung I to pass the message to others that that moment is around the corner, and that we should register massively when the registration process starts.

You know the central committee has created supervisory committees and support committees at all level. And with this strategy, we are not going to implement it diligently to make sure that the registration is a success. I can only tell our militants especially those who have Donga Mantung at heart to go and register so that they will be able to invest their votes where they can get meaningful development as a payback. We have been suffered in the hands of the opposition for years without any meaningful development and I think the time is has come for us to contribute in changing or reshaping the future by investing our votes in the future.  I can only advise youth, women, CPDM  supporters and everybody who loves development that our time to change Mbumland is now and that  with biometric registration kick-starts they should register at the closest centers to their homes.

NW CPDM Kick-starts Sensitization on Biometric Recompilation

Opening the meeting today November 3, 2012 at the Bamenda Congress Hall, the 1st Vice National President of the Cameroon People Democratic Movement-CPDM told participants that the ball has been set rolling and it is their duty to make sure that the instructions from the Central Committee of the CPDM are implemented as prescribed. HRH Fon Angwafo III continued that “we are here to take instructions and your role is to go to the field and act”. He cautioned delegates from the Central Committee that they should allow local leaders to exercise their functions. “Registration is the most crucial aspect of any elections and you are here ti take the instructions to the grassroots for implementation”, he emphasized. The 1st Vice President further advised that each operation team involved in the recompilation process should make sure that regular and periodic written reports are forwarded to their immediate hierarchies. The reports he added are extremely essential because they will enable the supervisory teams to formulate and apply counteractive measures as the case arises.

 Hon. Nji Fidelis presented some practical guidelines for massive registration of militants and supporters of the CPDM in the Northwest Region.  The document which according to Hon. Nji Fidelis was developed by a Think Tank of Northwest elite based in Yaounde under the supervision of Prime Minister Yang Philemon formulated some practical strategies that would enable the party to embark upon mobilization, sensitization and registration. He reechoed the fact the North West Region hosts the capital of the opposition demands a lot of concentration and commitment at every little step so that everything is monitored, assessed and evaluated to guarantee success. He pointed out that the importance of the present recompilation of voter registration exercise is very important noting that “all upcoming and future elections shall be won or lost, depending on the diligence commitment and efforts with which we tackle this assignment”. He observed that since recompilation is from scratch, there are some many parameters to be taken into consideration. Hon Nji Fidelis also underscored the need for all central committee support teams to work in harmony with the local operation teams under the authority of the section Presidents, who in effect are the legitimate bosses of the party at grassroot levels. He also accentuated on the fact that local party officials should cultivate and maintain good relations with ELECAM officials and others members of the registration commission.

Hon. Nji Fidelis presentation also called on party officials and representatives in voters’ registration stations vigilant so that they could come to the assistance of those who need help in the registration process as prescribed by the law. This he said will keep representatives of the CPDM on the alert in case others want to play a trick such as pretending to assist elderly or illiterate persons. He reminded CPDM bigwigs that all those charged with the smooth execution of the campaign in the field at various operation levels could as well facilitate the collection of identity cards abandoned at the police identification centers. For the process to be effective, he advised that each section President should train at least four additional militants who could eventually serve as party representatives in the recompilation process.  

Minister Fuh Calistus Gentry on his part presented a speech from the Secretary General of the CPDM on the celebrations marking the 30th anniversary of President Paul Biya’s ascension to power. He outlined that under the leadership of President Paul Biya much has been achieved. He told participants that everyone admits that the New Deal has transformed the landscape of this country. “In these 30 years the CPDM needs to capitalize on peace, territorial integrity and human rights. Dr. Fuh Calistus also emphasized on that fact that the 30th anniversary of President Biya’s taking office is coming with the fresh impetus of the last congress of the CPDM which must be consolidated.  In order to ensure the sustainability of the successes of the CPDM, he added that there is an urgent need to mobilize and sensitize militants to register massively in order to transform the efforts. “Employment of youths and creation of wealth and it equitable distribution” he said will guarantee the future. He said CPDM militants from Yaounde and other big cities should allow the grassroot to work.

Shey Jones Yembe in reaction to the circular letter no 4, on recompilation of voters register said that the information is clear and all the worries of the past have been answered. “If we respect it we will succeed because it takes care of the problem amongst ourselves. There is one point there that is very explicit which defines the roles and responsibilities of the stakeholders in the process”. Shey Jones Yembe emphasized on the issue of transparency in the management of resources stating that the circular is very comprehensible because it defines that “there is an authorizing officer who is the section President and the disbursing officer who is the treasurer”.  Section Presidents he added should use their secretaries and other members of the executive and he also wondered whether all the organs of the party like the Cells do exist in some Sections because there are areas the Branches and Cells exist only on papers. He suggested that timetables be setup to empower the Branches and the Cells where they do exist to do field work to avoid the accumulation of functions by some Section Presidents.

Talking to this reporter, Gerard Ngala, CPDM Parliamentary aspirant for Nkambe Central said his take home message after the discussion is bulky and will be very instrumental as they are determine to score high. According to Gerard Ngala, if the instructions from the Central Committee are respected, he is sure the CPDM will carry the day in the upcoming elections. “We will add more ingredients to the knowledge and instructions from the Central Committee to generate the necessary results in Nkambe” noting that the instructions from the central committee will polish what they have developed to ensure massive registration.
