"While we commiserate with the families of the victims of this dastardly act, we wish to reassure the public that we would continue to rout the remnants of the Boko Haram terrorists wherever they may be hiding. We will not rest on our oars until all those that masterminded this latest heinous and other similar crimes are apprehended and brought to justice.
"Meanwhile, we implore the members of the public to be more security conscious, cooperate with the troops and security agencies. They should also please report any suspicious persons, objects or happenings to troops or security agencies at all times," the statement said.

THE FOMUNYOH FOUNDATION STATEMENT ON THE DOUALA LANQUINTINIE INCIDENT

The Fomunyoh Foundation condemns in the strongest terms all the irresponsible behavior as well as manipulations of any kind that affect the lives and dignity of human beings. It invites the Cameroonian government to establish responsibilities and to draw all the consequences, so that such events will never happen again in our national triangle"

It is with deep emotion and great consternation that we learned the sad events of recent days involving some Cameroonian hospitals, especially with the quality of their reception and care for people admitted to the emergency units. After the case of Ms Ngo Kana, a young doctor who died while giving birth, the current case of Ms. Monique Koumate has once again plunged all souls with a bit of humanism into fear and worry.

While extending condolences to the concerned families and the entire national community, the Fomunyoh Foundation condemns in the strongest terms all the irresponsible behavior and manipulation of any kind that affect the lives and dignity of human beings . It invites the Cameroonian government to establish responsibilities and to draw all the consequences, so that such events should never happen again in our national triangle.

The Fomunyoh Foundation draws the attention of medical personnel of all hospitals, public or private, on their homework to save lives, regardless of the social status of people or any other consideration. While recognizing the difficult conditions under which they work, the sanctity of life must always take precedence over demotivation and any form of pursued of financial gains.

Moreover, these recent events challenge at the highest level the President of the Republic and his government, that the Cameroonian health system be reformed and improved to be at the service of the people. It is also urgent to establish a universal health care coverage that will ensure universal access to prompt and quality care to all Cameroonians.

The Fomunyoh Foundation remains strongly mobilized and attentive to closely monitor the situation in our hospital units , in accordance with its humanitarian work and the protection of human rights, to provide a better life for the most vulnerable people of our country.

FAKLA COMMUNIQUE ON THE INCIDENT AT THE LAQUNITINE HOSPITAL ON 12 MARCH 2016.

Press Release
We, Members of the Fako Lawyers Association (FAKLA), express our indignation to the appalling incident that occurred on 12th March 2016 at the Laquintine Hospital leading to the allegations of death of 31 year old Ms. MONIQUE KOUMATE and her twin babies.  We equally express our fury to the degrading health sector in the country and the poor medical facilities available to Cameroonians leading to the death of tens of thousands of Cameroonians.  We recall the allegations of trafficking of babies in hospitals in Cameroon. We equally recall the adage that “Health is wealth’’ and notes that our country cannot emerge in 2035 without a robust health sector.

FAKLA notes that the 1946 World Health Organization (WHO) Constitution enshrines “…the highest attainable standard of health as a fundamental right of every human being.” FAKLA equally notes that the right of health includes access to timely, acceptable, and affordable health care of appropriate quality.

FAKLA recalls that Article 25 of the United Nations' Universal Declaration of Human Rights 1948 states that "Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including ....... and medical care and necessary social services." That the said Declaration makes special mention of care given to those in motherhood or childhood.

FAKLA acknowledges that the government of Cameroon has recorded some progress in the health sector. FAKLA equally acknowledged the LETTRE-CIRCULAIRE OF 26 FEV 2016 of the Minister of Public Health to DIRECTORS of Hospitals titled: Prise en charge des urgences medico-chirugicales vitales in which the Minister stated in paragraph II thus “Je rappelle les dispositions anterieures toujours, a savoir que toutes les urgences medicales ou chirugucales vitales beneficient d’une prise en charge urgent etprioritaire; le paiement des soins et autres actes etant exigible 24 heures plus tard”.   It goes further to state in paragraph III that “Cette organization est indispensable pour garantir un access immediate equitable a des soins de qualite pour tous les patients en situation de detresse”.

FAKLA notes that despite the above, much still has to be accomplished in order for the Country to meet the basic minimum of affordable health standards.

Hence, FAKLA calls on the Government to accelerate progress on this national and global priority and urges the Government to apply a human rights-based approach to health which provides strategies and solutions to address and rectify inequalities, discriminatory practices and unjust power relations, which are often at the heart of inequitable health outcomes. The goal of such a human rights-based approach is that all health policies, strategies and programs shall be designed with the objective of progressively improving the enjoyment of all people to the right to health.

FAKLA urges the Government to adhere to rigorous principles and standards in achieving these goals which may include amongst others:

    • That there should be available sufficient quantity of functioning public health and health care facilities;

    • That Health facilities shall be physically and economically accessible to everyone  without any discrimination; and

    • That all health facilities must be respectful of medical ethics and sensitive to gender and life-cycle requirements.

    FAKLA calls on the Government to design Policies and programs to be responsive to the needs of the population as a result of established accountability and to encourage policy makers and service providers to meet their obligations in creating more responsive health systems.

    FAKLA calls on the Government to make a commitment to mainstream human rights into healthcare programs and policies, by looking at underlying determinants of health as part of a comprehensive approach to health and human rights.

    FAKLA notes that Cameroon is a State Party to the 1966 International Covenant on Economic, Social and Cultural Rights (ICESCR) and urges the Government to respect its obligations under the said Convention which provides that “The States Parties to the present Covenant recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health. The steps to be taken by the States Parties to the present Covenant to achieve the full realization of this right shall include those necessary for:

    ......The creation of conditions which would assure to all medical service and medical attention in the event of sickness”.

    FAKLA calls on the Government to fulfill its obligations to respect, obligations to protect, and obligations to fulfill the right to health as provided in the ICESCR.

    FAKLA calls on the Government to immediately create a veritable INDEPENDENT Judicial Commission of Inquiry which should include amongst others Lawyers from the private BAR. We equally call on the Government to give the said Commission unfettered access to all requested information and to create a conducive and enabling environment for the Commission to carry out its investigation and that the Commission should be afforded   reasonable time to make public its report.

    FAKLA calls on the Minister of Health to ensure that the said Circular of 26 February 2016 is implemented to the letter and anyone found acting contrary to the Circular should be punished according to the Law.

    FAKLA condemns the actions of the Minister of Health in preempting the final report of the Investigation Commission.

    FAKLA concludes by reiterating that the right to health is a "fundamental, inalienable human right" that governments cannot abridge, and are rather obligated to protect and uphold.

    FAKLA extends its sincere condolences to the bereaved family.

    $127m Lottery Winner Sued by Her Pastor for Not Fulfilling Her Pledge (Photo)

    A pastor of a church has sued a member for not giving him a part of her lottery winning claiming her refusal had put him through emotional distress and mental stress.
    Lottery winner, Marie Holmes
    Pastor Kevin Matthews out of North Carolina is suing Marie Holmes, the woman from North Carolina who won $188 million in the Powerball lottery.
    Holmes is a single mother of four children — one of whom has cerebral palsy. Holmes worked multiple jobs to take care of her children, and by becoming a Powerball jackpot winner, plenty assumed that her troubles would be over.
    Holmes is reportedly facing a $10 million lawsuit from a pastor, no less. Pastor Matthews — a local North Carolina pastor — is allegedly suing Holmes to get a share of the $127 million that Marie took home after she decided to receive her Powerball lottery winnings in a lump sum payment.
    Pastor Matthews claims that he and Marie engaged in a verbal — not written — contract worth $1.5 million for Holmes to buy land to act as the home of some sort of retreat facility. The pastor spoke with EURweb in an exclusive interview that claims the Lord led him to Holmes.
    Although Pastor Matthews claims he suffered from mental distress and emotional distress over Holmes allegedly reneging on her verbal promise over the $1.5 million Marie was reportedly supposed to give Pastor Matthews for the retreat, Holmes’ lawyer, Ruth Sheehan, knew nothing about the lawsuit.
    Pastor Matthews claimed he went through such a hard time that he needed more meds.
    Pastor Matthews said the retreat center was something that the pastor had prayed about for years.
     The backlash being felt by the rumored lawsuit involves a supposed man of God allegedly forgetting the popular 1 Corinthians 6:1 verse that dissuades Christians from taking one another to court.

    How Dead Pregnant Woman Rejected by Hospital, Gets Operated in Open Air in Douala (Graphic picture)

    A pregnant woman who was allegedly rejected after she was rushed to the hospital has received an open air operation in public to get her kids out of her womb.

     Mrs Koumate Monique was pregnant of twins. On the day of delivery she went to the hospital, but was denied medical attention, since she had no money.
     She died at the gates of one of the main public hospitals of the city Douala (Hopital la Quintini). However the babies in her womb were still alive.
     The niece of the deceased demanded that at least the lives of the babies be saved by immediate medical intervention, and she would pay for the intervention later on, but all to no avail.
     This poor niece, alone with the deceased aunt and the babies moving in the womb, felt she was obliged to operate her aunt herself. She bought a blade in a shop close by, and in the midst of an amazed crowd cut the womb of the dead woman, in an attempt to save the babies.
     One of the twins came out dead. The other was still breathing but some minutes later died. The above picture went viral on the social media and the population stormed the street to express their disgust on the incident. Allegedly, the lady who operated the woman in an open air has been arrested as well as the nurses who were on duty and the mortuary attendant.

    A People’s Call for ‘Anglophone for Presidency 2018’

    Press Release

    -Considering the decisive role Anglophones have played since independence for the unity and stability of Cameroon;
    -Cognizant of the fact that Cameroon’s reunification was largely articulated by Southern Cameroons leaders backed by its teaming youth both at home and in the Diaspora;
    -Given the fact that since Southern Cameroons independence by joining La Republique and subsequent plebiscite, no Anglophone has been President of the United Cameroon;
    -Considering the fact that two francophone Presidents have successively ruled Cameroon since independence and subsequent reunification;
    -Cognizant of the fact that the nation as one celebrated the golden jubilee of independence in Yaoundé in 2009, the golden jubilee of the Army in Bamenda in 2010, the golden jubilee of Reunification in Buea in 2013, and is celebrating the golden jubilee of the Youth Day this 2016 in harmony;
    -Given the fact that Cameroon is made up of two distinct linguistic and cultural entities, that is, Anglo-Saxon and French entities that makes of Cameroon’s uniqueness;
    -Considering that despite giving their all for the edification of a united Cameroon, Anglophones have rather suffered untold structural injustices thereby making them have the general perception that they are treated as second class citizens or a marginalized people when the constitution states that Anglophones and Francophones came together as equals;
    -Given that Anglophone Cameroonians made enormous sacrifices in the advent of the reintroduction of multi-parties and democracy in Cameroon in the 90s;
    -Considering the mounting insecurity brought about by the extremist sect [Boko Haram] and given the rise of extremist voices in Anglophone Cameroon since the Buea AAC 1 in 1993, like SCNC, SCAPO, SOCALIM, UNO State, etc, all seeking for complete secession from mainstream Cameroon because of prolonged structural injustices meted on them by successive francophone administrations;
    Well-meaning Anglophone Cameroonians make this People’s Call as the surest and safest way to keep Cameroon stable and united.
    We call on Cameroonians across-the-board who are interested in seeing a strong and united Cameroon ready to emerge in 2035, to join hands in making sure an Anglophone takes up Cameroon’s Presidency in 2018.
    That the Anglophone candidate be s/he from the ruling CPDM or opposition coalition MUST have been born after independence and is at the same time perfectly bilingual and ready to safeguard the two sub-systems of education.
    That by Anglophone is meant a pure breed Southern Cameroonian who has been raised in the Anglo-Saxon tradition.
    That 2018 should mark the beginning of a ROTATORY Presidency between Anglophones and Francophones for an exemplary and inclusive Cameroon where everybody is part of the building blocks.
    If you believe that Anglophone Cameroonians have been ‘heirs in waiting’ for the past 50 years of independence, kindly take part in this campaign whose results would be presented to parliamentarians during the March Session of parliament. Show your commitment to this campaign by going to our #Anglophone4Presidency2018# to sign up.

    Open Call for Nominations for Unique Candidate for an Anglophone for Presidency 2018

    Open Call for Nominations for Unique Candidate
    for an Anglophone for Presidency 2018

    The call for nominations is now open and the collective for an Anglophone for Presidency 2018 led by Cameroon Journalists4Justice and the Rule of law, CJ4J, are seeking across-the-board nominations for a suitably qualified candidate for an Anglophone for Presidency 2018.
    Nominators Must be Cameroonians of voting age and whose names Must be on the voter roll.
    Nominees Must be bona fide Anglophones who apart from fulfilling the conditions outlined in our first ‘A People’s Call for an Anglophone for Presidency 2018’ of February 10, 2016, should have bona fides credentials that set them aside from others.
    Apart from being perfectly bilingual and ready to protect and promote the bi-jurial, bi-educational and bi-administrative nature of our country, the nominee should be open to reintroducing the two-state federation in Cameroon as obtained after independence.
    To nominate any candidate, nominators should also take into consideration the following criteria that make for a good candidate for the country’s top job:
    -Organizational Leadership: Given that Presidents depend on a large team of advisers to help them make informed policy decisions, nominators should take into consideration the nominee’s ability to organize an effective team and then get as much as possible from the team. Attention should be paid to the candidate’s ability to debate with his/her advisers on the merits of a given decision taking into consideration the fact that an important part of organizational leadership is the ability to minimize the tendency of subordinates to tell their boss what they sense s/he wants to hear, as obtains now in Cameroon.
    -Knowledge about contemporary issues: The nominee should be someone who is knowledgeable about the issues of the day and be capable of discussing them freely with the local media and the public. Note should be taken to the fact that the more informed a candidate is on the issues, the more detailed he/she can be in policy prescriptions.
    -Personal Character: Given the critical nature of the Anglophone public and given that generally, voters would look beyond the issues into the personal character of the presidential candidate, nominators should do us a better job of nominating only people who are generally perceived by the public to be honest and trustworthy, even as we know that ‘there is no art to find the mind’s construct in the face’.
    -Respect for constitution: Given the colossal torments our organic law or constitution has undergone in recent years as it has been severally changed and revised in much the same way school text books have been, nominators should look out for a candidate who demonstrate evidence for the respect of our fundamental laws. The next President of Cameroon MUST be someone who is knowledgeable on the legal boundaries of executive powers and a history of applying the constitution to every piece of legislation and policy question.
    -Flexible Mind: A 21st century president who is ready to lead Cameroon into emergence earlier than 2035, would be like a hedgehog, grappling with a lot of different issues simultaneously-ranging from unplanned crisis events through domestic to foreign issues. Flexibility is an asset here given that the president will be making important decisions on many very different issues on a daily basis.
    Over and above these considerations, you should strive to nominate candidates who care about the needs of people like you, and who do not change their positions on issues for political reasons.
    At this stage of the nomination process, party affiliation does not count as we are working toward a coalition candidate.
    Submit Your nominations [people can also nominate themselves] and tell us who and why you think the nominee should be the Anglophone candidate for presidency 2018.
    All eligible nominees are posted on the nomination gallery where YOU will be able to endorse the candidate you will support. Nominees will be evaluated by our panel of judges and the shortlisted candidates would be announced by April 30, 2016. All shortlisted candidates will receive widespread visibility through our social media channels before the last round of online and offline voting for the unique Anglophone candidate for Presidency 2018 commences on May 14, 2016.

    JUSTICE 4ALL ISSUES COMMUNIQUE ON THE SCANDAL AT LARQUINTINI HOSPITAL

    COMMUNIQUE

    JUSTICE4ALL has learnt with the most profound concern the death of a pregnant woman at Larquintinie Hospital, Douala, apparently not only due to culpable negligence, but from impropriety on the part of the hospital staff.
    JUSTICE4ALL demands that the competent judicial authorities conduct expeditiously a judicial enquiry in order to apportion criminal liability any. We hold the strong opinion that the unfortunate occurrence is not within the jurisdiction of administrative authorities who ever hoodwink the population that a commission of enquiry has been set up when they never ever publish any findings in the end.
    JUSTICE4ALL challenges the government of Cameroun to take full responsibility for its abysmal failure to check corruption with the many fatal consequences from its free prevalence. And we undertake to work with the bereaved family in the pursuit of attaining the ends of justice.

    Arrest and Detention of Former State Officials: Corruption Crackdown or Political Witch Hunt?

    Urbain Olangue Awono
    A book published March 7 by an imprisoned former government minister of Public Health has sparked heated debate. The book’s author, along with some fellow politicians and rights activists, say the government is using its crackdown on corruption as a pretext to target potential political rivals of longtime President Paul             Biya.
    At least two dozen former government officials have been arrested in Cameroon in the past eight years, including several ex-ministers and heads of state-owned corporations.
    Ex-Health Minister Urbain Olanguena Awono said in his book, titled Mensonges d’Etat (or Lies of the State), that he and other detainees are “prisoners of conscience.”
    Other detainees have recently published letters in local media saying their arrests and long detentions are politically motivated.
    The roundup has become known locally as “Operation Sparrowhawk,” referring to a predator that hunts and eats other smaller birds.
    But Cameroon’s government spokesman, Issa Tchiroma Bakary, said at a news conference Thursday that people have been erroneously accusing the government of witch hunting, abuse of legal procedures and political persecution, whereas the president is simply asking those arrested to account for public funds.
    Biya is not and never will be afraid of political competition to the level that he arrests his opponents, Bakary said, adding that detained officials were plotting to challenge state authority.

    Embezzlement charges
    Awono is serving a 20-year jail sentence. He was arrested and convicted of corruption and embezzlement in 2008, the same year Biya changed the constitution to allow him to run for two more terms in office.
    Local press had reported at the time that Awono and his senior staff were plotting to oust Biya.
    Awono’s defense counsel, Barrister Andrew Litumbe, denied the allegation.
    “Paul Biya is like — I cannot even term him a dictator. He is a super dictator,” Litumbe said.
    last year, Cameroon’s justice minister, Laurent Esso, said $4 million of public funds had been recovered so far, though he did not give further details. The state estimates as much as $152 million in public funds has been stolen.
    Cameroonian law states that corruption suspects can be detained and have travel documents seized while investigations are ongoing.

    ‘Supra president’
    At least four corruption detainees have died in prison. Family members told VOA they did not receive proper medical attention.
    Only 15 of the at least two dozen ex-officials arrested since 2008 have been charged, according to human rights activist Robert Mbile.
    “It is in rare countries like Cameroon where you find a president who is the head of the armed forces, the judiciary, the government and everything,” Mbile asid. “So he is a supra, a supra president. He appoints the judges, even the constitutional council he has to lord on it. Biya has been taking care only of his chair and nothing else. The interest of the people is nothing to him.”
    The government counters that lengthy judicial processes and difficulties tracing embezzled funds in foreign banks have made investigations long and cumbersome. Biya’s mandate ends in 2018, but his supporters have been calling publicly on the 83-year-old leader to organize elections sooner and run again.
