Congo Imposes Total Communications Blackout During Election

New York, March 22, 2016 -The government of the Republic of Congo should immediately lift the total communications blackout it imposed before the March 20 presidential elections, the Committee to Protect Journalists said today.
Congolese Interior Minister Raymond Mboulou on March 19 ordered telecommunications companies to cut all mobile phone, text message, and Internet service for at least 48 hours in order to prevent "illegal" reporting of election results, according to news reports. The blackout remained in effect today, according to press reports.
"Plunging a country into a communications dark age on unfounded fears is reckless," CPJ Deputy Executive Director Robert Mahoney said. "Democracy does not work without a free press. We call on the government to restore all communications immediately and ensure that journalists can do their job. Failure to do so undermines confidence in the entire election process."
CPJ's calls to the president of the High Council of Freedom of Communication went unanswered. The Embassy of the Republic of Congo in Washington did not respond to requests for comment by telephone or email.
At 32 years in power, President Denis Sassou Nguesso is among the longest-serving leaders in Africa. He is widely expected to be announced the winner of this most recent election on Wednesday. Tensions across the country have been running high since October, when a referendum was held on a series of changes to the constitution, allowing Sassou to run again,according to reports.

 Speaking through RMF’s South West Coordinator, Pastor Dele Balogun, at the event held at Region Four Headquarters, Sabo-Oke Ilorin, Adeboye said for the good things to come, Nigerians must embrace righteousness and return to God for favours.
He said: “We all need to go back to God in Nigeria. This Godly move must start from all men who are the heads of families. When we are sincere with this step, God will in return bless us as a nation.
“It is the will of God that every man will know Him. We must serve God with all our heart, soul and body. Despite the arduous responsibilities in the modern world, we should know that the place of service to God has not and will never be abolished. We are also to bring other men to God.
“God has placed this responsibility on us and we must not fail God. We should also know that the measure of our services to God will determine His love towards us, because God will always honour those who honour Him.
 "We must, therefore, lead all our household members to God in Nigeria. We are no doubt living in a dangerous time. Nevertheless, we are to serve only the living God and not strange gods”, He said.

Nigerian Troops Kill Boko Haram Kingpin in Dalori, Borno (Photos)

Elements of 22 Brigade Garrison carried out clearing operation at Dalore camp on Sunday in which they killed 19 Boko Haram terrorists among whom was Ameer of Dalore.
The troops also captured 2 AK-47 Rifles, 1 Small Machine Gun and 1 Hand Grenade and recovered 4 pickup vehicles.
The troops also rescued 67 hostages from the terrorists. The freed hostages are undergoing screening at Internally Displaced Persons in Dikwa.
Unfortunately, during the operation the troops Mine Resistant Anti-Personnel (MRAP) vehicle ran into an Improvised Explosive Device and had a damaged tyre.

Why SURUDEV Was Voted Best NGO of The Year 2015 at The Guardian Post National Awards of Excellence

Early this month, the Sustainable Run for Development-SURUDEV was honoured at the Buea Mountain Hotel as the Best Non Government Organization of the year for its trappings in protecting, preserving and conservation practices. This NGO has produced innovations in results-based approaches to agri-environment action that have been highlighted as good practices in rural development. This accolade came just to confirm what has been said. This is so because SURUDEV successfully ran and reported ten projects in the Bamenda highlands during the year 2015. These projects include: Sustainable management of water catchments whereby some four water catchmemts in the Bamemda I Sub Divisional council area were protected. In the Nkambe council area, SURUDEV engaged in the protection of the Nsahkop, Njemoh, Njemah water catchments as well as the Wowo catchment in Ndu Sub Division. SURUDEV planted close to 10.000 trees in these catchmemts. 
The Second Project dubbed Trees for Generations was realized with the putting in place of a conservation plan for the protection of the Sacred forest in Luh Fon's palace. Some 1000 medicinal trees were planted in degraded portions of portions of the sacred forest. The project was realized with the partnership of the Wimbum Students Union. This was during their 35th annal convention that took place in Luh village. 
In the domain of Sustainable Agro Forestry, SURUDEV also contributed enormously in building self-reliant communities in the Bamenda Highlands. 30 communities and 13 farming groups planted over 50.000 trees of economic values to sustain their activities. 
The forest gardening project also enriched lives in two communities in Donga Mantung Division. The Kungi and Bongom fish farmers were empowered on sustainable integrated fish breeding by including market gardening and fruit trees cultivation in their activities. 
Working with kids in schools in order to promote the nation of tree planting has also been on the agenda of SURUDEV. The SURUDEV green school project was implemented in Ako and in Mezam Division. This project which is aimed at promoting environmental education within secondary schools has created its impact in GBHS Down Town, GSS Banzah, GBHS Nitop and GBHS Bayelle where over 1000 trees were planted by students to mitigate the phenomenon of Climate Change. More so, SURUDEV also distributed over 1000 books to schools environmental clubs thanks to a donation from its partners from the United States of America. 
One of SURUDEV's innovative project that has attracted public attention was established and executed in Bongom village. The Sustainable Bio Farms recorded a success thanks to the efforts deployed by an experienced farm manager, Amungwa Victor. He used his wide experience under the supervision of SURUDEV to introduce water melon cultivation in Donga Mantung. The successes led to the cultivation of onions, okra, cucumber and huckleberry and more so, the bio farm is now a training centre for young boys and girls who want to take on market gardening as a reliable source of income. Besides, the sustainable livelihood programme also empowered and supported 30 widows in the Bamenda Highlands in sustainable farming. 
The bird conservation project was also carried out in Ako Sub Division within the Mbembe Forest Reserve periphery whereby stakeholders were sensitized and empowered in the protection of endemic bird species. These birds include the green breasted bush-shrike, the mountain greenbull, the bannerman's turacos etc. 

The Coordinator of SURUDEV, Kari Jackson says the communication and advocacy project now tops the chart given that it has provided them with the opportunity to sensitize the public on the community radios in the Bamenda highlands to get on the loop with environmental and climate change matters. Through this project, he said "we have also been able to produce our monthly ad e-newsletters". Harping on this year's activities, Kari added that " we are getting across all our other projects like last year with trees for the future, Pittsburgh Zoo amd PPG sustainability fund, the Sacramento Zoo and now the Global green grants".
The simplest explanation about why the environment matters is that, as humans, the environment-the Earth-is our home he says. "It is where we live, breathe, eat, raise our children, etc. Our entire life support system is dependent on the well-being of all of the species living on earth". It should be recalled that SURUDEV has won over 5 distinctions for doing extra ordinary things in protecting mother earth. Meet Kari Jackson and the first thing he will is that the deterioration of the environment, often referred to as environmental degradation, threatens the earth's natural resources such as clean water supply, fossil fuels for energy and food supply. Many of these resources he would always remind people are nonrenewable so when they run out the earth will be forced to find new alternatives. These new alternatives maybe difficult to function well reasons why we should act now if not the next generation will suffer. In schools, the key message to pupils and students is that the planet is in danger. According to SURUDEV, if we don't act now many to rescue species of animals and plants that are nearing distinction the clean water we drink to survive is at risk and more and more of our beautiful, open spaces are disappearing as new buildings and factories are built.

Lesson From Nigeria: Senate Orders Contractor Working on Goodluck Jonathan's Village Road to Vacate Site

The Nigerian Senate has asked the contractor working on a road leading to the village of ex president Goodluck Jonathan, to stop work immediately.

 Dissatisfaction in the level of work on the 16 kilometre Otuoke Road project in Ogbia Local Government Area of Bayelsa State, made the Senate Committee on Niger Delta Development Commission, NDDC, Projects,  to order the contractor handling the project to stop work and vacate site with immediate effect.
 The Senate Committee, which was on an inspection tour of various NDDC projects in Bayelsa State, said contractor handling the road project which connects former President Goodluck Jonathan’s country home, Otuoke, with Yenagoa, the state capital was too slow.
 Chairman of the committee, Senator Peter Nwaobushi, who stated this in Yenagoa, said that the contractor, after collecting N600 million mobilization for the project, reduced the scope to six kilometres, without any agreement with NDDC, yet with no appreciable work on ground to match funds so far released by the commission.
 The committee also expressed displeasure with the slow pace of work at the Akenfa Canal Bridge in Yenagoa, the state capital.
 It, however, admitted that the delay was caused by non-release of funds to the contractors.

Billionaire business mogul, president of Dangote Group and Africa's richest man, has yesterday, sent about 800 Nigerians to India, to learn the operations of a petrochemical refinery.
 Nigerian Media had reported over the weekend that billionaire business mogul and Africa’s richest man, Alhaji Aliko Dangote, is sending about 800 Nigerians to India, to learn the operations of a petrochemical refinery, and the first batch to be trained has left for India yesterday, Sunday, March 20, 2016.
 It was learnt that the 800 Nigerians will travel to the Asian country over the next 24 months in a batch of fifties, to learn from the nation with the largest refinery in the world. “About 800 will be trained in batches within 24 months. The first batch of 50 is leaving for India on Sunday,” a dangote source said.
 
 Dangote is looking to creating employment within the Nigerian economy, rather than importing expatriates to run the first private refinery in Nigeria.
 The refinery, projected to worth $9 billion, is being built to have a refining capacity of about 500,000 to 650,000 barrels per day.
 
 
“After receiving a private licence to build a refinery, Dangote has commenced the building of a 650,000 barrel per day (BPD) petroleum refinery, which will be the single largest in the world.
“The refinery would have a larger capacity than all of Nigerian National Petroleum Corporation (NNPC) refineries put together,” the conglomerate said in a statement more than a year ago.

Trouble in Paradise? President Buhari's Top Aide Resigns

IStandWithBuhari - a pro-Buhari group, has descended into crisis which has led to the resignation of its National Coordinator, Mustapha Ramalan.
 A pro-Buhari group, #IStandWithBuhari, seems to be currently rocked with crisis following the resignation of the national coordinator, Mustapha Ramalan, who reportedly resigned because he had no faith in the direction of the group and its decision.
 When contacted by a correpondent, Ramalan confirmed his resignation, saying he was not comfortable with the way some decisions were taken in the group, especially with regard to the proposed nine million-man pro-Buhari march.
 "Having led the organization these past couple of weeks, I have reached a hard and inevitable decision of stepping down as its national coordinator with immediate effect.
"If I must lead the organization, I must be convinced more than anyone, on the path we chose for ourselves,"Ramalan said.
 An associate of the former coordinator, Abdullahi Aliyu said the proposed planned march for Buhari was not only postponed but overruled.
"Mr. Ramalan is of the opinion that the nine million-man pro-Buhari march should be postponed because the government is still trying to pick up and hence should be given more time to justify the nine million-man march. Not this time."

Industrial Enterprise for Processing of Eucalyptus Poles (SITEP-CAM LTD) Revamped and Launched in NW

An industrial company to process and market electricity poles has been revamped to kick-start activities in the North West Region. The company which is known by its acronym as SITEP-CAM Company LTD was revamped and launched on Saturday 19, 2016. Speaking during the Board of Directors meeting at the Akom Fon's palace, Chief Executive Officer, Clement Wara said SITEP CAM is on track to make a significant contribution to accompany Cameroon towards emergence by 2035.  Described by many as a perfect example of the industrialization of the North West Region this Industrial Enterprise for the Processing of Electricity Poles (SITEP-CAM) Limited, happens to be the first giant project the region has had. According to Hon TATISTANG Lucas chairman of the official launching, SITEP-CAM after two decades of obstacles and struggle since it creation on the 1st of March, 1996 has recorded new dynamics and will produce the expected results to boost development efforts in the region and beyond.
The enterprise has as objective to mitigate poverty as it is not limited only within a particular Division. Its officials say the poles to be treated and marketed will be bought from peasants. This will be an additional source of revenue to eucalyptus farmers in the North West and the West Region. While a percentage of the profit made from by company will be used for the socio-economic development of council areas where these poles are produced. Council areas like Oku, Ndu, Jakiri as well as the Akum Fondom in Santa Subdivision that signed a Memorandum of Understanding with SITEP-CAM CEO, Wara Clement will in the days ahead start enjoying the fall-outs of the project. Representing the people of Akum HRH Fon George NGWASHI who doubles as Landlord of the project site at Mille 11 Santa enjoined SITEP-CAM officials for the great initiative that will go a long way to impact lives.
Clement Wara also disclosed that SITEP-CAM has benefit trust from both national and International investors. These partners that are looking towards doing business with SITEP-CAM according to Clement Awara include the National Investment Cooperation, the World Bank Group, The International Finance Cooperation etc.
To add to this, SITEP-CAM is looking forward to employing more youths and as well fighting global warming by planting 500,000 species of improved tree seedlings such as ; medicinal plants, fruit tress, and has adopted the policy of re_afforestation geared towards replacing each tree cut by planting two others.
Present at the official launching were Administrative Authorities, Fons and Board Members who however made the people to understand that development is not an easy task. Fon George NGWASHI also used the opportunity to call on the people of Akum to be vigilant and to shy away from destructive tendencies. "It is obvious that development is like a year old baby and the quinine tablet which must be forced down her throat for the betterment of her health", he concluded. Before leaving Akum, Board members agreed that the next meeting shall take place in March next year. 
It should be recalled that  there are two companies in the North West Region that is engaged in the treatment and marketing of electricity poles. One of such companies is CAMITEX located at Nkwen in Bamenda. With the processing plant in Mile 11 Akum having revamped, prospects are high at that the industrialization of the North West Region has begun.

The Nightmare on the Ring Road Versus The People's Call from Donga Mantung Division (My Letter Number One)

I have often heard people saying that writing any critical judgement analysis on the neglect of the Bamenda Ring Road by the Biya Regime is like writing a Satanic Verse. However, this is a prophecy that people have lived for years, which I am tempted to define it as a cause with considerable backing. That Donga Mantung Division may soon become an Island on land due to the poor state of nature of the stretch of the Kumbo-Ndu-Nkambe-Misaje stretch of the road is a fact. It is the darkest corner in human existence. 
The rains have just started and as usual every little hill along the Ring Road is making a name. Traveling from Bamenda to any part of Donga Mantung Division needs two sets of clothes. One set for the mud and one to wear when you get at your destination. Traveling in a bus from Bamenda to Nkambe, Ndu, Misaje, Nwa, Ako and other places is quite an interesting journey. One would listen to the conversations which triggers a deluge of angry questions. Yet Donga Mantung CPDM elite have jumped onto the bandwagon of Calling on President Biya to contest in the upcoming Presidential election when he has failed to supervise the construction of the Bamenda ring road as he promised some years back. 
One keep wondering whether these political vuvuzelas from Donga Mantung Division have human feelings. What if in calling for President Biya to contest, they carefully remind him of his pledge. Politics "na njangi", and if we go by that President Biya still to "scratch the back of Donga Mantung Division". It may sound disgusting that a people who have been neglected and reduced to third class citizens should continue to behave like they have been auction with no price tag. I always remember this statement made by a friend of mine, Francis. He told me that whether I like it or not, Donga Mantung Division has been reduced to a place where its own cabinet ministers are only secretaries to others. 
Anyway, that is not my interest for now. What is strange is that Donga Mantung CPDM militants behave as if there is something after them. If politics is a means to development, I don't want to conclude so soon that they have failed. After all, it is their democratic rights. That is the price of democracy. I don't want to think like others who believe that those signing such calls are indirectly insulting the population. But should one stand up to the wrong to preserve the truth? Is it the invasion of political UFOs that has plunged the Division in such a mess. 
Rushdie writes in his book The Satanic Verses that… By Allah, even if they were to place the sun in my right hand and the moon in my left hand so that I abandon my mission, I will never do that until Allah makes it prevail or I perish in carrying that out…I know the political gangsters who are hiding in the CPDM will call me names, the question is whether the Motions and Calls for President Biya's candidature that will be issued this week from Donga Mantung by CPDM elite, militants and sympathizers will be transported by air to Yaounde. After all, they have good cars. But let the word go forth from this time and medium to friends and enemies alike, that the torch has been passed to a new generation that will talk than die in silence. That this is not fiction like the practices of the poli(thief)cians.
That the people of Donga Mantung Division have been tempered with carelessness by the Biya government is an indisputable human rights abuse. Since 1948, the Bamenda man has reluctantly accepted the slow shame of those human rights abuses to which this nation has always been committed to and which the nature of this country and the powers that be have imposed. In fact if a free society cannot help the many who are poor, it can never save the few who are rich.
When government institutions were the pillars of moral value, any statement made publicly by the Head of

state of this great nation Cameroon was never suspected to be an “April fool” kind of merrymaking. Any public pronouncement of the Head of State was considered by all and sundry as part of the Presidential largess that the President dishes out every time he visits any locality. Such a pronouncement was considered as a symbol of decorum because such promises were immediately followed up with actions within the shortest time possible. I remember my father once told me that President Biya once declared that he was personally going to supervise the construction of the Bamenda Ring road. Yet 25 years have come and past since he made that promise and the Bamenda Ring is still in tears.
 Traveling from Kumbo to any part of Donga Mantung Division is not just a nightmare but demands a week of serious fasting and prayer because you never know when you will get to your destination. I do not know whether it is the influence of the Western culture that has transformed government institutions into negating its people or influence of politics that has made Head of States to forget the basic needs of the population. However, anyone who would maladroitly sit on the fence to declare that the Bamenda Ring Road is not a necessity or a priority should be considered as being in a state of sin. Being a respecter of the institution that President Biya incarnates and the powers that he wields, the pressure suddenly became unbearable when I spent over 4 hours on the same spot along the Ndu-Nkambe stretch of the ring road. Njifor, around the Ndu Tea Plantation is making a name. Karkar, Yamba in Mbot are star locations along the ring road. Cars have "died" prematurely at these places without showing any syndromes of breakdown. 
Even though there is a statement in the Bible which states that people should not pass round for judges on others, I believe it is often quoted out of context because the Bible still tells us that people should be judged if their acts are injurious. I am aware that this critical judgment analysis is badly needed. It is imperative because the Ring road is in tears again  and the bells of anguish are being heard signaling that Donga Mantung Division may cease to exist in the map of this country. I am also aware that this bit will offset many people but it is a fact. Even so, who is even going to twist my arm for speaking the truth? Is it not a democratic right for the people of Donga Mantung to have a good access road and even enjoy more as a border Division? 
 Calamity, calamity………… 
Notwithstanding, if anyone takes this judgment for an offense, believe me it is positive insults. And if today some of our leaders no more command the powers they use to exercise, it is because of the copious counterfeited promises they make. I recall a former Minister once asked me in Yaounde whether the Bamenda Ring road had any economic values. It pains and kills my imagination as well as the picture post-card I got from my father that they decided to unite with La Republique because of what was happening up the road. 50 years after reunification the situation of this road is more pathetic than before. When I look across the river and see the road network, I cry for my Fatherland. When I see politicians taking false oaths because they have their interest to protect and like Achidi Achu who after his appointment as Prime Minister declared that he was the Ring Road, I pity myself why I was born a Cameroonian. In fact I disagree with people who would say that it is the notion of personal aggrandizement that has pushed the Biya regime to loose sight of reality. And to me, it is some sort of a mental torture that is being exercise. 
Come to think about the Mini Ring Road to Oku, I keep asking myself whether we also need someone from Donga Mantung to be appointed Prime Minister before the cry of the people could be heard. 
Atleast Donga Mantung has great people who are fit, yet they have and are reduced to secretaries to incompetent Francophone brothers. Chai!!! Paul Biya, Donga Mantung deserves the right to exist and partake in the enjoyment of the national cake. 
The North West Region has had the privilege to produce two Prime Ministers but the notion that Biya appoints ministers to work for their people did not work. None of them created the unexpected like late Pefok who rejected a speech from the Yaounde cronies and doled out one from his pocket to tell President Biya what the Bamenda man thinks is like waiting for exhale. When Rt Hon. Achidi Achu was appointed Prime Minister, he told North Westerners that he was the ring road. It was a bitter pill but  we accepted and swallowed it. Yang Philemon also had the good fortune to be appointed Prime Minister and since charity begins at home and justice next door, work on the Kumbo –Nkambe Stretch of the ring road will end in Kumbo while a mini Ring Road linking Oku to Babungo, Noni and maybe Misaje will be tarred. 
 Anyone who has been on this road any of these days will agree that to travel to Donga Mantung Division, it demands serious fasting and prayers. No pregnant woman can travel on this road especially with the clouds of dust. The story of the ring road is not only that of pools of water, clouds of dust but the story that at this time of the year every small hill always make a name. It may sound ridiculous but the truth is that traveling from Bamenda to Donga Mantung or Menchum demands two sets of dresses, one for the dust and another to wear at the destination. I am sure the CPDM BIGWIGS will come along with more sets. 
The state of nature of the Bamenda Ring road has made it in such a way that it is the nature of the dust or mud that determines the transport fare. 
In case of any disaster as was the case of Lake Nyos, evacuation of victims will not just be be problem but would contribute to destroy lives that would have been saved. If we go by the popular saying that where the road passes development follows, then the people of Donga Mantung Division who rely on the Ring Road will never dream of any meaningful development. 
I wish I were eloquent to put down on paper the picture that comes to me from the restrained of anger and cough due to the dust on the ring road. I need not dwell upon the authenticated horrors of the Nazi internment camps and death chambers for Jews. That is not tragic but a kind of insane horror. It is the ring road which is tragic. The essence of tragedy is not the doing of evil by evil men but the doing of evil by good men, out of weakness, indecision, sloth, and the inability to act in accordance with what they know to be right.
The ring road, until its termination, presents the classic existential argument about the existence of God or a higher power: if he did and does exist, then the only natural choice is to become a disciple is to be in the CPDM; but if he did not, then there is no afterlife, then life is meaningless in this part of the country even if the entire region signs a People's Call for President Biya as NATURAL CANDIDATE. 
Hence, there is nothing to be done except to live every moment without a thought to the next. The state of nature of the Ring Road has made Donga Mantung an Island on land which makes them to feel and to be powerless to influence the life of society by which their own life is governed. Change can occur only by a great increase of participation and responsibility on the part of those who now are well fed and amused but are excluded from effective participation in political decisions or in the policies of the institutions and enterprises they work in. 

Today, thinking and feeling are more and more separated from each other, and this separation leads either to an almost schizophrenic intellectualism or to a neurotic, irrational emotionalism-THE PEOPLE'S CALL. Only if emotions and reason are brought together can man function in a way which makes life interesting and hence creates the possibility of a productive life. To put it briefly, what Donga Mantung people need is not speeches but a road that can make life more meaningful and bring back humanity from the wilderness closer to the people. 
One could argue that the absurdity of The Satanic Verses has in fact complemented Islam as it has increased the attention people have for understanding why there is so much controversy. But what will the People's Call change on the Ring Road? This is my question to the Donga Mantung CPDM elite led by Fuh Calistus Gentry.......

People's Call: Donga Mantung I Section Joins Chorus Calling on Biya to Contest in the 2018 Presidential Election

Meeting in Nkambe today March 20, 2016, CPDM militants of Donga Mantung I Section have issued a motion President Paul Biya calling on him to stand as their candidate in the next Presidential election in Cameroon. Subject: Motion of Support and Call from the CPDM Donga Mantung I Section Elites, Militants and Sympathizers to our National Chairman, Head of state, H.E President Paul Biya to Stand as Our Candidate for the CPDM in the Next Presidential Election

Militants of the three wings of Donga Mantung I Section, including their elites and sympathizers, meeting in the Nkambe Municipal grandstand in a joint CPDM section conference, having thoroughly examined the social, economic, political and diplomatic achievements of Cameroon, under the capable leadership of H.E President Paul Biya, National Chairman of the CPDM and Head of State, resolved as follows:

  • Considering the significant improvement in road infrastructure, marked by rehabilitation of major roads, including farm to market roads nationwide, in order to ease the free circulation of goods and persons;
  • Considering the great efforts in view to ensure growth and stability in energy supply as seen through the multi-billion investment in electric power project at Long Pangar, the implantation of the Thermal Plant in Bamenda and the envisaged hydro electric power Menchum Falls, which will speed industralization, create new job opportunities, and lead Cameroon to emergence by 2035, thereby improving the standard of living of the citizens;
  • Considering the substantial improvement in the education as witnessed through the creation and opening of a university in Bamenda and approval of many other higher learning institutions in the North West, coupled with the creation and opening of many secondary, primary, nursery and vocational schools in Donga Mantung, thereby facilitating studies for our children;
  • Considering the measures taken to ensure the improvement and extension of health care facilities, as seen through the creation of a Referral hospital in Bamenda, creation and rehabilitation of several health establishment in Nkambe central, including the organization of  mass free vaccination campaigns against very deadly diseases, free distribution of treated mosquito nets and subsidies of drugs inorder to improve on the health of the population and reduce death rates;
  • Considering the growth in agricultural production and productivity, recorded as a result of heavy government inputs through support to farmers organization, fight against crop invasion, training of agricultural technicians, free distribution of high quality seeds and fertilizer, thereby increasing food production and alleviating poverty amongst our masses;
  • Considering the sustainable efforts to ensure jobs for the youths, through assistance by the National Employment Fund Intergrated support programme of Informal sector, PACD PME, special recruitment and the recent package of 102 billion francs for special reintegration plan for the youths;
  • Considering the continuous measures put in place in favour of the women which integrates them in all works of national life, recruitment into the forces, appointment to the post of responsibilities, poverty alleviation schemes;
  • Considering the recent measures to improve on the social security of workers in Cameroon through an increased family allowance in order to enhance their welbeing and living standards;
  • Considering the huge package of 10 billion under the general decentralization fund set aside to effectively take care of salaries of government delegates, mayors and their deputies, in order to motivate them to work, curp corruption and enhance local governance;
  • Considering the remarkable successes recorded in the inevitable was against the terrorist sect, Boko Haram, thereby safeguarding our territorial boundaries and sovereignty;
  • Considering the mature, tolerant and skillful diplomatic approach, marked by peaceful co-existence, non-interference in the affairs of others states, cooperation, respect of territorial integrity;
  • Considering also, the humanitarian activities of Madam Chantal Biya, First lady, in the area of health care, assistance to schools, to the needy, rehabilitation  and construction of classrooms, supply of medical equipment and medication to health centres to health establishments nationwide including Donga Mantung;

TIME Magazine reveals its list of thirty most influential people on the Internet. The individuals on the list were picked via their global impact on social media and their overall ability to drive news. Here’s who made this year’s unranked list:
 
Kanye West
The artist and entrepreneur has perfected the art of the Twitter spree, sharing candid thoughts that are often just as provocative—if not more so—than his music. His tweets can be controversial (see: his comments on Amber Rose and Bill Cosby) and confusing (like his revelation that he’s $53 million in debt), but many do offer constructive criticism of the fashion and music industries. West also used the Internet to shake up the idea of an album as we know it, treating his latest LP, The Life of Pablo, like a work in progress by refusing to sell it (it’s only available on the streaming service Tidal) and promising alterations to its “final” version.
 
Casey Brodley
The crown jewel of this graphic designer’s online empire, which also includes her popular lifestyle blog, is Pinterest, where Cho has 12.8 million followers. The beauty of the Internet age—or danger, depending on who you ask—is that anyone can start a global phenomenon. Case in point: A high school boy films his friend’s outfit and face each day while repeating “Damn, Daniel!” in an alluringly weird accent, and suddenly the video is everywhere. Josh Holz’s strange cinematic creation, originally uploaded to Snapchat and stitched together into a longer clip, is the rare meme to truly penetrate mainstream pop culture: Holz and Lara appeared on Ellen (Vans gave Lara a lifetime supply of his signature sneakers that he later donated to a children’s hospital) and in Weezer’s beachy music video for “California Kids.” And while hackers eventually took over Holz’s Twitter account and deleted the original video, it hasn’t stopped fans from being back at it again with Daniel-inspired remixes, tattoos and shoes.

Just five months after joining Snapchat, the music producer (real name: Khaled Khaled) has become one of the social media platform’s biggest stars and “a meme in human form.” His more than 20 million followers are drawn to his relentlessly positive attitude and numerous catchphrases—like “major keys to success,” or motivational humblebrags that are often marked with the key emoji. But his influence has extended well beyond Snapchat: Earlier this year, the 40-year-old also recorded an inspirational message for Jeb Bush on Jimmy Kimmel Live! and starred in a video promoting ObamaCare as one of his major keys to success. He’s also been on the cover of Businessweek and made an appearance on The Ellen DeGeneres Show.
 
Johnetta Elzie and DeRay Mckesson

Over the past year, she has revealed everything from why Hagrid can’t produce a Patronus to the fact that Hogwarts tuition is free to the history of North American magic in general (though some criticized her for using details from existing Native American legends). Rowling has also made headlines for fighting with a member of Scottish Parliament, comparing Donald Trump to Voldemort and offering support to fans with depression.

The Swedish gamer (born Felix Kjellberg) touts a record 42.7 million subscribers on YouTube, giving him a reach bigger than most TV networks. Perhaps that’s why he’s starting his own: the 26-year-old recently struck a deal with Disney’s Maker Studios to produce original content for RevelMode, a new virtual network.
 
Donald Trump
Donald Trump is redefining how political candidates use social media, for better and for worse. Although supporters value his candor, the GOP frontrunner has caught flack for tweeting insults at or about his rivals—alleging that Megyn Kelly is a “bimbo,” for example, and dismissing Marco Rubio as “Little Marco.” All of which bolsters Trump’s virtual presence: the mogul touts almost 7 million followers on Twitter, more than any other presidential candidate, including Hillary Clinton.
 
Lele Pons
At 19, Pons isn’t just the most-watched person on Vine (where her six-second videos have been played 7.9 billion times); she’s one of the most-watched people on all of social media. Fans flock to the native Venezuelan, who is credited with coining the phrase “doing it for the Vine,” for her practical jokes, which she plays on friends, family and even strangers. But her profile is rising: In October, Michelle Obama invited Pons to the White House to create a Vine advocating for children’s education. And her popularity across multiple social media platforms—including Instagram, Twitter and YouTube—has helped her make ad deals with big-name brands, such as HP, DirecTV, Coca-Cola, Starbucks and Guitar Hero.
 
Cristiano Ronaldo
Although the soccer star doesn’t post as often as some of his contemporaries, he is far and away the most popular athlete on social media and the undisputed king of Facebook, touting some 110 million followers. He’s also only the third celebrity to reach 200 million combined followers across Facebook, Twitter and Instagram, joining previous Time listees Taylor Swift and Justin Bieber. When she came out as a woman last year, the former Olympic athlete instantly became the most famous transgender person in the world—and on social media. Four hours after joining Twitter (in sync with her Vanity Fair cover reveal), Jenner had gained 1 million Twitter followers, beating President Obama’s record. More recently, she’s sparked debate online after making comments that offended some in their implications about what it means to be a woman, even while exposing these complicated issues to a wider audience.
 
Essena O’Neill
Ironically, the Instagram star only became even more famous after she announced she was quitting the Internet. In a video that made international headlines last November, the 19-year-old revealed to her more than 500,000 followers that she was deactivating her accounts because “social media is not real life.” Although many supported her decision, the backlash from others was so intense that O’Neill entered a period of radio silence. She re-emerged in January with a 6,210-word open letter underscoring her decision; her latest Instagram photos now have captions like “This is what I like to call a perfectly contrived candid shot,” which are meant to illustrate how deceptive the platform can be. 
 
Narendra Modi
The leader of the world’s largest democracy is also an Internet star, boasting more than 18 million Twitter followers and over 32 million Facebook likes. And unlike some of his contemporaries, he often uses social media to break news and conduct diplomacy. On Christmas Day, for example, Modi tweeted that he would visit the Pakistani city of Lahore to wish Nawaz Sharif, the leader of India’s chief regional rival, a happy 66th birthday. On Feb. 12, he also wished a happy birthday to Afghanistan’s Ashraf Ghani. That tweet made headlines for the wrong reasons, though: the Afghan President replied with his thanks, and a polite note that he was actually born on May. 19.
 
Elise Andrew
If you’ve come across a Facebook post declaring the dawn of “a mini–Ice Age” or the discovery of a new species of fish-eating spider, chances are it came by way of Elise Andrew. The 26-year-old former biology major is the brains behind I F-cking Love Science, a Facebook page (and now a fully staffed blog) that has built an audience of 24 million, eclipsing more established outlets like Popular Science (3.2 million) and the New York Times (10.9 million). Its goal: to highlight “the lighter side of science” in an effort to spark people’s interest. At times, Andrew has been accused of oversimplifying complex issues and promoting stories (like the mini–Ice Age item) that wind up getting debunked. But those critics, she argues, are ignoring the importance of a “staunchly pro-science” news outlet at a time when some presidential candidates deny that climate change exists. “I’m not trying to teach people about science,” she tells TIME via email. “I’m trying to give people that moment where they say, O.K., this is interesting, and I WANT to learn more.”
 
Ken M
There are trolls haunting every comments section on the Internet, but none are as beloved—or perhaps, as prolific—as Kenneth McCarthy. Online, the 35-year-old comedian, until recently known only by the moniker “Ken M,” plays a good-natured dolt, posting hilariously inept remarks to outrage people who don’t realize the joke is on them. (Underneath an article on the perils of climate change, for example, Ken M demanded that someone “tell obama to plant more tree seeds cause trees convert sunlight into cool air.”) Now he’s something of a folk hero, touting thousands of followers on Facebook and Twitter and his own subreddit. His aim, he has said, is to turn “toxic” spaces—as so many comments sections tend to be—into “a source of belly laughter, so it’s not gross anymore.”
 
Lilly Singh (a.k.a. Superwoman)
She may not have as many subscribers as PewDiePie, but the Indo-Canadian vlogger is rapidly becoming one of the biggest stars on YouTube, both on and off-screen. As alter ego Superwoman, she is equal parts funny and motivational, which has helped her amass more than 8 million subscribers and over 1.1 billion total views. She recently landed a national YouTube ad campaign and released her first feature film, a documentary chronicling her 27-city world tour, on YouTube’s new paid subscription service; it’s called “A Trip to Unicorn Island,” a nod to her fans, known as Unicorns.
 
Matt Drudge
If we are indeed witnessing the biggest political media circus in history, then Drudge is its virtual ringmaster. More than 15 years after its launch, his news-aggregation site, The Drudge Report, remains a traffic behemoth, logging some 8.7 billion page views in the past year. That gives Drudge, whose own views skew conservative, an outsize influence on the political news cycle—a fact doesn’t sit well with his critics. But there’s no denying his ability to turn niche stories into national headlines, especially if they allege that Hillary Clinton wears a wig.
 
Angie Nwandu
As more and more of our own daily interactions happen online, so, too, does celebrity drama. Angie Nwandu, 25, has made it her business to capture it. Two years ago, she started The Shade Room, an Instagram account and blog that aims to be like Page Six for celebrities on social media: a chronicle of who likes whose posts, who comments on whose photos, and who starts following (or better yet, unfollowing) each other. Since then, TSR has become a burgeoning media empire, replete with its own tipsters, staff (there are now four full-time employees), and advertisers—all of whom serve an audience of 3.9 million. And counting.
 
Andrew Bachelor (a.k.a. King Bach)
On Vine, the social network for six-second videos, 27-year-old Bachelor commands 15 million followers, more than any other user. His edge: a knack for relatable comedy. Many of his quick videos portray everyday ­scenarios—like trying to get a woman’s ­number—gone awry. Casting directors have taken note: he landed his first major TV acting gig (on Showtime’s House of Lies) within months of his inaugural Vine in 2013. This year he’ll add four feature films to his résumé.
 
Kayla Itsines
“Fitspiration“—photos of leafy salads, inspirational quotes and well-posed gym selfies—has become a social-media staple, and no one has leveraged it better than Kayla Itsines. The 24-year-old Aussie trainer has parlayed her line of digital workout and nutrition guides (a.k.a. Bikini Body Guides) into a virtual movement on Instagram, on which her supporters post before-and-after images using hashtags like #BBG, #TheKaylaMovement, and #KaylasArmy. Itsines often shares the most dramatic results with her 4.6 million followers, which both engages her followers and evangelizes her brand. While some have criticized Itsines’ methods, her empire continues to grow; her Sweat with Kayla app, for example, continues to chart in the health and fitness section of the App Store.
 
Peter Bouckaert
For proof that a single tweet can change the world, look no further than Sept. 2, when Bouckaert, the Emergencies Director for Human Rights Watch, shared a photo of Alan Kurdi, a 3-year-old Syrian-Kurdish refugee, lying dead on a Turkish beach. Within hours, the image (taken by Turkish photographer Nilüfer Demir from the Dogan News Agency) had gone viral, drawing attention to the human toll of Europe’s migrant crisis—and perhaps even hastening a response. Two days after Bouckaert’s tweet, the U.K. agreed to accept thousands more refugees.
 
Kim Kardashian West
Kim Kardashian West is one of the most-watched people on the planet, with more than 120 million followers across Twitter, Facebook, Instagram and Snapchat. Most recently, she made headlines for posting, and then ardently defending, a series of nude selfies. “I am empowered by showing the world my flaws and not being afraid of what anyone is going to say about me,” she wrote. “And I hope that through this platform I have been given, I can encourage the same empowerment for girls and women all over the world.” The reality star also launched two new mobile apps in the past year, including Kimoji, which features icons of her famous derriere and “ugly cry” face.
 
Josh Ostrovsky (a.k.a. The Fat Jew)
Josh Ostrovsky’s outrageous alter ego rose to fame over the past few years by sharing funny photos and memes with his millions of Twitter and Instagram followers, often without attribution. (He also wrote a book, Money Pizza Respect, and started a wine label, White Girl Rose.) But his fame reached a tipping point in August. Shortly after news broke that Ostrovsky had signed with talent agency CAA, several prominent comedians—including Patton Oswalt and Chelsea Peretti—mocked him for building a career off of stolen material, kicking off a debate about the ethics of aggregating online content. Eventually, Ostrovsky apologized and vowed to credit all his posts in the future.
 
Drake
More than perhaps any other artist, Drake understands the power of a meme. Last year, he released a strikingly simple video for “Hotline Bling”—most shots were of him doing goofy dance moves amid a neon backdrop—that all but begged to be parodied. And the Internet obliged, churning out countless GIFs, Vines and spoofs that helped make the song his biggest hit to date. More recently, Drake tapped meme culture to settle a score, using fan-made images to taunt rival Meek Mill during a performance.
 
Tess Holliday
The average American woman is a size 14—which is why many people on the Internet find it so maddening when the fashion industry applies the label “plus-size” to models who appear to weigh less than a normal woman. Among them: Tess Holliday, who created the hashtag #EffYourBeautyStandards for social media users to express dissatisfaction with societal norms and pride in their bodies. The model, who has 1.1 million Instagram followers, is now the living embodiment of her mantra: she’s the first size 22 model to be signed with a major agency, she covered People magazine in May 2015, and recently, she shared a photo of herself in a bikini at “6 months preggo…& still slayin.”
 
Helen Van Winkle (a.k.a. Baddiewinkle)
It’s never to late to reinvent yourself, especially on the Internet. For proof, look no further than Helen Van Winkle, the 87-year-old Tennessean whose newfound love of eccentric clothing—which she says she uses to cope with the passing of her husband and son—has made her an Instagram sensation. Two years after starting the @baddiewinkle account (her great-granddaughter’s idea), she touts some 1.8 million followers, including Miley Cyrus and Nicole Richie. Now she’s even started to nab fashion campaigns and invites to A-list events.

Bamenda Journalists Empowered on the Protection of Consumers' Rights

The President of Cameroon Consumer Service Organization-CAMCoSO, Awah Cletus has called on journalists to create awareness on the rights of consumers. Awah Cletus made the clarion call on March 15, 2016 at Necla Hotel in Bamenda. The conversation talk with Bamenda journalists which was part of this year's activities by CAMCoSO to commemorate World Consumer Rights Day also provided an opportunity for stakeholders to exchange ideas, knowledge and experiences. According to Awah Cletus, CAMCoSO has carried out several studies and surveys and the reports will be made public soon. He also revealed that CAMSoCO is affiliated with the North West Coalition of Civil Societies and spearheaded the survey on the services of some telecommunication companies that was presented to the Bamenda population a year ago. He reechoed that his organization is working with structures like the Telecommunication Regulatory Agency-ART, the Electricity Regulatory Agency-ARSEL etc. 

Harping on this year's theme, Antibiotics off the Menu, the Vice President of CAMSoCO decried the rampant use of antibiotics on crops and animals. Madame Ndi Euphriasia called on journalists to sensitize both producers and consumers on the danger of too much use of antibiotics. Accordingly, Ndi Euphrasia said WCRD is an opportunity to promote the basic rights of all consumers, for demanding that those rights are respected and protected, and for protesting the market abuses and social injustices which undermine them. It should be noted that WCRD was first observed on 15 March 1983, and has since become an important occasion for mobilising citizen action around the globe.

Limbe Ngeme Stadium Construction Project: Public Works Minister Threatens Contractors

Public Works Minister Abba Sadu has told contractors of the Limbe Ngeme Stadium to hasten work or go at snail pace to loose everything. Abba Sadu made the declaration during an evaluation meeting that brought together stakeholders in the process. His counterpart of Sports and Physical Education is also quoted to have exploded that the contractors involved in the construction of the access road and parking lot should stop fighting among themselves to do work. Allegedly, work inside the stadium is evaluated at about 96% while work on the access road and parking lot is moving at a snail speed. However, fears have been raised whether by March 26, the Ngeme stadium will be ready to host the match Cameroon, South African. 
In a related story, Newspaper reports have pinpointed a racket in the sales of tickets ahead of the crucial encounter between the Lions of Cameroon and the Bafana Bafana billed for March 26. (details soon)
