The Yahya Jammeh Problem - by Reuben Abati

Columnist of foremost Nigerian newspaper, Reuben Abati has analysed the political climate in Gambia as outgoing President Yahya Jammeh makes dramatic U-turn about defeat concession.

President Yahya Jammeh

When President Yahya Jammeh of The Gambia conceded defeat after the December 1, Presidential elections in that West African country of 1.9 million people, the gesture was widely hailed and described as an indication of great hope for democracy in Africa and particularly for The Gambia, which Jammeh had ruled with an iron fist for 22 years.

That election was also perhaps the most important political development in The Gambia in 52 years - the first change of government through democratic elections. The winner of the Presidential election, Adama Barrow, was the product of a coalition of opposition parties who provided the platform for the people’s yearning for change. Adama Barrow (the British press should please stop referring to him condescendingly as a former Argos’ security guard!), became the symbol of the people’s hopes, and of freedom from Jammeh’s tyrannical rule that was benchmarked by its brutality, love of witchcraft and human rights abuses. Jammeh’s concession made it seem as if all his past sins would be forgiven.

But on December 9, he made a volte-face going on state television to say he could no longer accept the results of the election and that he had decided to annul the results. It is alleged that Jammeh may have resorted to this because of an alleged missing 365, 000 votes and the adjustment of the final results by the Independent Electoral Commission (IEC) which showed that Adama Barrow had won with less than 20, 000 votes, hence Jammeh cited “unacceptable errors” which had come to light. This, if of any consequence at all, seems contrived.

If Jammeh as candidate in the election has any grouse, the appropriate place to seek redress is in court, and the Gambian Constitution provides for a 10-day window within which to file a petition. That 10-day period of grace expires today. By annulling the election single-handedly without recourse to the courts (the promise to do so by his party, the APRC, is an after-thought), Jammeh is guilty of an assault on the sovereignty of the Gambian people.  His conduct is objectionable and should be considered an act of high treason. Jammeh suffers from the delusion that his love of power and personal ambition is more important than the stability and progress of his country. The people’s will as confidently expressed on December 1 is supreme. Jammeh should be made to realize that he is just another citizen and that The Gambia is not his personal estate.

The African Union, ECOWAS and the UN Security Council as well as the international community in general have condemned the infamy that Jammeh is seeking to foist on his people. But the AU and ECOWAS should take the lead in coming to the rescue of The Gambian people. The long-term objective, in case Yahya Jammeh does not relent, is to invoke the Constitutive Acts and Principles of both bodies on democratic transition and thus “criminalize” any further attempt by Jammeh to violate the democratic process.

We appreciate the fact that ECOWAS leaders: chairperson Ellen Johnson Sirleaf of Liberia, and the Presidents of Nigeria (Muhammadu Buhari), Sierra Leone (Ernest Bai Koroma), Ghana (John Dramani Mahama) and Guinea (Alpha Conde) are in fact meeting with President Jammeh today in Banjul. They will also meet with opposition coalition leaders. The primary task of that team should be to bring all parties concerned to the negotiating table, insist on the supremacy of the people’s will and advise Yahya Jammeh to obey the rule of law.

It is possible that he would refuse to listen. Before now, this Gambian anti-hero has shown a capacity to defy the international community. He once turned himself into a herbal doctor and claimed he had found a cure for HIV/AIDS. In 2013, he pulled his country out of the Commonwealth. He is also opposed to the International Criminal Court (ICC). Ironically, the current chief prosecutor of the ICC is a Gambian, Fatou Bensouda. Yahya Jammeh is also an incurable megalomaniac, given his love of titles: H.E. Sheikh Prof. Dr. Alhaji President Yahya AJJ Jammeh Babili Mansa. On many occasions, he wanted to be Chairman of the ECOWAS, but his colleague-Presidents always turned him down in favour of much junior Presidents who met him in office. For a while he shunned many international engagements, sending his Vice President instead. To be fair to him though, he is not as stupid as he is made to appear internationally and he has probably realized that the game is up. But could Yahya Jammeh be playing a game, to negotiate, to gain amnesty?

His relapse out of that moment of lucidity that saw him conceding defeat on December 2 may well have been caused not by his claim of “unacceptable errors”, but fear. The Gambian situation may end up providing special lessons in how triumphant opposition parties should manage victory in order not to provoke a succession crisis. Dictators in general are afraid of what will happen to them when they are no longer in power and hence, many of them hang on to office until they die or they are disgraced out. While the antidote to this is good governance, it is also pragmatic to situate certain responses within the context of post-election realities.

In The Gambia, the post-election situation has been poorly managed. Jammeh and Barrow have met only once since the election was won and lost. They are practically not on speaking terms. The opposition, apparently due to lack of knowledge and tact, has also been busy threatening to deal with Jammeh as soon as he hands over power. Fatoumata Jallow-Tambajang, who led the victorious coalition has been busy taunting Jammeh. She is a perfect illustration of how much damage reckless windbaggery can do to opposition politics.

Madame Fatoumata says Jammeh will be prosecuted.  Gambia will rejoin the International Criminal Court and Jammeh will be sent to The Hague for trial. Jammeh says he’d like to retire to his farm in his native Kanilai, Madame says he will not be allowed to do so, because he has “bunkers and treasure” there and enough weapons to start an insurrection. He won’t even be allowed to go abroad. “He can’t leave. If he leaves, he’s going to escape us”, she says. And she adds: “we don’t trust him. The longer we leave him, the more possibilities he has to leave the country to escape the country and even do an insurgency…Senegal is very alert. Nobody trusts him…” She further referred to Jammeh’s wife as a “gold-digger” who should be put on trial and jailed. It is precisely this kind of reckless post-election rhetoric that threatens peaceful ruling-party-to-opposition-transition in Africa. Fatoumata Jallow-Tambalang’s tactlessness has to be managed. She and Samsudeen Sarr should shut up, at least for now!

Yahya Jammeh’s response has just been as vengeful. He quickly promoted loyal officers in the military and got the military hierarchy to recant. He also sent soldiers onto the streets of Banjul and Serekunda and other parts of the country to subdue an already frightened populace. He had admitted the result of the Presidential election as the “will of Allah”, but now he is relying on his own will to protect and preserve himself. The early exposure of the mind of the opposition has driven Jammeh back into the trap of tyranny and unless the situation is well managed, we may have a serious crisis in The Gambia with a well-resourced dictator turned rebel. What is playing out in The Gambia right now is a two-way politics of vengeance, which leaves both the people and the governance process stranded. Getting the country out of that logjam should be the main remit of the ECOWAS mission.

The ECOWAS leaders visiting Banjul must engage The Gambian military hierarchy. Jammeh is in the process of using them to carry out another coup. His first coup was against Dawda Jawara, 22 years ago, the current effort is designed as a coup against the people and the opposition. And even if he does not get away with it, he is determined to plant enough problems that would make The Gambia impossible to govern after his exit. Right now, The Gambian military has lost its mind. Chief of Defence Staff General Ousman Badjie endorsed the outcome of the 2016 Presidential election and pledged loyalty to the people and the elected in-coming government, but after the bribery of military promotions, the same CDS started insisting on another election. A divided, psychopathic military is a serious problem to any country. We saw that in Guinea-Bissau and Mali. The ECOWAS team must make it clear to The Gambian military leaders that there will be no regional backing for any act of lunacy.

ECOWAS has its own problems. Oftentimes, ECOWAS leaders succumb to unnecessary compromises. They should not return from The Gambia with any unholy compromise. Yahya Jammeh lost the election on December 1. He boasted before then that any election in The Gambia is “rig-proof” and “fraud-proof”.

In four previous elections, he won with a landslide. Now, all of a sudden, elections conducted under him are no longer “rig-proof”. He should pack out of the Presidential Villa and allow The Gambia to move on without him. He is the latest victim of coalition opposition politics in Africa. His defeat should send a clear message to the other sit-tight, royalist leaders across the continent. The long-term solution to the Yahya Jammeh problem should be the introduction of a Constitutional term limit for The Gambian Presidency to prevent Jammeh from ruling as he once claimed for “one billion years!”

Above all, Yahya Jammeh is a spoilsport. He jumped out of his moment of lucidity just when we were celebrating the good news from Ghana. John Mahama is Ghana’s first one-term democratically elected President since 1992, but he has been gallant in defeat and most gracious. There is no chance he will behave like Jammeh. He is educated. He has a good head. He is a thinker and a writer. He certainly has a brighter future ahead of him

Super Falcons Take Protest to National Assembly

The Nigerian Super Falcons have protested at the National Assembly gate over unpaid allowances and salaries.

Super Falcons protesting at the National Assembly gate

The Nigerian female team, Super Falcons are protesting at the National Assembly gate this morning after being owed salaries and allowances more than 11 days since they defeated Cameroon to win the African Women’s Cup of Nations for the 8th time.

The team  clinched their eighth African title  with a 1-0 win over hosts Cameroon. While protesting today, the women wrote on placards describing the shocking manner they have been treated since they came back to the country.

They said the NFF promised them that their outstanding allowances for qualifying and their win bonuses would be sorted before the start of the competition.

“We are tired of the lies and false promises from the NFF,” one player, who insisted on anonymity, told BBC Sport many days ago.

“They told us that we would be paid before the tournament in Cameroon, but that never happened.

“We continued playing and now we are owed additional allowances and bonuses for winning the competition itself.

“The only thing we understand right now is for them to pay and stop making promises.

“We have made it clear to the NFF president (Amaju Pinnick) and General Secretary (Mohammed Sanusi)  that we are going nowhere until we are paid.”

Since March, Super Falcons coach Florence Omagbemi and her assistants have only received a month’s salary. The NFF  said in a statement that Sanusi met with the players and their officials at the Agura Hotel on Tuesday.

“The NFF is not happy owing players and coaches, but present severe economic challenges inform that it can only continue to seek the understanding of these persons, as well as hoteliers, travel agents, management and staff until the situation improves,” Sanusi said in a statement.

Yesterday, it was announced that the Nigerian Football Federation paid a paltry sum of hundred thousand naira [about $200] of the $16,500 accumulated bonuses from winning the 2016 African Women's Cup of Nations in Cameroon.

How MMM Earlier Warned Nigerians Before Freezing All Members' Accounts

A new report has revealed that the notorious Ponzi Scheme, MMM had earlier warned its millions of subscribers in Nigeria of their imminent bid to freeze their accounts but greed blocked their senses.
File photo

Just hours before it suspended further payments to subscribers, promoters of shadowy deposit money scheme, MMM, warned Nigerians not to be “unnecessarily greedy”.
In an update on its Twitter page at 6:30 p.m. Monday night, MMM Nigeria said interested participants should exercise caution and use only their “spare money”.
“MMM has always advised that you use your #SpareMoney. Use your #SpareMoney and #SpareMoney only. Don’t be unnecessarily greedy,” it tweeted.
On Tuesday morning, the scheme put up a disclaimer on its website informing Nigerians of a temporary freeze on payments to existing subscribers. It blamed a “heavy workload” being experienced by its servers and the panic caused by the Nigerian government and media for the development, but said it will be back by mid-January, 2017.
It also continued to encourage new users to sign up and existing ones to continue making donations.
MMM allows Nigerians to sign up and pledge a monetary donation to people who are in need of it. The pledge is made with a guarantee of 30% appreciation fee that is essentially an interest on the specific amount donated.
The promoters of the scheme have yet to explain how they manage to pay a 30% interest within 30 days —which is more than three times the return on a fixed deposit account.
The model has remained a mystery even for market analysts and economics, especially as it does not involve the firm receiving funds directly from subscribers.
In July, the Securities and Exchange Commission warned Nigerians against MMM and other questionable varieties of it.
“How can somebody give you 50 per cent return? Where is he going to get the 50 per cent from?”, the Director-General of SEC, Mounir Gwarzo, said. “Where is he going to put the money? What is he going to do?”
About a month ago, the House of Representatives urged an immediate crackdown.
But the scheme found an easy ride in Nigeria, given the country’s lingering economic crisis.
An estimated 3 million Nigerians are said to have signed up for the scheme within the past 12 months. For the past one month, the organisation’s website has become the 5th most-visited in Nigeria.
But many Nigerians who took to social media to vent their exasperation over the announcement were immediately assured of a return of the scheme in no further than 30 days’ time.
“Be rest assured that we will be back, bigger, more sustainable and stable,” MMM Nigeria tweeted after a deluge of enquiries from panicking Nigerians.
In fact, the scheme said those who expected to be paid this month will see their interest grow by nearly double by the time it returns to normal operations in January.
“Dear Mavrodians, the one month freezing of confirmed Mavros is a step to ensure the sustainability and stability of the MMM Nigeria system.
“There is no better time to PH (provide help) than now when you can earn 50% more of your amount of PH (provided help). There is nothing to worry about,” MMM said.

Anglophone Problem: Dr BASSONG Pierre Yves Writes to President Biya

Here below in its entirety is an Open Letter fom Dr. Pierre Yves Bassong, the  President of the Syndicat des médecins du Cameroun to the Head of State Paul Biya.

SUBJECT: Petition of French-speaking Cameroonians for the resolution of the "Anglophone problem"

Excellency,

It took me weeks of reflection and insomnia to finally decide to initiate this petition to the address of your very High Personality.
I have the honor and privilege of working in Bamenda as a doctor of neurology at the regional hospital of Bamenda and teaching at the Faculty of Health Sciences of the University of Bamenda since December 2012.
The experience of my stay in this part of the country and my belonging to the part of the country of French expression allow me to tell you without hesitation that our English-speaking fellow citizens do have a palpable sense of marginalization and the time Could no longer be the denial of reality. The reasons for this feeling lie in the poor application of decentralization throughout the national territory, the very low representativeness of these fellow citizens within the governing apparatus, and the monumental error of your administration. The second official language, whereas our Constitution places it on the same level of equality as the French language. And the regrettable attitude of the majority of your government that, although very educated and brilliant does not fluently speak both languages or not at all.
The real reason for this petition is to tell you humbly that our nation is at risk of genocide and for this purpose it is more than ever necessary to involve you personally and physically in managing this problem that no one can continue to deny. This, in order to restore the order that the last meeting aborted of your party has definitely undermined.
Excellency, where your head of government has failed, you alone can succeed. You can only restore order by going physically to Bamenda and Buea, while acknowledging the "anglophone" problem, such as a polygamous father to whom the sons and daughters of a household are calling for attention.
On the other hand, respecting and definitively restoring our two major cultures to the same level of equality. Not to mention the thorny problem of allowing each region to fully benefit from its wealth (by applying decentralization or federation perfectly, let us not be afraid of words).
Excellency, your present silence is dangerous to our nation, for if nothing is done, your people are irresolutely tending towards a civil war, not to say genocide, which if you do not pay attention will take away your regime.
The massive presence of the army and the policemen in the streets of Bamenda will never guarantee the security of property and people in the working-class districts and in the remote corners. This, in my humble opinion is only oil on the fire which maintains a tension already unsustainable.
Excellency, I beg you to accept this petition as a declaration of love to our country from those who will sign it. Because we are proud of our biculturalism and demand that the two cultures be perfectly treated of equal to equal.
As you always know how to listen to your people and are quick to react when the truth is transmitted to you, please accept, Excellency, the expression of my most patriotic sentiments.

Bamenda, December 10, 2016 Dcr BASSONG Pierre Yves

Russia Helped Donald Trump Win Presidential Election

The Central Intelligence Agency has revealed that Russia helped Donald Trump win the 2016 Presidential election against Hillary Clinton.
The CIA has concluded that Russia intervened in the 2016 election to help President-elect Donald Trump win the White House, and not just to undermine confidence in the U.S. electoral system, the Washington Post reported on Friday.
Citing U.S. officials briefed on the matter, the Post said intelligence agencies had identified individuals with connections to the Russian government who provided thousands of hacked emails from the Democratic National Committee and others, including the chairman of Hillary Clinton's presidential campaign, to WikiLeaks.
The officials described the individuals as people known to the intelligence community who were part of a wider Russian operation to boost Trump and reduce Clinton's chances of winning the election.
"It is the assessment of the intelligence community that Russia’s goal here was to favor one candidate over the other, to help Trump get elected," the Post quoted a senior U.S. official as saying. "That's the consensus view."
The Post said the official had been briefed on an intelligence presentation made by the Central Intelligence Agency to key U.S. senators behind closed-doors last week.
The CIA, in what the Post said was a secret assessment, cited a growing body of evidence from multiple sources. Briefers told the senators it was now "quite clear" that electing Trump was Russia's goal, the Post quoted officials as saying on condition of anonymity.
In October, the U.S. government formally accused Russia of a campaign of cyber attacks against Democratic Party organizations ahead of the Nov. 8 presidential election.
President Barack Obama has said he warned Russian President Vladimir Putin about consequences for the attacks. But Russian officials have denied all accusations of interference in the U.S. election.
A CIA spokeswoman said the agency had no comment on the report.
Trump has said he is not convinced Russia was behind the cyber attacks. His transition team issued a statement on "claims of foreign interference in U.S. elections" on Friday but did not directly address the issue.
The hacked emails passed to WikiLeaks were a regular source of embarrassment to the Clinton campaign during the race for the presidency.
The CIA presentation fell short of a formal U.S. assessment by all 17 U.S. intelligence agencies, the Post said. A senior U.S. official said there remained minor disagreements among intelligence officials about the assessment because some questions are unanswered, it said.
Intelligence agencies did not have specific intelligence showing the Kremlin directed the individuals to pass the hacked emails to WikiLeaks, another senior official told the Post. The actors were "one step" removed from the Russian government rather than government employees, the official said.
WikiLeaks founder Julian Assange has said in a television interview that the Russian government was not the source of the emails, the Post said.

Ghana: Election Commission Website Hacked as Trends Indicate Opposition is Leading

Hackers have targeted the website of Ghana's electoral commission as votes are counted after tightly contested elections.

Ghana Elections
Hackers have targeted the website of Ghana's electoral commission as votes are counted after tightly contested elections.
The commission says the website is up again, and an attempt to put up "fake results" failed.
In a tweet, it urged people to ignore the "fake results" circulating on social media.
President John Mahama is facing a strong challenge from main opposition leader Nana Akufo-Addo.
Wednesday's election passed off peacefully, but voting was postponed to Thursday in one constituency after voting material failed to arrive on time.
"We deplore the attempt to hack the EC's [electoral commission's] website. Please respect the integrity and independence of the EC," it said in a tweet.
The website was offline for about four hours, but the commission had not put up results overnight so there was no chance of any tampering, a spokesman told the BBC.
 In a new Tweet, the electoral body wrote;
"Website update: We are happy to announce that our website is back up. Thank you for your patience.
"Update: NO official results have been declared by the EC. No final constituency results are in. There is no declared winner yet.
"The EC undertook a hugely successful election yesterday. Let us trust the process for the results. We will keep you updated minute by minute."

All seven candidates have pledged to keep the process peaceful but an opposition supporter died when a rally turned violent on Monday.
Final results are expected in the next two days, although provisional results from constituencies are being released. The candidates signed a pact last week vowing to follow electoral rules and keep the peace.

Bamenda Turns Bloody as Security Forces Clash with Anti Protesters

Thomas L. Friedman, a Pulitzer Prize-winning reporter for The New York Times in his book From Beirut to Jerusalem tells the story of how violence turned Lebanon into a shell-shocked stalemate and green-lined Beirut into “a huge abyss, the darkest corner of human behavior, an urban jungle where not even the law of the jungle applied.”
The violence that swept Bamenda today December 8, 2016 could be likened to the description of the old day Lebanon and Beirut. It was like in a movie with water cannons, teargas, gunshots and blood, and then deaths. Bamenda started bleeding and in few hours the city suddenly became smoky from all angles.  Road barricades were at almost all the road junctions in the central town while some were transformed into firesides as a military helicopter was up the sky. The incident erupted when unidentified protesters clashed with security forces at the Bamenda Grandstand. Matters came to a head when the unidentified youths tried to disrupt an anti-federalism rally which was to be attended by Prime Minister Yang Philemon (some government ministers), including Jean Nkuete, the Secretary General of the Central Committee of the CPDM as well as some officials of that party. The peaceful mission of the CPDM to the North West had diversified interpretations from the populace.
By evening, Bamenda turned Labanon as cars, houses, including the 3rd police district burnt down to ashes. Social media pictures show youths at the City Chemist Roundabout the street with the corpse of chanting. Reports say about 3 persons have died and several others injured. But we have not yet had the exact number. Bamenda goes bloody, deadly too.
The North West Region is Bamenda, it has been said and proven. Whether from Boyo, Mezam, Menchum, Donga Mantung, Bui, Ngoketunjia or Momo Division, everyone is known as the Bamenda. Bamenda is a place where “heroes come to die” says Wamey Julius. But I will contextualize this statement by adding that Bamenda like America is a place where every minute of the day gives birth to a new hero. From the dawn of time, the Bamenda people have distinguished themselves as pictograms of hard work, vigor and dotted with the willpower that historians find difficulties to comprehend when it comes to popular uprising. This strong spirited and collective commitment of the Bamenda people has over the years tolled to have what they have often been seen to be and tagged by others. In other words, the Bamenda man lives the life of a Spartan soldier who would prefer to die than to surrender. When Bob Marley said that truth is something that must be spoken even it means "speaking to die for it", he was surely talking of the likes of Bamenda people. A type of life that can only be compared to toad in a heating tube that keep adapting to the changing temperature until it finally gives off the ghost.
The inhabitants of Bamenda lived the melody of city that keep changing to adapting temperatures. A Baghdad scenario or some sort of a Western movie setting of radical extremes, or a place of violent behavior, a situation in a movie where life and death are matters of seconds. But above all the Bamenda man is a pack of dexterousness, persistence, and warmth even when people have suffered, and or ready to. Of this, there can be tiny debate.
For decades, Bamenda has had the good fortune to have produced individuals who on account of their peculiar gifts of values have contributed to the advancement of this country.
Ah! Bamenda! Home of all the heroes of yesteryears Albert Mukong, John Ngu Foncha, Jua, ST Muna, Bernard Folon, Ndeh Ntumazah, Prof Anomah Ngu, Nanga, just to name the few. In February 1983, President Paul Biya declared Bamenda as his second home.
 Political Giants
Bamenda still remains a focal point of what takes place in the country politically. What, however, defines a Bamenda man, at least within the present political environment, would be that both the ruling party (CPDM) and the main opposition party (SDF) were created in Bamenda which makes the city the heart of politics in Cameroon; yet circumstances have made Bamenda the city of versions, where in a moment of civil strike makes you live a life through a perpetual fish bowl. It is hard to imagine what this kind of life.
The Land of Noble Birth
Bamenda, the place where heroes go to die.” That is how Julius Wamey, the famous CRTV anchor, in an article titled in the same words, described the headquarters of the Northwest Region some years back. Francis Wache in one of his articles titled: NW Region: The Caesarean Womb Of CMR’s Democracy wrote that “the name ‘Bamenda’, has, over the years, come to represent the whole Region. With a hint of pride in their voices, natives of the Region, living ‘abroad’, would say they are from ‘Bamenda’ when, in reality, they are referring to Din, Akweto, Essimbi…‘Bamenda’, has, therefore, become generic- a reference to the whole Region”.
