Yang Philemon, Achidi Achu and the 2013 Senatorial Challenges in NW

I will consider here some of the main beliefs and schemes of the North West CPDM political elite, as they deal with dissenting voices ahead of the April 14, 2013 Senatorial Elections. As any philosophy graduate knows, the key statement in Machiavelli’s The Prince make it crystal clear that if a prince wants to maintain his state, he must “learn how not to be good” and then use that knowledge whenever it is necessary. In philosophy, this is known as the “dirty hands” problem. And in politics, it has no name since the entire game is dirty. The reason why it is necessary for a prince to sometimes get his hands “dirty” is that he will be overcome by those around him if he doesn’t. To cut it short, Machiavelli puts it: “A man who wishes to profess good at all times will come to ruin among so many who are not good”. Machiavelli did not have an impracticable analysis of people, calling them “a wretched lot” who in general are “ungrateful, fickle, simulators and deceivers, avoiders of danger, and greedy for gain”. Pretty much the opinion we have of all North West CPDM politicians today could easily be likened to the views of Machiavelli.
The fact that Machiavelli wrote that a prince needed to get his hands dirty in order to maintain himself in power, is equal to what the CPDM politicians in the North West Region today have learned to do well. The so-called “Yaounde Elite Group” under Prime Minister Philemon Yang are willing to do that which is “not good” and, as John Stuart Mill wrote, “Visit harm” upon their own citizens in order to keep anyone from questioning what they are doing. North West journalists have been victimized by these hawking politicians due to their pretending nature to “not do good”. A memo in that line addressed to President Biya and PM Yang Philemon speaks volume as journalists are quoted to have declared that they would prefer to support SCNC than a government that marginalizes. Even though it is widely acknowledged that a ruler should not keep his word when it’s not to his advantage, must not hesitate to employ cunning, faithlessness and deceit, and should know to be “a great pretender and dissembler”, the CPDM in the North West has been rated as being in the worst of shapes with people like Yang, Achidi Achu playing key roles. It has not just been transformed into a sinkhole for character assassination but made up of people master well the practiced in such vulpine ways.
On March 23, 2013, the Yaounde Group staged an in-camera meeting at the Ayaba Hotel in Bamenda under the chairmanship of Prime Minister Philemon Yang. The guests of honours were CPDM senatorial candidates. As usual, a team was dispatched to all CPDM run councils to meet councilors who made up the Electoral College.
Yet before the Bamenda meeting, sources linked to the Prime Minister’s office hinted that PM Yang summoned CPDM aspirants whose names were rejected from the lists. Ostrich-like, the attempted candidates were told to shot their mouths. They were told that some of them have been earmarked for appointment as senators. And before leaving Yaounde for Bamenda, they were told to work as a team with those who were selected by the Central Committee.
An atmosphere of stale familiarity reins in the CPDM run Councils in the North West Region ahead of the April 14, 2013 senatorial polls. Some CPDM Councilors we gathered have expressed their disgust on the maltreatment from Prime Minister Philemon Yang. According to the hint, the councilors have vowed to vote against the CPDM senatorial list. The reason being that of late PM Philemon Yang dispatched CPDM emissaries to the councils with chicken fees to buy their consciences, yet some of the councilors we learnt raised hell when they were told to sign 15.000 FCFA each. They are also aghast that PM Yang manipulated the Central Committee to impose his stooges on the list. The case in point is Bali in Mezam where councilors have vowed that none of them will cast a vote for the ruling CPDM. Bali Council according to what we gathered is the only CPDM run Council in Mezam, yet Yang maneuvered for Achidi Achu to surface as head of the lists. The most pathetic thing is that the names of the Fon of Bali as well as that of Prof. Doh Anderson were rejected and Fon Nana of Bawock preferred. “We will not vote the CPDM list”, one councilor told this reporter on phone.
In Bui, Yang Philemon is on a hot stole for selecting Eno Emma Lafon who according to the people of Nso doesn’t represent them giving that she is married in Mamfe. Sources say the choice of Eno Emma Lafon was masterminded so much so that PM Philemon Yang remains the only cock in the CPDM. More so, Noni people are aghast that Yang had angered them for long. An authouritative voice hinted that when PM Yang was appointed, everyone thought that his Director of Cabinet was to come from Noni, yet he ignored the Noni people in his choice. The Nkor Council we gathered is divided over who will vote for the CPDM.
In Menchum, the situation is pitiable. Sources say the choice of Wallang David continue to create cracks in the CPDM. Councilors of Zhoa, Wum and Benakuma have also said they are going for a void ballot. Furu-awa Council on the other hand is threatening to boycott giving it loyalty to the CPDM has never given them anything. It is alleged that the absence of Chou Cyprian on the list is becoming problematic.
In Momo, Awanga Zacharia sources hinted would have to face the reality of life giving that even though a business magnet, his charity begins and ends in Oshie. 
The "North West hunting practice of running in different directions" could not be disguised, given the limited time. Running in different directions, four CPDM lists emerged; headed respectively by Fon Chafah, Former PM, Achidi Achu, Former Minister John Ndeh and Dr. Nick Ngwanyam. Given the speed at which things are done in Cameroun, one would think that so many lists will complicate things for the CPDM Central Committee. In record time, the Central Committee came out with a North West list among others. The remarkable work of the Central Committee has in no way mask what is glaring of the North West CPDM. Fon Chafah had a more impressive list.
If the Kanyimi Ihmbru on the final list is the Ihimbru Kangeli on the Fon's original list, then the Fon's list has contributed to nine of the fourteen persons on the final list. Interestingly Achidi Achu whose list contributed a mere four to the final list, seems poised as the leader of the North West list; with Fon Chafah not featuring as even an alternate. If really there was a Central Committee meeting to produce the final CPDM electoral list, the heads of three of the initial North West lists (Fon Chafah, Fomer Minister John Ndeh and Dr. Nick Ngwanyam) unlike Former PM Achidi Achu are not members of the Central Committee.
The Fon might have had the Central Committee on his mind; which might be why he included the banker, Awanga Zacharia (Awanga Zacharie) on his list as a Central Committee Member. Mr. Awanga seems to have represented the Fon well on the committee but could not get past his "CPC Big" (Former PM Achidi Achu) to have the Fon on the final list. The Former PM other than his Mezam choice (Substantive and Alternate) had only the Nguketunjia choice to also defend from his list. In the possible "Big" and "Small" discussion the possibility of the Fon coming in and elbowing to lead the final list might have also been raised. Whatever the seeming CPC understanding, it remains a mystery that Awanga's alternate (Ndifor Raphael Usongo A.) from Momo appeared from the blue. He does not appear on any of the initial four lists unless he is the victim of a serious typographical mistake for the Raphael Nkuah on the Fon's list. If he is, then the Fon's list produced ten of the fourteen names on the final list; making the Fon's list even more remarkable. 
Whatever the CPDM game from the North West, the Central Committee might have schemed things into the promise or understanding made with the SDF Chairman. Mezam may be the more likely CPDM "sacrificial lamb" in the deal. It could be a reason why the Chairman wants to throw himself in the ring. In keeping the deal, the CPDM sees the opportunity to humiliate Former PM and Former Minister for having not worked hard enough to elbow the Chairman out of their native Santa. The Central Committee might have further noted that of all persons, the Former PM and Former Minister were least expected to submit incomplete lists.  For a start, the Former Minister's list was completely ignored as was Dr. Ngwanyam's. Dr. Ngwanyam can walk away as a seeming CPDM "outsider" in reserve for use further in the humiliation by being appointed senator. The eventual appointment of the Fon as senator for fishing out a CPDM list from a difficult North West will add to that humiliation by virtue of being the corner stone earlier rejected by the "builder".
Keeping the Former PM's choice for Mezam helps the CPDM to effortlessly keep its seeming assurance to the SDF Chairman. In terms of Mezam, the Former PM comes from peripheral Santa Sub-Division which shares a parliamentary constituency with Bali Sub-Division. Having Achidi Achu as substantive senator and the Fon of Bawock as alternate from the same parliamentary constituency is insulting to the rest of Mezam. However the initial Achidi Achu list came about, he owns it as head of the list. As a member of the Central Committee from Santa Sub-Division he should have known that the Fon of Bali and not the Fon of Bawock is the Central Committee member from Bali Sub-Division; and that the Fon of Bali brings with him at least two subjects that are also Central Committee Members; not forgetting the paper boss of ELECAM. The bitterness to be starred by the Former PM's list will help the SDF Mezam list headed by the Chairman win in ways that it will be suicidal for the CPDM locals to count on state agents to try the Santa thing again. This gives the Chairman something to savor regardless of what the CPDM does elsewhere; including in the rest of the North West.
The CPDM goes to the polls scared by the fact that two of its big wigs (Former Minister and Former PM) could not complete their lists having claimed in recent elections that the North West has become CPDM country. The Former Minister could not find any takers for his list in all of Menchum and Donga-Mantung and no alternate for Boyo? It is interesting that the Central Committee trashed his list without consideration for the great Fai Yengo Francis (Former Governor, Former Governor, Former Governor, Former Secretary General, Former SDO, Former SDO and Chairman of Rural Electrification) on it. The Former PM seriously could not find an alternate for Forgwe Alfred of Bui and JC Kangkolo of Menchum? The inadequacy of the two "big wig" lists notwithstanding, how does the CPDM feel about the fact of its four initial lists from the great North West, two were from persons sharing Santa origin with the SDF Chairman? Is Santa really the center of the North West? If the CPDM assumes it is, the incomplete lists from there should be an eye opener as to how the skewed center is out of touch with its periphery and leaves naked how the CPDM wins.

Ousted Bozize in Y'de, His Ministers Spotted in Douala


After last Sunday coup in Central Africa Republic by the Seleka rebels, ousted President François Bozizé went to the DRC in a helicopter but according to what we gathered, Kinshasa would not have accepted this cumbersome parcel on Congolese territory. Sources say François Bozizé took off for Cameroon. Upon landing in Batouri, he was received by the Senior Divisional Officer and was later escorted by elements of BIR to Yaounde on Monday night where he will settle in one of the hotels. The Secretary General at the Presidency of the Republic Ferdinand Ngoh Ngoh sources say paid him a courtesy visit. Yet sources say the ousted President has been given just three days to stay on Cameroon territory before moving out.
Some of his former cabinet ministers are reported to have been spotted in the economic capital Douala. They too have move into a hotel in the capital city for their safety.
President's family it is alleged has been spotted in the DRC, Congolese authorities have confirmed. According to the spokesman of the government, Bozize’s family sought for asylum and it was granted for "humanitarian reasons."

Groundbreaking CPDM Celebration in Misaje, Paul Biya, Fuh Calistus Hailed for Development Powress

There was fanfare and elation in Misaje on March 24, 2013 as militants and sympathizers of the ruling Cameroon People’s Democratic Movement-CPDM gathered in their numbers to celebrate 28 years of continued existence.  
Addressing the crowd at the Misaje Grandstand, Dr. Fuh Calistus Gentry who doubles as the Divisional Supervisory and Support Committee for the Recompilation of voters Registers expressed satisfaction on the ongoing biometric registration. Minister Fuh Calistus said over eighty thousand voters have already registered ahead of the Municipal and Legislative elections. While thanking all those who have registered, Dr. Fuh Calistus called on those who have not registered to so before March 29, 2013. He said the transition from the SDF to the CPDM some six years ago has changed the lives in the municipality positively. According to the Secretary of State for Mines, Industries and Technological Development, the partnership between the people of Misaje and the ruling CPDM is the source of development. “Would like to go to someone who will go and beg before coming to give you than being at the source, he questioned. The CPDM, Minister Fuh Calistus added is a veritable partner in development for the people of Misaje reasons why he said the people should remain steadfast and committed in support of President Paul Biya. To Fuh Calistus, the SDF is down into the doldrums in Donga Mantung Division. And accordingly, he warned that Misaje is not a fertile ground for political adventurers. “Even though politics they say is a dirty game, we should harvest where we sow because we are not going to accept political adventurers. Any politician who loves his people should always be with them and not only surface when votes are needed” he emphasized. He said a party that was created out of vexation like the SDF has no place in Misaje. According to Minister Fuh Calistus, the SDF was created because Fru Ndi was defeated in an election by Achidi Achu. “We are not going to be fighting with cutlasses on thecontrary, we will proof our worth through the ballot box”, he hammered. He said that it is the votes that are bringing the development in Misaje. Contrary to rumours that Misaje CPDM is scattered and divided,  Dr. Calistus said they are working as a team.
Celebrating Development
 Dr. Fuh Calistus in his 28th anniversary speech said the people of Misaje were celebrating a veritable development partnership with the ruling party. He said some six years ago, Misaje had just one Government Secondary School and today, there is a Government Bilingual High School, Government Technical High School as well as the creation of many primary schools and five secondary schools in the Municipality. He said within six years of loyalty to the ruling CPDM, Misaje has registered tremedious strides in the domain of roads, rural electrification, infrastructure such as the Misaje Multi Media center. He also announced that government has approved the tarring of streets in Misaje and Nkambe, the construction of a bridge linking Nigeria worth over 90 million FCFA, the road Akweto-Mayokila, the road to Bem and the Misaje –Abeng road. He also stressed out that plans are underway for a 38 kilometers road from Misaje to Katsina which will make the municipality a road junction in Donga Mantung Division. On the construction of the Ring Road and the Misaje-Nkor-Oku road, Dr. Fuh Calistus reminded the population that more funds have been allocated for the said road. He observed that access to water in Misaje is over 99.9%, which according to the Minister is the result of the fruitful partnership with the CPDM. He called on the population to chase out the CPDM from their midst.
On his part the Section President Mbgata Sammy Nforkemba said that appointment of sons and daughters of the North West Region in posts of responsibilities as well as the numerous projects are true testimonies of the partnership and alliance with the ruling party. According to Mbgata Sammy, this year’s anniversary is coupled with a lot of challenges which calls for more loyalty and commitment. He used the occasion to salute in a special way the dynamism of the head of the Central Committee delegate to Donga Mantung Division on voter’s registration Dr. Fuh Calistus whose efforts have influence massive registration in the Division. He said that Misaje is a veritable terrain for political plurality, “ But I want to assure you that Misaje does not accommodate political adventurers whom as a result of the fact that they hail from this place, claim political responsibility in disguise for selfish and personal interest”, Mbgata added. He also called on all those aspiring to do politics in Misaje to revisit their political agenda to suit the wishes and aspirations of the people. Like Oliver Twist, after numerating the numerous projects realized by the ruling party for the people of Misaje, Mbgata Sammy said Misaje people will not hesitate to request for the creation of more farms to market roads, the extension of Misaje rural electricity program to the AES SONEL grid in Nkambe, the re-opening of the Dumbu Customs Post, the creation of a secondary school in Bebe area, and the completion of the road Kidung-Akweto.

Fon Ngwang Kwajo Chris, formerly SDF District Secretary for Misaje was the new catch by the CPDM in Misaje. The Fon of Mbessa village who had played the 9th shirt in the SDF for the past 14 years decided to dump the SDF for CPDM. He was decorated in CPDM outfit by Madame Sally Gentry with the admiration of the population. Dr. Fuh Calistus used the opportunity to call on those still in the opposition to join the bandwagon of the CPDM for meaningful development in Misaje. He said former SDF District Secretary has made the right choice at the right time.

Michel Am-Nondokro Djotodia: No 1 Strong Man of CAR
The Central African Republic, CAR now has a new leader in the person of Michel Am-Nondokro Djotodia. SELEKA Rebels overthrew the government of President François Bozizé on Sunday, March 24, 2013 who came to power ten years ago also by force of arms.
Michel Djotodia was military leader of the Séléka rebel coalition in the December 2012 rebellion. It should be recalled that information filtering into our office indicates that the new leader has dissolved the government and has suspended the constitution.
Sources say following the January 11, 2013 Libreville Peace Pact, he was in February 2013 appointed First Deputy Prime Minister for National Defense in the government of national unity headed by Prime Minister Nicolas Tiangaye.
Born in 1949 in the town of Vakaga, Oubangi-Chari region in the northeast of the country, Djotodia is generally considered an intellectual who speaks several languages. His two earlier attempts at getting into Parliament in Vakaga Prefecture all ended in failure. Djotodia then embarked on a diplomatic career, becoming the Central African Republic’s Consul in Nyala in Sudan’s Darfur region. He is said to have used his presence in the town to make friends with Chadian rebels, then supported by the Sudanese government.
Djotodia lived in exile in Cotonou, Benin Republic during the war where he was later arrested together with his spokesman, Abakar Sabon, at the behest of the Bozizé government. They were released in February 2008 after agreeing to participate in peace talks with the CAR government. The former civil servant and diplomat then took refuge in South Sudan where he laid the groundwork for the creation of his rebel movement and the training of its fighters. In 2006, he founded the Union of Democratic Forces for Unity, UFDR.

In December 2012, Djotodia was a key military leader in the Séléka rebel coalition that rapidly took control of a large portion of the country, coming within striking distance of the capital, Bangui. In March 2013, Séléka resumed fighting, accusing Bozizé of failing to keep his promises. In protest against the government’s alleged feet-dragging, the rebels later held all their five ministers captive in the town of Sibut, including Djotodia

Ousted CAR President Francios Bozize Not Granted Permanent Stay in Cameroon

Sources say the ousted Central African Republic head of state, Francios Bozize landed at the Batouri aerodrome on Sunday 24, 2013 at about 6:12 pm. According to what we gathered, President Bozize was accompanied by his two sons and a body guard. Bozize left the presidential palace at least 30 minutes before Seleka rebels launched the final assault on the compound, the presidency disclosed after his flight.
However, official sources have confirmed that Bozize is in Cameroon for the moment before looking for a country where he and family could be granted asylum.
This information was confirmed on Monday that Bozize was on Cameroon territory but said it was not giving him permanent refugee.
It should be recalled that he has been ousted by ( Seleka Rebels), a loose rebel coalition of five factions. The rebels made a breakthrough this weekend in its southward push since launching an insurgency in December 2012, when they accused the government of failing to carry out a series of peace accords signed in the past five years.
It should also be noted that ousted Bozize and Seleka in January signed a peace accord in the Gabonese capital Libreville. The rebels resume attacks recently after giving the government an ultimatum to honor the agreement, especially the integration of Seleka fighters into the national army and the pullout of South African and Ugandan troops deployed in Central African Republic.
A spokesperson for the Seleka rebels announced Michel Djotodia's claim a day after the rebels toppled the President Francois Bozize. "The current prime minister remains in place and the cabinet will be slightly reshuffled," said Eric Massi, the spokesperson. "Bangui is under our control and calm but we have things to do on the ground in terms of security. Looting must be stopped." The peace deal in January created a power-sharing government composed of rebels, civilian opposition and Bozize loyalists. 
The rebels, who have accused Bozize of breaking the peace agreement, raided Bangui on Thursday.
Witnesses said on Sunday that gunfire could be heard across many parts of the capital and that businesses were being looted.  "The situation is rather precarious, most residents are in their homes [because] everything has pretty much been looted," said Amy Martin, the Bangui bureau chief for the United Nations Office of Humanitarian Affairs. She added that the looting was done by "a combination of armed elements" as well as neighbourhood residents targeting houses in the diplomatic community. 
The office of UN Secretary-General Ban Ki-moon issued a statement on Monday, saying "he is deeply concerned by reports of serious violations of human rights", underscoring that those "responsible for committing such violations will be held accountable". He condemned the seizure, calling for "the swift restoration of constitutional order". "We have asked our citizens to remain at home. For the time being, there is nothing to be worried about," said the source. "There is no direct threat to our citizens at the moment."
France, which already has about 250 soldiers stationed in the Central African Republic, sent in another company of 150 troops to secure Bangui's international airport, a diplomatic source said.
On Sunday, the French presidency said they were determined to protect their citizens in the country and had decided to strengthen their military presence.
The rebels' ouster of President Francois Bozize was swiftly condemned by the United Nations and the African Union. But in a sign of pragmatism, the United States, France and regional powerbroker Chad called on the insurgents to respect a January peace deal creating a unity government.
Some 5,000 Seleka fighters swept into the capital on Sunday after a lightning offensive in which they fought their way from the far north to the presidential palace in four days after a the collapse of the power-sharing agreement signed in the Gabonese capital Libreville
The removal of Bozize, who himself seized power in a 2003 coup backed by Chad, was just the latest in a series of rebellions since the poor, landlocked country won independence from France in 1960.
"We will respect the Libreville accord, which means a political transition of 2 to 3 years before elections," Seleka spokesman Eric Massi said
The Libreville deal - drafted by regional mediators after the rebels besieged Bangui in December - had created a government drawn from Bozize loyalists, rebel leaders and the civilian opposition.
Massi said that civilian opposition member Nicolas Tiangaye would remain as prime minister with a slightly modified cabinet. In the sprawling capital, 600,000 residents remained without power and running water for a third day, preventing Djotodia from making a planned national address from the presidential palace.
Despite a curfew, there was widespread pillaging of offices, public buildings and businesses by rebels and civilians. "Public order is the biggest problem right now," said General Jean Felix Akanga, commander of the regional African peacekeeping force. "Seleka's leaders are struggling to control their men. The president has asked us to help restore calm."
