THE SENATE: Just One Possible Positive Point Ayah Paul Says

Aside from senility and the already demonstrated senatorial subservience to the executive, with the palpable result that the senate could be a more retrogressive rubber-stamp chamber than the national assembly, the one positive consequence of the putting in place of the senate in seventeen years of moving “progressively” could be the early tabling if Bills.

Cameroun has been most notorious in lawlessness in the conduct of state business relative to legislation in particular. Whereas by the law Bills are required to be tabled weeks before the commencement of a parliamentary session, even the deaf know that even the finance Bill has often been tabled in the last week of the session. The result has been that as many as 14 ministers at times have appeared before the Commission on Finance per day to “defend” their appropriations. Damn too farcical!

Now that the senate is in place, and must, as per the constitution, examine Bills enacted by the national assembly, the executive must table Bills early enough for examination by the national assembly. Where this new dispensation may be wholly superficial or completely watered down would be where the executive avails itself of the atavistic constitutional prerogative to declare the examination of a Bill by parliament a matter of urgency. Even then the repeated resort to the procedure of urgency would be abusive and render the prerogative un-exceptional.

It is submitted that any conspiracy between the two groups of parliamentarians to betray the confidence reposed in them by the people to legislate to the betterment of the nation may not be countenanced this time around. They may wish to apply their minds to the fact that biometric registration may “progressively” mature into a fatal bullet! Fatally determinant!

Transfer of Lone Medical Doctor Sparks Tension in Nkambe



A clouded atmosphere is reported in Nkambe, divisional headquarters of Donga Mantung over rumours that the lone medical doctor in the Division serving at the District hospital has been transferred without any replacement. While the population is threatening to go to the street to reverse the obnoxious decision, politicians on the other hand have allegedly held series of meetings to petition North West Delegate of Health, Ndiforcho Victor. Okada riders on their part have vowed that they will stage a protest march to Bamenda if that decision is not reversed. A member of the Divisional Bureau of the Cameroon National Youth Council on his part said youths will leave no stone unturned to be part of any action to uncover the hidden hand behind the decision that is taking the entire division back into the doldrums.
Yet an authoritative voice in the Ministry of Public Health has hinted that Mama Fouda, Minister of Public Health is not aware of the decision. Accordingly a hospital staff who preferred not to be named hinted that the population of Nkambe and the entire division had suffered a lot after the departure of Dr. Ngomfe Loma-David. According to the hint, after the departure of Dr. Ngomfe Loma David, the Nkambe District Hospital which is the referral hospital for the entire Donga Mantung Division has been without a medical doctor until the arrival of Dr. Assembe Yannick Fredi. 
Before the arrival of Dr. Assembe Yannick, it should be recalled that the Nkambe District hospital had no medical doctor, no mid-wife and support staff had gone for almost a year without salary. All major cases were referred to the Banso Baptist Hospital, Shishong Catholic Hospital and or Ndu District Hospital. Patients were more comfortable with the health centers given going to the Nkambe District Hospital was equal to paying a way to the mortuary. As interim Director of the Hospital, Dr. Assembe Yannick replaced Dr. Wirba instilled hopes in the population. He carried out major renovations, acquired equipment and even initiated general clean up campaigns in the hospital which before then was like a pigsty. During the installation of the Divisional Officer for Nkambe, recently Nfor Baleri, the 3rd Deputy Mayorfor Nkambe applauded Dr. Assembe Yannick for using bush-lamps to carryout major operations. He described the young man as a square peg in a square hole. However, allegations are also rife that plans to transfer Dr. Assembe Yannick from Nkambe were foxed out in the North West Region."We have lost many people here due to the bad nature of our roads because we needed to transfer them to Kumbo for medical attention" the mayor of Nkambe Mangoh Jones Observed. John Kimu on his part said that if it is true that the medical doctor has been transferred then government doesn't want "us to live any longer". He said that if the young man is resourceful in his job, he is more useful in an area like Donga Mantung Division than in the city where they are many medics. However, all attempts to get to the Regional Delegate for his own side of the story were not fruitful.

Here is the New Divisional Officer for Nkambe

Commissioning the newly appointed Divisional Officer for Nkambe Central at the Fon Jabfu Ibrahim Grandstand, the senior Divisional Officer for Donga Mantung urged the population to play the essential role of cooperating with the administration for their safety and welfare. Ngone Ndodemesape Bernard also called on Abba Abdouraman to ensure that conflict between farmers and grazers should be settled locally. And except otherwise, the Farmer/Grazer Commission could be the last option. The SDO for Donga Mantung also called on the newly installed Divisional Officer (DO) to ensure that grazers do not allow their cattle to move into farming areas as well as farmers not also allowed to farm on grazing land.  In his welcome speech, the 3rd Deputy Mayor for Nkambe council, Nfor Baleri called on Abba Adouraman to work for the interest of the people yet, congratulated the out-gone Divisional Officer for Nkambe Ngangue Victor Marcel for his efforts that reduced land disputes, farmer/grazer conflict and chieftaincy crisis.  Some administrators he observed enjoy taking cows and not making the truth to come out. Nfor Baleri told the incoming Divisional Officer that he has been appointed to administer one of the most neglected sub-division. The inhabitants of Nkambe he said go for days, weeks and even months without electricity reasons why fresh fish and water have all become rare commodities in the municipality. “Water related diseases are now in constant rise” he added. He lamented that the Nkambe District Hospital has no standby generator”.
Abba Abdouraman it should be recalled hails from the Far North Region. He is a graduate of ENAM and upon graduation; he served in the Ministry of Territorial Administration and Decentralization. He was later appointed to serve as the Chief of Cabinet at the Governor’s Office in the West Region from where he was recently appointed to Nkambe. He is young and energetic.

Disaffiliation from CamCCUL: What Guarantee for the Poor or Money at Risk

The Registrar of Cooperatives and Common Initiative Groups for the North West Region has certified the creation of a new credit union movement known as RECCU-CAM. The first controversy on the birth certificate of RECCU-CAM is that it was registered on May 30, and the registrar signed it creation on May 29, 2013. This is strange indeed, that the conflicting dates are on one document and public opinion is skeptical as to whether the Minister of Finance would endorse such a document. More so, the document doesn't also indicate the founding members as well as the affiliates. Besides, the logo itself is also controversial and raises alot of unanswered questions.
However, that is not our concern for now is that this move by some credit unions to quit CamCCUL has varied interpretations. Yet The Eye gathered that the new micro-finance is yet to receive a blue-print from the Ministry of Finance. However, this is where we gathered from an authoritative voice in the Ministry of Finance that there is a problem. According to the hint if the Minister endorses the disaffiliation, it would mean he has shot himself by the leg given that last year the Ministry gave firm instructions on the harmonization process which was implemented. This explains why during credit union extraordinary AGMs and elections, the Minister's representative was present to ensure that the principles are respected. This was so because the Ministry wanted CamCCUL to harmonize the entire movement in conformity with the OHADA Uniform Act. And the process started in 2006, with the adoption of the Model Credit Union By-Laws which some people saw it as a way to frustrate their moves of trying to hold the credit union hostage. It resulted to some politicians taking to the stage and dictating how the credit union should be managed. This was so because the intention to impose puppet leaders at the helm of CamCCUL was already hitting the rock. 
 The Harmonization Process
The harmonization process in CamCCUL following instructions from the Minister of Finance had a time frame and 98% of the affiliates of CamCCUL approved the process. Credit Unions affiliated to the network were given four options. On the mandate of elected officials members were to vote by choosing: a 5 years renewable once, 3 years renewable twice, 4 years renewable twice or 3 years renewable once. On the condition of eligibility of elected officials members had to vote on "Do You Bring all the Existing Mandates to Zero and carryout Fresh Elections? Members had to vote by "Yes" or "No". An democratically, members voted for the harmonization process and majority won and it was approved. When a new board was elected into office, those who thought they could use CamCCUL as stepping stone saw their dreams dashed and had to go the other way round to disaffiliate. 
Money At Risk
Disaffiliating from CamCCUL therefore entails alot of risk as many questions abound.  According to what we gathered from confidential sources, disaffiliating from CamCCUL is a risky venture given that if the Ministry of Finance disregards and or refuses to accredit the new outfit, the poor peoples' savings may likely be at risk. This is so because CamCCUL played the role of general overseer through controls and shock-absorber both financially and otherwise. Moreso, with this disaffiliation what will happen to their assets in CamCCUL, such as construction fees....etc... However, questions as to whether members were also consulted during a General Assembly Meeting or extraordinary meeting continue to ignite widespread debate given that the decision may have come from the elected officials. Cameroonian-Born Novelist Juliette Schlegl Fotsing’s Mark Departure with “Timshall”

Juliette Schlegl Fotsing: Looking to the Stars as the Limit
Rudyard Kipling, one of the finest English writers once said that “if you can keep your head when all around you are losing theirs and if you can meet with triumph and disaster and treat the two the same, yours is earth and everything that is in it”. This is a straightforward reality and in fact there is no doubt that Rudyard Kipling had this inspiration from the obstacles and barriers we often crush to get to prominence. In our contemporary society this statement could only be referred to one person, Juliette Schlegl Fotsing.
What is important about this young and talented female writer is that she is innovative, down to earth and fertile in expedients. She falls within the ranks of the new breed of young women born with extra abilities to surmount all sorts of barrier to emerge successful. If we go by Albert Einstein who declared that genius is 1/10 inspiration and 9/10 perspiration, Juliette Schlegl Fotsing is a genius. This means that for somebody to be termed a genius that person must be a workaholic. In this light, Juliette Schlegl Fotsing merits to be mentioned first among women celebrities if not the story of women who young girl look up to as role models will remain unfinished. What is so interesting about Juliette Schlegl Fotsing is that she has extraordinary things in a very common way.  
 If Mother Teresa became a celebrity it is because she did extraordinary things and Fotsing at her age is not far from Mother Teresa. Meet her for a discussion then you will discover you have met an honest intellectual. The courage and the frankness she expresses tell you that she was naturally born a workaholic. It is this frankness, hard work and determination that has made her the most admired woman writer among women. She is a lady of a specific class expressionists have opined. Cameroon they say is Africa in miniature and it is indicative that role models are bound to be in Cameroon in all walks of life. What obtains today is that Fotsing is making Cameroonians and Africans proud.
If there is any area in Cameroon where the Beijing platform can be assessed, it is the domain of book writing. Hitherto considered a no go zone for women, Fotsing has not only dismantled the male barriers constructed many years ago as women were reduced to kitchen work but has more importantly demonstrated that what a man can do, a woman can do it even more better. She talks and acts with untiring sociability.  Yet, it is this quality which immensely complements her multifarious roles as a writer, journalist and marketer. This ex-student of Government Bilingual High School Bamenda marked her departure from the madding crowd with her Novel “Timshall”.  As a woman she has shown proof of being a systematically thought out of the box.
Worthy to note that apart from the fact that she distinguishes herself through hard work, she is also blended with the God-given knack that she speaks fluently several languages: French, Spanish, French and German. Her intellectual background is an asset. Knowing that everything in the world is purchased by labour, Fotsing put herself to education and learning that would make her useful in the field of work. And being a God fearing person, her inspiration has often come from Genesis 1:28 which states that: “replenish and subdue it”.  It is therefore a noble sentiment that she has not only replenished the earth but has been subduing it through her work.

Her Book “Timshall”
“Timshall” is written in the most refined style and tells the story of a young woman in search of “greener pastures”. In “Timshall” she portrays her language power. In fact she writes with superb descriptive power, especially in the scenes where her character’s aloneness and the world’s indifference come together to create the most reflective passages.  In her early life, her education, her search for a job, and on to her career, there runs the psychological scar that seems to her more birth right than accidental set of circumstances – made by the serrations of history and destiny. 
“Thus, her career or path in life is described in the subtitle A Saw-Toothed Career.  Readers, though, can readily accept what the author says – it is truthful, a very intelligent and moving reading of a problematic world – and it is said in the spirit of a life-giver successfully transmuting the base elements into spiritual fullness.”

On her website, she states that “If she had chosen any other path in her pain filled life, would she have demons running after her in the process of surviving and making a life?”  What is very plain to see despite the fact of the character’s inherited problems as a Cameroonian and later issues of assimilation in Europe, is that her life has been based upon a moral foundation, a remarkably, even stunningly strong one. Thus, the Steinbeck imperative works as a perfect influence, the philosophical vehicle running throughout this book.
If you have never had the opportunity to read an inspirational work that tells the inside story of the life outside your four walls of the house, “Timshall” would not only be motivational but instrumental for your understanding of life. Through this book, Fotsing believes like Immanuel Kant that “the more we are busy, the more we feel we are alive and contributing to the welfare of others”. Her educational background coupled with her devotion to be perfect has made her to transform the principle of education for work into the principle of education through work. This is one of the key notes that make “Timshall” a great work of art. As a Christian, she believes like Martin Luther King that “working is praying”. One prelate once said that every human natured person is made up of the human and the divine and that when the divine overrides, the human one becomes closer to God. Yet, Fotsing goes beyond that by making work the divine with the human as a pairs. Juliette Schlegl Fotsing’s book goes deep into the life of a young girl born to a poor family given that she was barely six months when she was separated from her mother due to a familial traditional conflict. Her paternal grandmother who believed in Jesus Christ wanted her to grow up far away from her maternal family and their paganism. Was it a good thing?  She describes not only her youth in Africa in the context of such a very poor family and typically widened which colonialism has marked and modified the quintessense even of their daily natural existence but always tells us how she deals with her life in terms of her search for stability since she arrived in Europe.  The imperative “may you” is a golden rule of her book.
A Must Read Book…..
An autobiographical novel by Juliette Schlegl Fotsing, Timshall follows a problem-filled, often lonely life of a strong woman from Cameroon to Europe.  It is narrated by the author’s alter ego, marked by a depth of experience and insight cast in the brilliant forges of creative inspiration. The cover artwork design done by Fotsing herself for the book derives from a monument called “Woman Water Carrier” located at Rostock Zoo in Germany that shows a West African woman symbolising the river of life, the joy and gladness for the entire world. She has the power to tackle any difficulties by struggling daily in body and soul for the survival of the family and bringing them life even though she is isolated from the rest of the world.
