Wum Senior State Counsel Replies Detractors, Says Menchum Judiciary is Not Failure

Claims that the Menchum judiciary has failed woefully have come to null. In reaction to these claims, the Senior State Counsel for Wum-Menchum, Bekondo Brunett has said that nobody will derail him from his assignment to ensure the rule of law, peace and eradicate crimes. The Senior State Counsel made the statement following a petition by the Member of Parliament for Menchum North Hon. Ndong Larry Hills titled: The Failure of the Judiciary in Menchum in which he (Hon. Ndong Larry Hills) claims the police and Gendarmes, Penitentiary in his constituency are unable to investigate and hold up to investigations as prescribed because of the state counsel.
Newspaper reports have described the petition as baseless and a tactic by his detractors to paint him black or derail him from his mission. Harping on his relationship with the population Bekondo Brunett said that “I have served this Division in three different capacities”, and wondered loudly how someone should want to make political gains by using his name. “I will continue to work for the good of the people not withstanding the shots from detractors”. The legal department he said is working with the support of all the auxillaries in Menchum in unison. “I call on the population to fearlessly report all offences perpetrated against them by criminals to the legal department or forces of law and order for investigation and persecution”. He called on the population of Menchum not to allow themselves to be distracted by people who out of envy, prejudice, hatred and wickedness and even jealousy want to deter them. He said that even though it is challenging and risky “especially at the legal department where there is investigation and enforcement of laws”. According to Bekondo Brunett in doing so, there is always opposition and hatred; “consequently intimidation from those quarters whose interests are threatened. If you are strict be ready for all sorts of calumny against you and even manipulation, all from detractors.
The Eye gathered that when Bekondo graduated from the University, he was recruited in 1985 he was recruited and sent to GTC Wum where he taught Social Legislation and English Language. Some of his students by then included the MP for Menchum South Hon. Walang Richard. “I later passed the entrance into ENAM in 1987. Even though I started by career as a magistrate in Limbe, where I was substitute to the State Counsel, two years later I was appointed sitting magistrate in the Court of First Instance Bamenda”. He was later transferred to Muyuka and in 2001, he was appointed State Counsel for Menchum. In 2006, Bekondo was moved to Ngoketunjia and was transferred back to Wum in 2012 in the same capacity. “As a public servant, one should be ready to serve the state anywhere and at anytime”.
Popular opinion in Wum holds that the purported petition titled: The Failure of the Judiciary in Menchum is said to be more of political witch-hunting, scores settling than grievances given that no tangible reasons were mentioned. Read this “Mr. Minister, how credible is Bekono Bonnet that had worked in Wum-Menchum Division years after years; transferred out of the Division and again only for him to resurface as Senior State Counsel once more till date?”.  The document which supposedly was channeled to the Minister of Justice had not even been addressed yet was copied to the Presidency, NW Governor, Procureur-NW, SDO Menchum and President of the Menchum High Court is said to be baseless. Many have been questioning whether it was intended to the Minister of Justice or not? Dark clouds however surround as to whether the MP who hanged on his immunity to endorse the petition was not manipulated as well given that its consistency is cynical. To have worked in Wum thrice is not a crime, someone wondered after reading the letter.

"La Mère" Françoise Foning Is No More

The Mayor of Douala V, "La Mère" Françoise Foning is reported to have died at the Yaounde Central Hospital. She died after she was involved in a ghastly motor accident on the Douala-Yaoude. She lived and died as one of the dieheart militants of the CPDM. She had been Mayor and MP accumulatively at a point in time. As Ntenfac Ofege puts it ‘those who loved her truly loved her. Those who hated her did so with venom. Ask her political opponents in both the SDF and the CPDM but this woman loomed. Rabble rouser, business woman, mayor, con artist, community mobilizer, Biya fanatic, you name them. Foning has many colours some of them irksome’.  
Born around 1948 in Bafou, Tsobgny Nguiazong Foning Françoise hails from Menoua Division in the Western Region.
After obtaining the CAP in Secretariat duties, she worked as a secretary at the Regional Delegation of Tourism for the Littoral. In Douala, she also sang in cabarets, her specialty being the interpretation of songs and French. Her political career began in 1986 when she became WCPDM Section President for Wouri. In 1988, she was elected councilor in Douala. And in June 1990 she became a full member of the Central Committee of the CPDM. Moreover, from 1988 to 1992, she was MP at the National Assembly. But despite her failure in the legislative elections of 1992 and in municipal January 1996 in the constituency of Douala V, she was elected MP for Wouri East on CPDM list of 1997, then that of June 2002.  And she was again elected Mayor of Douala 5.
Always politically, she founded the Circle of Reflection and Action for the Renewal Policy (crater). As a woman entrepreneur, she established the following companies: ANFLO specializing in carpentry; WABCO, which specializes in the manufacture of batteries and GINNY, specializing in marketing tricycles. On the business front, she has held or still holds several positions of responsibility: President of CAFM, President of the African Network of Support for Women Entrepreneurs (RASEF), Vice- Chair of the Forum Francophone Affairs in charge of Africa, and Vice President of the World Organization of Women Entrepreneurs.
BBW dynamic woman, this brave lady who was one of the best-known Cameroonian women worldwide died on January 23 in Yaounde, emergency Central Hospital following a car accident.

Cameroon Frees German Abducted In Nigeria By Boko Haram

 A special operation led by Cameroonian armed forces along with security services of friendly nations succeeded this night (Tuesday) in freeing Nitsch Eberhard Robert, a German citizen abducted in Nigeria in July 2014 by the Boko Haram sect,” the Cameroon presidency said in a statement.
A spokesman for the German foreign ministry confirmed the man’s release, adding that he was now in Cameroon’s capital Yaounde.
No further details were immediately available about the hostage or the raid itself, including where it took place.
The release was announced a day after Boko Haram’s leader Abubakar Shekau mocked African leaders who were meeting in Niger to try to forge a united front against the Islamists.
“African kings… I challenge you to attack me now. I am ready.”
Boko Haram — which has been waging a brutal insurgency in Nigeria since 2009 — previously abducted foreigners in Nigeria and Cameroon, but all have since been released.
However, more than 200 schoolgirls abducted by the militants in April last year in one of the most shocking acts of their insurgency are still missing.
As news of the German’s rescue emerged, the African Union announced it has asked the Security Council to approve a mandate for a regional force and a fund to help finance it.
“Boko Haram is a threat not only to Nigeria and the region, but also to the continent as a whole,” AU head Nkosazana Dlamini-Zuma said in a statement.
Nigeria’s army has come under fire repeatedly for failing to crush the militants, whose insurgency has left 13,000 people dead and forced 1.5 million from their homes.
Boko Haram has also been stepping up attacks in Nigeria and neighbouring Cameroon, where it abducted dozens of people Sunday.
Niger said Wednesday the headquarters of the regional African force set up to fight Boko Haram will now be transferred to Chad after its base in the Nigerian border town of Baga was overrun earlier this month by the Islamist militants.
– Regional efforts hamstrung –
Chad is seen as having the most capable military in the region and at the weekend sent a convoy of troops and 400 military vehicles into neighbouring Cameroon to battle Boko Haram.
Two Cameroonian soldiers were wounded in heavy clashes Tuesday with Boko Haram in the far north of Cameroon, which borders Nigeria.
“We managed to repel the enemy,” a Cameroonian military commander told AFP on condition of anonymity. “We saw signs that made us think Boko Haram lost men.”
Regional efforts to fight Boko Haram have been hampered by Nigeria’s reticence, with Abuja looking suspiciously on any foreign military intervention on its soil.
“Nigeria feels it can take care of the problem itself, but (Boko Haram) is no longer just impacting Nigeria, it’s an issue for the whole region,” said an African diplomat based in Ethiopia’s capital.
Nigeria and its neighbours held talks this week in Niger’s capital Niamey on speeding up the creation of the force to fight the militants.
Anger against the militants is growing in Cameroon, with protesters hitting the capital’s streets Wednesday with signs saying “Beat it Boko Haram,” and “I am Kolofata,” in reference to town that has suffered repeated attacks from Boko Haram.
The group’s leader Shekau claimed responsibility for the assault on Baga in a video posted Tuesday which is thought to have killed hundreds and is considered the militants’ deadliest attack.
In his 35-minute message Shekau said: “We will not stop. This is not much. You’ll see.

ECCAS to Join Fight Against Boko Haram

The Secretary General of the Economic Community of Central African States (ECCAS), Ambassador Ahmad ALLAM-MI held discussions on Wednesday 21 January 2015 with the President of the Republic His Excellency Paul BIYA.
The audience that started at mid-day lasted nearly one hour. Speaking to the press shortly afterwards, Ahmad ALLAM-MI indicated that the aim of his visit was to inform the Head of State of the intention of President Idriss DEBY ITNO, current President of ECCAS, of the total mobilisation of the sub-region to defend the territorial integrity of one its members, Cameroon, which is under vicious attacks from the terrorist movement Boko Haram.
The Chadian born diplomat said that he expected ECCAS member countries to mutualise their forces so as to contain, control and eradicate the advances of Boko Haram. He said it was also necessary to take steps to see that all the measures foreseen by countries of the Lake Chad Basin are implemented so as to wipe out the terrorist organisation.

78 Years Old Man Commits Suicide After Wife Denies Him Food

Mbamu Elias, 78 yrs old of Ako in Donga Mantung Division of the North West Region of Cameroon is reported to have committed suicide after his wife refused giving him food. The story goes that Pa Mbamu Elias returned home and requested for his food. After waiting for more than 20 minutes and nothing was served, he decided to asked for it himself. When he asked the wife whether there was anything for him to eat, the wife responded that there was nothing. Considering the fact that a hungry man is an angry man, he immediately engaged into a quarrel with his wife.  Neighbours say they overhead Pa Mbamu shouting that the poor treatment from his wife is too much for him to bear. For over an hour or so, the old man and the wife were engaged in a war of war. This as we gathered ended up as the last verbal confrontation between the couple as he decided to quit the world by committing suicide.
Shock and consternation is said to have gripped Ako when news spread that Pa Mimba Elias died by hanging. Friends with whom he drank palm wine that day could not believe the piece of information but were taken aback when they saw his corpse. Pa Mbamu’s family is reported in agony as suicide is considered a sacrilege in Mbembe land.

Panic Grips NW as Postmaster Allegedly Absconds with CFA 27 Million

According to reports gathered from classified sources, the Postmaster for Misaje has disappeared into the wilderness. Allegedly, Fohow Jean Samuel Petcheche has disappeared with over FCFA 27 millions as cabled by DMCR today morning. This is not the first time such a thing is happening in Donga Mantung Division. Well-placed sources say that an atmosphere of uncertainty now looms in Misaje as it is feared that this act could cripple the postal services especially money transfer unit. Frustration is reported to have appeared on the faces of some costumers when they learnt that the wehereabout of the postmaster was unknown.PM as commonly known in Misaje was formerly the chairman of the congregation at the Catholic church and "Tantoh" a title he earned from the Misaje palace for being humble. A school of thought holds that PM must have been victimized by some guys given he level of kindness. Yet it is not clear whether PM as usual helped someone with cash and the person had not given it back before he found himself with a shortage.
This is not the first case in Donga Mantung Division. Of late, a school Principal felt into police dragnet when he was caught transferring school materials from one of the schools in Nwa to the city. Besides, a municipal treasurer was also napped after he disappeared with council funds in Nwa. The sad story goes back in the 70s when the sales manager of the first women cooperative in Ndu disappeared with all the money that he collected. This led to the collapsed of the women cooperative and looters as usual took over its assets including buildings. Questions as to who inherited the first building constructed by these women which now serves as the Post Office in Ndu or who is receiving rents abound high

The Secretary General of the Cameroon Football Federation is allegedly in police dragnet. Tombi A Roko’s passport we gathered was seized. Allegations are rife at that this act could be linked to his involvement in the misappropriation of funds allocated for FECAFOOT as subvention. A classified source hinted that Tombi A Roko who was on his way to Malabo could not meet up with the rendez vous with the President of the Normalization Committee Joseph Owona. Tombi A Roko, who also served as Secretary General under Iya Mohammed (currently in detention) is expected to appear at the Special Criminal Court. Yet football analysts are of the opinion that his arrest is linked to the Iya saga. It should be recalled that Tombi A Roko was the lone candidate in the flopped FECAFOOT elections. Football fans saw him as the lone candidate who understood the soccer mafia. Uncertainty looms large as his passport has been confiscated.

Bar Council Elections: NW Lawyers Endorse Barrister Sama Francis

North West lawyers have endorsed Barrister Sama Francis Atanga reelection bid for the upcoming elections into the Cameroon Bar. The endorsement exercise that took place at the Conference Hall of Dreamland Restaurant was attended by both the young and old generation of lawyers of the North West Region. Talking to journalists at the end of the meeting, Barrister Sama Francis disclosed that “we are partners in adversity and partners in law. We have agreed to go to Yaounde as one and we are seeing things from one direction”. Harping on his achievements at the helm of the Bar Council, Barrister Sama said that during his first mandate, “as I promised, I worked hard to restore dignity and honour in the Bar”. He continued that during his first term, the Bar also bought a plot for the construction of a secretariat. “We are working towards putting in place a befitting secretariat with over 100 rooms”, he added. According to Barrister Sama Francis, one of his successes is that he is lobbying government for the creation of a school of law in Cameroon where young legal minds will be trained as legal practitioners. He also emphasized that he succeeded in organizing Bar Exams for young advocates which had been dormant for seven years and that the number of pupil advocates who were admitted increased tremendously.
He also revealed that an elderly advocate has summoned a meeting of all lawyers practicing the Common Law in Bamenda next January 24, where they will iron out some of their differences. The Eye is aware that the meeting as stated will be aimed at reconciling Anglophone lawyers ahead of the Yaounde elective General Assembly given that a group of advocates based in the North West had earlier endorsed some candidates under the umbrella of “New Generation”. This, The Eye gathered would mean that Common Law lawyers would share votes. According to a hint former “battoniers” in the likes of Barrister Akere Muna, Ben Muna, Amazi, Ntumfor Nico Halle, others are expected to be present. It should be recalled that ahead of August 14, 2012 Bamenda elective General Assembly, Barrister Ntumfor Nico Halle carried out a similar exercise. At the end, Common Law lawyers emerged victorious with Sama Francis catapulted to the helm of the Bar.
What If Barrister Sama’s One Good Term Deserves Another?
Being a “battonier” in today’s global environment requires intellectual proficiency and leadership skills that recognizes miscellany, respects values and differences. Barrister Sama Francis Asanga to start with is incumbent President of the Bar and a successful lawyer based in Bamenda in the North West Region. Coupled with the fact that he is a man of humble background who has had a jump-start as a pragmatic lawyer, he wields and enjoys a lot of support from both the old and the young generation of lawyers. A significant view psychoanalysis of his crushing victory into the Bar Council last August 14, 2012 is however indicative of his hidden potentials.  If there is any area in Cameroon where leadership qualities can be assessed, it is how the Bar Council Association has evolved within a very short time and with Barrister Sama Francis as President. After his brilliant election to the helm of the Bar Council, Barrister Sama demonstrated that meaningful reforms could mean a lot in the evolution of group dynamics. That is why he has already established himself as the most productive Bar Council President. His colleagues universally hail his docket management and leadership skills.
Barrister Sama is on record to have demystified Bar exams which years ago was hitherto considered reserved only for a few. He used his advocacy skills not only to dismantle the barriers constructed round the admission of pupil advocates but has more importantly simplified the procedures. Indicators are rife at that within the past few years, Bar council results were released on record time. Yet, it is these qualities which incalculably complement his multifarious roles as a pragmatic leader and reformist. This is so because he is a bulk of talent, intelligent and a man who lives in every other person’s problem. Hard work and efficiency have continued to be the qualities that define his actions as President of the Bar. Whenever you meet him for the first time, you are taken by his mastery of issues.  Take it as arrogance and you are right for this is positive superciliousness because he masters issues. Notwithstanding, he has the drive and dedication that defies any facile explanations. Born and brought up in a close knit family in the fear of the God. In later life Barrister Sama could not escape to be a workaholic or become a good leader par excellence reasons he gets public admiration for doing great things. From that standpoint, Barrister Sama portrays himself as a role model in the legal profession and a silent achiever. When he was elected as President of the Bar Council, analysts described him as “highly skilled and approachable and has good legal and people skills”, a “formidable advocate” they said.
Barrister Sama Francs took over office at a very crucial moment. It was when the Bar had ignited the primary symptoms of an eminent collapse. More specifically, he was confronted with significant challenges resulting from the poor previous years administrative culture stepped in patronage, incompetence and the lack of willpower that had chopped the association. Instead of wasting time complaining, Barrister Sama rolled up his sleeves and went to work putting order and confidence in place. Because he came into office with a track record of a longtime successful advocate, he had proven to be a stronger Batonnier than many. And he has been much more active and proactive than his immediate predecessor in that office. This is so because it is Barrister Sama who has finally returned the Bar council to a position of power. To throw away such seniority would be suicidal for the Bar Council as many have started scrambling for the post and creating small caucuses nationwide. However, many advocates must have realized that choosing not to cast a vote for Barrister Sama means effectively voting against his/herself. Just because someone thinks that he/she too can head the Bar doesn’t mean that he should be denied another term of office given that he is sharp, capable and ready to serve. “He has done a good job and granting him another term would be advantageous to the legal profession”, another lawyer remarks.
The Sure Bet
As January 31, 2015 draws nears, popular opinion holds that Barrister Sama Francis is a sure bet for the position of Bar Council President. No candidate has as inspiring record of achievements as he has. Like any other responsive leader, Barrister Sama started his mandate on a good footing. When he was elected, he immediately embarked on the Bar Council Secretariat construction project as well as intensified lobbying for the creation of a Law School to train young Cameroonians. With these projects in the offing, there is every reason for him to bounce back for continuity. Endued with a national reputation for his legal work, Barrister Sama is the lead advocate of the Sama Law firm that has been in legal practice since 1982. The Sama Law Chambers equally offer internship to University Students who wish to take law as a career. For this reason a Legal and Career Assistant is there to orientate students. Despite claims by a Bamenda based caucus that Barrister Sama’s candidature is a bad taste, majority of advocates have said that his candidature as incumbent was the best for the Bar Council. The same school of thought holds that he has shown that he is a good leader that is focused on the future of the Bar. “We are going to work very hard to support him to realise his second term bid, another lawyer told us at weekend. “We see a lot of hope in Barrister Sama’s attitude to work; he is very calm person, very difficult to provoke; that is the hallmark of leadership; even when eggs and tomatoes are being pelted on you, you remain focused along the line of your conviction to get to a logical end. Barrister Sama is that kind of leader” says another advocate. He is well known for his dedication to the well-being of the profession as well as his clients, his will to win, his legal knowledge, creativity and attention to detail makes him the most pragmatic for the top position of Bar Council President. Besides, Barrister Sama is that kind of person who finds solutions to difficult problems. He will take time to understand everything issue and will tailor his service around the needs. He would always take a fair and flexible approach. Where a case can be resolved through negotiations, so as not to incur costs, Barrister Sama Francis can be relied upon for his strong negotiation skills and for achieving good results. But where a fight is necessary, he is renowned for his authority performance in court.
Abraham Lincoln wrote the following notes in 1850 when preparing a speech to aspiring lawyers. He wrote that “there is a vague popular belief that lawyers are necessarily dishonest…the impression is common, almost universal. Let no young man choosing the law for a calling for a moment yield to the popular belief---resolve to be honest at all events; and if in your own judgment you cannot be an honest lawyer, resolve to be honest without being a lawyer”. Lincoln appears to have practiced what he preached. Amazingly, he earned his nickname, “Honest Abe,” despite working in two professions commonly accused of ignoring the truth: law and politics. Even as a young man, Lincoln’s honest character was evident. Lincoln’s reputation for honesty followed him into politics. When Stephen Douglas heard he would be running against Lincoln for a seat in the US Senate, he acknowledged Lincoln as a formidable foe. “I shall have my hands full. He is the strong man of his party—full of wit, facts, dates—and the best stump speaker, with his droll ways and dry jokes, in the West.  He is as honest as he is shrewd, and if I beat him my victory will be hardly won.” Lincoln’s reputation for absolute honesty gave him an edge as a leader. People might disagree with him, but they couldn’t question his integrity. His character was indisputable. In leadership, there’s an ever-present temptation to bend the truth, to enter moral gray zones, and to allow pragmatic concerns to overrule ethical considerations. Closer to Lincoln’s absolute reputation in Cameroon is Barrister Sama Francis. His leadership qualities are never and would never be doubted. Even with the increasing numbers of pretenders gunning for elections into the Bar, it is easy to decipher truth from falsehood. If you’ve ever led people, you must have come across followers who would rather act the part than do their part. Those people are pretenders, and while they can sometimes masquerade as players, there are ways to tell the two apart. It’s important to find all the pretenders within a grouping because otherwise, they will steal momentum and damage visions given that in many cases, they look the part, talk the part, and claims the part, but fall short of fulfilling the part. They would create caucuses at election and the next day, they all disappear like clouds.
