New Year 2016: Hon. Awudu Celebrates with Women

The Member of Parliament for Donga Mantung Centre cum Questor in the bureau of the Cameroon National Assembly has enjoined the women of Njap for their contributions in sustaining village development. Hon. Awudu Mbaya called on the women to remain united, have love for one another, respect for their husbands and the fon of the village. He cautioned them on the phenomenon of climate change and how farming in water catchments and “slash and burnt” commonly known as Ankara are agents of that have negative impacts on the climate.He also called on everyone in the village to be vigilant and warned against rampant bush fire.

The over 500 women, it should be noted came to thank the Member of Parliament for the numerous sacrifices he did to them especially the construction of the “njuh” hall.

Ericsson Confiscates Radio Biafra Transmitter on MTN Mast

Ericsson Nigeria has released an official statement concerning the employee of the company that attached transmitters illegally to MTN masts.

Ericsson Nigeria has admitted that a contract employee working with it was actually responsible for the Radio Biafra transmitter installed on an MTN mast in Enugu.
In a statement signed by its Managing Director, Johan Jemdahl, the firm said it had confiscated the transmitter and had notified the authorities.
The statement reads: “Illegal FM transmitting equipment was discovered connected to an outsourced MTN mast, managed by Ericsson, in Enugu in Eastern Nigeria. The equipment was immediately confiscated and the authorities were notified. A contractor to Ericsson has subsequently been taken into police custody after his involvement was discovered. He has been discharged from his contracted responsibilities with Ericsson.
“Ericsson views this incident in an extremely serious light. It is the result of a violation of its process that permits access to its mast sites. As a result, Ericsson has initiated immediate action to foil any similar attempts. All mast sites in Enugu and Port Harcourt regions have been audited while FM scanning was conducted. Critical attention was given to all high masts and sites located in mountainous areas, i.e. locations attractive for illegal activities. In addition, the Site Access Process will be reviewed for all employees and third parties.
"We sincerely regret the unfortunate incident, which violates our code of business ethics and code of conduct, contracted responsibilities as well as our company’s values.”
An MTN source had disclosed that the engineer, David Nwawuisi, “was able to install the transmitters because he worked with Ericsson Nigeria Limited, one of the companies to which the telecommunications firm outsources the maintenance of its base stations.”
MTN owns 12,000 base stations across the country, and Huawei, a Chinese networking and manufacturer of telecommunications equipment, is the other company that is responsible for the maintenance of these base stations.

PDP Gets a New National Party Chairman...See Who is

The leadership of the PDP has appointed a new National Chairman to champion the course of the party after the exit of the acting party Chairman, Uche Secondus.

The Political Adviser to former President Goodluck Jonathan in the person of  Alhaji Ahmed Ali Gulak has reportedly assumed the Chairmanship of the Peoples’ Democratic Party (PDP), with effect from yesterday, his spokesman, Ochuba Emmanuel said in a statement.
According to the DailyTrust, Gulak has also purportedly cancelled the planned congress being planned by the Uche Secondus led PDP.
 Emmanuel said in the statement sent by email that Gulak assumption of duty was based on the declarative judgment by the High Court in Abuja, on the 16th December 2015, which ordered Prince Secondus to vacate office as the Acting Chairman of PDP, not later than 29th December 2015, and hand over to Gulak or any other person from the North-East zone of Nigeria.
“The Court went further to make an Order of perpetual injunction against Prince Uche Secondus, restraining him from continuing to act in the office of the National Chairman of PDP. In disobedience to the court Order, Prince Uche Secondus did not vacate office, nor hand over to the plaintiff, or any other person from the North-east zone of Nigeria,” Emmanuel said.
He added that a detailed letter by his counsel to INEC and BoT of PDP also specified that Gulak is now the ‘authentic National Chairman’ of the PDP, pending the election of a national chairman.
He said: “Alhaji Gulak has also cancelled the congresses already scheduled by Prince Secondus, declaring it illegal as the National Executive Committee (NEC) did not meet to ratify the dates. He said new dates shall be announced in due course after a NEC meeting.”
He urged all PDP members across the country to remain calm and law abiding saying the party shall soon be rebranded.
But when our correspondent visited the PDP national secretariat in Abuja, yesterday, there was restriction of movement into the secretariat by security operatives.

Buhari has released a New Year message to Nigerians as the yuletide is widely celebrated across the country.

Welcome to the beginning of a New Year of the continuation of CHANGE in our beloved nation. I am aware that Nigerians have experienced a number of significant hardships over the past months. Living in the State House has not alienated me from your daily sufferings. I am aware of the lengthy queues at fuel stations and of the difficulties businesses have faced in acquiring foreign exchange.
These challenges are only temporary; we are working to make things better. When I presented myself to you as a presidential candidate and asked you to vote for me, I wanted to be a leader who keeps his promises. I wanted to be a leader who restores the people's hope in those elected to serve them. I wanted to be a leader who initiates positive and enduring CHANGE.
I am still totally committed to being that kind of leader. Unforeseen circumstances and other distractions notwithstanding, I shall still do my utmost best to keep every promise I made to Nigerians during my election campaign. In the past seven months since our inauguration on May 29, 2015, my administration has focused on laying the right foundation for the CHANGE you voted for during our historic presidential election. Nigerians will in due course begin to enjoy the fruits of all our ongoing work.
The effective and efficient implementation of our 2016 budget proposals will address many of the socio-economic issues that are of current concern to our people. One area in which Nigerians, especially those in the northeast, have already begun to experience major CHANGE is in the war on terror. I commend our Armed Forces for significantly curtailing the insurgency which has ravaged the northeast of Nigeria over the past few years.
However, there is still a lot of work to be done in the area of security. Our Armed Forces will maintain, consolidate and build on their successes in the war against Boko Haram and violent extremism. This government will not consider the matter concluded until the terrorists have been completely routed and normalcy restored to all parts of the country that have been adversely affected by the Boko Haram insurgency.
Our crackdown on corruption will continue to be vigorously undertaken. I urge the courts to support our efforts and help in the recovery of stolen funds by speedily concluding trials and showing that impunity no longer has a place in our country.
There is much work to do in other areas as well and I have charged all my ministers and other appointees to ensure that Nigerians experience positive changes in their lives in 2016. We must reduce our country's reliance on oil. We must diversify our economy.
And we must do all we can to promote job creation. Our challenges are many but our determination to succeed is strong and unshaken. So too is our confidence in God. I wish you all a very

The Euphoria that Greeted Ndinjo Awudu Stanley’s Christmas Unity Cup Final that Lasted for Two Days

 A record has been established in Donga Mantung Division after the football final of a tournament sponsored by Ndinjo Awudu Stanley dubbed Christmas Unity cup lasted for two days. The final beating Formation Sango of Nkambe and Binju Young Stars ended at about 6:28 pm on Sunday December 28, 2015 after post penalty shots. The two teams moved to penalty shot-outs after 90 minutes elapsed in a goal-less draw. During post match penalty shots, a total of 22 shots were taken with each team scoring 8 goals. Due to poor visibility, the final was postponed to Monday 29, 2015.
On day II of the final, over 6,000 people showed up at the Nkambe Presbyterian School field to live the historic event. The kickoff was respected and the match started at about 2pm. Barely 11 minutes into the match, Formation Sango opened the scores through shirt No 7 and in less than 10 minutes, Binju Young Stars also hammered into the net the equalizing goal. Both team tussled until the match ended with both teams moving to the second series of penalty kicks. Formation Sango ended up putting into the net 5 penalties out of 5 while Binju Young Stars crashed with 4 goals. The euphoria was total as supporters of Formation Sango invaded the field in jubilation.
Before handing over the trophy to the winner, the Assistant Divisional Officer for Nkambe Central congratulated the cup donor for exhibiting talent. He said the first edition of Ndinjo Awudu Stanley’s Christmas Unity Cup has proven to be the best ever. To the Divisional Officer, the fact that the final lasted for two days is a sign of total commitment and good. “I have never witnessed this before and it is on record that I was part of this record”, he continued. He also expressed gratitude to the organizers as well as supporters of the two teams for their mark of maturity.
On his part, the cup donor Ndinjo Awudu Stanley said he was elated that the purpose of the tournament which is that of unifying youths has been achieved. Drawing his inspiration from the fact that the final lasted for two days, Awudu Stanley said he won’t lie on his laureate. “I promise that this tournament is going to be a yearly event whereby we could encourage talent and stimulate rural animation during this festive period of the year”. When quizzed by journalists whether the tournament had no political undertone, he said though he is from a political family, nobody was dressed in any political outfit. “From yesterday, both teams showed that there was unity. They both wanted to play football not necessarily to win the trophy but to portray that in football that symbol of unity in sports. In fact I was very impressed with the way the supporters of both teams behaved. They also showed a sign of maturity. We are far gone; there are no borderlines in football, no politics and no clannish tendencies”. Stanley also disclosed that he saw a lot of talented players who could be likened to the likes of Messi, Batetoli, Marco etc who played beautiful football. “No one could ever imagine that we have such talented players here in Nkambe. It is been a discovery and a good one for that matter. It encourages me the more that next year; we are going to do better”.
The tournament that started on November 29, 2015 finally drew the curtain on December 29, 2015 with Formation Sango winning the trophy. It should be recalled that more than 12 teams participated in the tournament. Teams like the Baraki boys of Binshua and FC Kungi thrilled the crowd but were unfortunate that they could not reach to the final.

SCNC MESSAGE TO THE PEOPLE OF BRITISH SOUTHERN CAMEROONS,
END OF YEAR 2015, BY NFOR NGALA NFOR, NATIONAL CHAIRMAN.

FELLOW SOUTHERN CAMEROONIANS,

MY DEAR COMPATRIOTS,

On the occasion of the end of year 2015 and in thankfulness to God Almighty who in His infinite wisdom has helped us whether the storm so far, I have the honour to address you and salute you all for being there steadfast, committed and hopeful.
 The year 2015 has been a very challenging and uneasy year. It had its torments but it was not without hope. As the dark clouds gave us chilling moments, with God on our side, so were there moments of the rays of sun shine and the morning star. And this is why we are here for without hope, man, burdened by despair and hopelessness will cease being who he is created to be, man, created free in the image and likeness of his creator God to multiply and rule the world.
 From 2000, the SCNC determined to restore the statehood of British Southern Cameroons identified education of the masses to know who they are and their place in history as the priority of priorities. A people armed with sound knowledge of who they are and who they are not are invulnerable to external aggression: they are overcomers and achievers.
 Since 1962 beginning with President Ahmadou Ahidjo’s speech at the UC Congress of Ebolowa at which he declared among other things that;

1. No new constitution was adopted at Foumban.
2. To deceive and mislead the world they amended their constitution and imposed it on us.
3. No federation was formed in Foumban.
4. What took place in Foumban was the absorption of our nation, British Southern Cameroons, into la Republique du Cameroun which he termed the mother country;
 The SCNC saw it a bounding duty to expose the diabolic nature of the Yaoundé imperial regime, turn search lights on the truth and remove the scales from our eyes. We salute all compatriots who have been doing the good job. Armed with the incontrovertible truth- historical, cultural, legal, and political we become invulnerable and legitimately assertive.
 To disarm us, falsehood, distortion of historical facts, misinformation and misrepresentation at home has been the instrument Yaoundé has used to conquer our minds. Once the mind is conquered subjugation to slave status becomes very easy for the aggressor.
 Mental decolonization therefore becomes a logical means of overcoming our subjugation and servitude. This no one can do for us but us. We must in self-consciousness be our own redeemers to attract the necessary support from our friends.
 Yaoundé colonial misinformation and distortion has been taken abroad to sabotage our diplomatic efforts. But every evil has its dooms day. No one can counter Yaoundé’s peddled falsehood and propaganda through paid agents and lobbyists in Brussels, Washington, New York, London, Abuja, Addis Ababa, among others, but patriotic Southern Cameroonians who with sound knowledge about their country and their inherent right to a sovereign homeland in conformity with the UN Charter, AU Charter and international law leave no stone unturned.
 It is in this light that we salute the new awakening, the nationalistic consciousness in the Common Law Lawyers, the Teachers Union, the Commonwealth Journalists Association and the Natural Rulers, among others, that is tearing down the masque, dismantling the Yaoundé imperial propaganda and exposing la Republique du Cameroun annexation and colonial occupation of a former UN Trust territory in the 21st century.
 The General Assembly of the Common Law Lawyers held in Bamenda mid 2015 at which not even the President of the Bar Council of Cameroons, - a Francophone – was admitted let alone given a voice was eloquent defense of the distinct identity of British Southern Cameroons. British Southern Cameroons by international law is not and can never become an integral part of la Republique du Cameroun whose boundaries by the principle of international jurisprudence of uti possedetis juris and critical date became inviolable and immutable on January 1, 1960. The AU Constitutive Act, Art. 4(b) upholds and defends this legal instrument. The right to the existence of nation states in accordance with inherited colonial boundaries is a matter of law and not political propaganda and sloganeering. President Biya’s la Republique du Cameroun may pretend to ignore and run away from the Constructive Dialogue approved by the AU Summit following the African Commission Ruling but it cannot hide from the verdict of the law.
 As we call on the Common Law Lawyers to stand firm both in word and deed we assure them the Southern Cameroonian people are solidly behind them for they are not defending self or clique interest but collective interest of a people and posterity. The Common Law and the Anglo-Saxon educational system and heritage constitute the soul of the British Southern Cameroons nation which [a Republique du Cameroun for its prestige and grandeur cannot put to the torch.
 As we laud the dynamic efforts of the Common Law Lawyers, we call on them to formally reinstate the Southern Cameroons Bar Council and take necessary steps to affiliate with the Commonwealth Lawyers Association (CLA) and others. In defending our rights and identity we must be aggressive, seek the open space where free men meet freely and help contribute to the building of a better world and greater humanity. The bottle filled with Beaufort in which Yaoundé has forced and believes it has corked British Southern Cameroons in must be shattered so that we are heard and seen in the council of free men of vision and integrity. We are worth far more than the label and tag put on us by Yaoundé.
 Equally laudable is the sun shine of hope given the Southern Cameroonian people by our fathers, the Natural Rulers of the South West. Recalling that the existence of the South West as opposed to the North West is la Republique du Cameroun colonial product of divide and rule, we are reminded by our history that in the good old days of British Southern Cameroons all our Natural Rulers, as fathers of the nation, spoke with one voice in the interest of their people and their God-given heritage. At the Mamfe Plebiscite Conference of May 1959, for example, when Fon Achirimbi declared that Nigeria is “Water” and French Cameroun is “FIRE” his prophetic voice was on behalf of all the Natural Rulers. They were one and indivisible for a common good.
 While saluting the pace set by our Natural Rulers of the South West we remind all our Natural Rulers of their laudable contribution in the building of the British Southern Cameroons nation with the constitutional creation of the Southern Cameroons House of Chiefs (SCHC) which like the UK House of Lords gave British Southern Cameroons a bicameral legislature. In view of the fact that in unity and solidarity, more is done and effectively too, the enslaved people of Southern Cameroons while pledging their total support appeal to their fathers to jettison la Republique du Cameroun dividing line and from one conference take a firm stand on the restoration of the statehood of British Southern Cameroons. They violate no law, municipal or international by so doing. However it is an established fact that he who obeys and respects decrees and laws that make him a slave is as guilty as he who imposes.
 It is a fact of history that Yaoundé at the UN on April 21, 1961 voted against forming a federal union of two equal states with British Southern Cameroons. By voting against they rejected forming the federal union with us. It is we who should question their illegal rule in our country and not them at gun point questioning our right to restoration of our statehood. 
 The so-called federation of October 1. 1961 – May 20 1972 was a phantom: it was a unitary system enveloped in federation to deceive the world. UNGA Resolution 1608 of April 21, 1961 was never implemented thus no union in conformity with UN Charter Art. 102 and international norms was formed between British Southern Cameroons and la Republique du Cameroun.

As Senator Nfon V.E. Mukete called on Southern Cameroonians to rise up and speak out in defense of who they are, in defense of their inherent rights, we call on the Teachers Union to understand the language and tactics of Yaoundé. Any lamb that goes to dance with baby lions must know that it will soon be pepper soup for their breakfast. The destruction of our Anglo Saxon educational system is sending a sharp knife through the core of our inherent identity. Education deals with the cultural heritage, core values, vision and principles of life of a people. Assimilation is the instrument by which all these are destroyed to facilitate and concretise annexation. With this attained the people are transformed into play things and footstool of the oppressor. The people simply cease being.
 In the face of what is happening in our colleges and higher institutions of learning, the message is clear – our children have no future.
 Time has come for us not only to speak out but act in defense of who we are, our rights and who we are not.
 Conscious of the fact that the permanent solution lies in de-annexation and restoration of a sovereign independent Southern Cameroons nation we call for unity and solidarity. While we laud the openness, nationalistic conscious awakening from different angles and interest groups, we call for synergy, a common point of convergence for a common solution.
 This requires that we see goodness in every genuine effort and support it. In this regard let each and every one of us, for our individual and collective interest and above all for the dignity of our children and national integrity of our fatherland let us all jettison Yaoundé’s imposed NW-SW dichotomy. This does not serve our collective interest. And the greatness of a people is never measured in their division and domination but in national unity, national vision and collective defense.
 As stated in last year’s message to the nation, a restored British Southern Cameroons sovereign statehood on a federal basis in which Counties will have direct revenue allocation from the federation account for the development of the land and people, this will serve every Southern Cameroonian far better than the so-called decentralisation or the so-called ten state federation which some ignoring the legal facts preach. Decentralisation is euphemism for annexation, assimilation, domination, uniformity, conformity to annihilate British Southern Cameroons for the prestige and grandeur of la Republique du Cameroun-one and indivisible.
 The concept of federation does not exist in the mind set of people nurtured in Napoleonic Constitutionalism and that explains why President Biya has never pronounced the word. But in Buea he acknowledged Buea as the capital of Southern Cameroons. That is victory for the SCNC, victory for the Southern Cameroonian people and right to restoration of their sovereign statehood.

The drive to the restoration of British Southern Cameroons statehood is unstoppable. It is legitimate. It is our legal, political, historical and our cultural right. To do otherwise is to betray who we are, the equals of other free human beings on the African continent and beyond.
 While intensifying education, mobilisation and organisation of our people for freedom and progress in a sovereign fatherland the SCNC plans to intensify diplomatic offensive in 2016. La Republique du Cameroun wall is cracking and the sooner it loosens its grips on British Southern Cameroons the safer and better for it. Every human product has its expiration date inherent in its bowels.
 We call on all patriotic British Southern Cameroonians both at home and abroad to fasten their belts, reaffirm their commitments to the struggle for the coming year promises greater challenges and more sacrifices. We must double our steps to forestall the greater kicks of la Republique du Cameroun dying horse. Imperialism has no place in this modern age and we can tolerate it no longer.
 Dear compatriots, our children need a better future. This Yaoundé has denied them as we their parents were and have been denied.
 To hasten our liberation and restoration in freedom and dignity I call on you all to bury the blame syndrome, finger pointing, and the so-called NW/SW dichotomy. What unites us – territory defined in inherited colonial treaties, history, culture, common law, language, world view, among others, are far weightier, tangible and noble than the coloniser’s imposed evil for his prestige and grandeur.

The history of human progress is determined and measured by man’s consciousness and positive action to subdue evil that goodness may bloom and blossom not for self but for the common good. The world is moving forward and not backwards. And the actors are the free men and women.
 Only free men and women progress for they occupy centre stage in their lives and in the lives of their respective nations. Occupying centre stage they contribute to human excellence.
 Southern Cameroonians do not suffer from dependency-complex that they must forever be subjects of foreign domination and alien rule.
 From 1916 to 2016 marks one hundred years since UK recovered the territory she lost to Germany following the Berlin Conference. On recovering this territory which was given birth to as an English Baptist Missionary colony named Victoria, Britain administered it for convenience as part of her colony of Nigeria throughout the League of Nations Mandate and United Nations Trusteeship periods. This was all against the manifest wish of the Southern Cameroonian people.
 With botched decolonisation, consequent upon international colonial conspiracy against all principles of international law and legitimate expressed aspirations of the people in 1961 Southern Cameroons was simply abandoned for the annexation and colonial occupation of la Republique du Cameroun.
 One hundred years of foreign domination and alien rule of impunities it is high time for us to in unity tell the world and humanity that our cup of patience and endurance has run over. Enough is enough!

Full Text of President Biya’s New Year Message to Cameroon #2016peace


My Dear Compatriots,
As the year 2015 draws to an end, I would like to invite you, as each year, to review how we have fared as a Nation and to project ourselves into the New Year together, with assurance and determination.
You would agree with me – I believe – that a single word suffices to describe our country during the year that is drawing to an end: RESILIENCE.
I am referring, as you know, to our people’s capacity to resist and to cope with day-to-day challenges, which is acknowledged by all development partners.
This attribute, which is fundamental to great Nations, was clearly demonstrated on two major fronts: our country’s economic performance and its security situation.
Let us begin with economic performance:
As we are all aware, the present global context is characterized, among other things, by:
slow global growth, and
dwindling oil and other commodity prices.
In this adverse global context, our economy was able to hold up well, maintaining its 6% growth forecast and curbing the inflation rate at slightly less than 3%.
Neither the additional expenditure incurred due to the war against terrorism nor the disruption of economic activity in the areas under attack could prevent us from achieving our objectives...
I am aware that this growth is not yet sufficient to significantly transform the daily lives of our grassroots populations.
We can do better. We must do better.
However, this excellent effort, which has made our macroeconomic indicators more viable, is commendable.
I must also mention that this growth made it possible for our economy to generate 337 660 new jobs as at end-November 2015, against 283 443 the previous year.
In this regard, I am pleased to note that 1 175 358 jobs have been created from 2011 to 2015.
Obviously, our needs are overwhelming and far from being fully met. However, we should welcome what has already been achieved, while planning to do better and better.
I will come back to this.
Concerning the security challenge,
Throughout the year, our Nation put up a fierce resistance to Boko Haram terrorists. At this juncture, I would like to pay a glowing tribute to our defence and security forces, as well as our people. The courage and professionalism of our forces and the commitment and courage of our people have helped to preserve our territorial integrity. Not one centimetre of our territory has been ceded to the aggressors. Better still, we have, on several occasions, inflicted serious military setbacks on them.
Through intense diplomatic activity, we have also been able to rally a wide array of partners to this fight against Boko Haram. We should, as a Nation, express our gratitude to the various friendly countries that are supporting us in this fight.
In this regard, I would like to specially commend the decision of the United States of America to field 300 troops on an intelligence support mission. We are grateful to them for such mark of confidence in our country and our army.
Similarly, the multifaceted support received from other friendly countries such as France, China, Russia, Germany and many others, is invaluable.
With neighbouring Nigeria, we have honed our methods and mechanisms for concerted action.
We should equally commend the fraternal commitment of Chadian forces on our side in this collective struggle.
I have always believed that terrorism is a global threat, warranting a global response. This reality was confirmed in 2015.
For our part, I commend the operationalization of the Joint Multinational Force on the ground. It confirms the effective involvement of all Lake Chad Basin Commission member countries in this fight.
The terrorists, who have been driven into a corner, have now resorted to the hideous practice of suicide bombings.
Nothing will undermine the resolve of our defence and security forces. Nothing will affect our people’s morale or resilience.
To deal with the atrocities of Boko Haram, the Nation’s vital forces are mobilized to firmly say NO to terrorism. Better still, they are contributing to the war effort in cash or kind.
Such massive mobilization has given a special significance to our popular defence strategy. The Army and Nation are working in synergy to defend our territory and our sovereignty.
I have had the opportunity to commend the role of vigilante committees backing up our defence and security forces.
At this juncture, we should salute the memory of our compatriots who lost their lives in this legitimate civil defence exercise.
They put up a patriotic opposition to the senseless brutality of terrorists and made the supreme sacrifice. In that regard, they are role models for our Nation.
My Dear Compatriots,
After coping so well with the hardships of 2015, lowering our guard now is out of the question.
There are still many challenges on both the economic and security fronts. However, at the dawn of a new year, I urge you to, of course, look to the future with vigilance, but also with confidence and a sense of commitment.
You are aware that our target is set. We must achieve emergence by 2035.
To that end, we should continue building on our gains in 2016 in order to modernize our country and improve the living conditions of our people.
I have enjoined the Government to work towards this, with imagination, determination and the obligation to deliver.
My main concern remains promoting the quality of life in our society. I am aware that this hinges on improving our people’s purchasing power.
Despite the current economic hardship, I have instructed the Government to implement two key measures:
-     review pump prices of fuel downward; and
-     review upwards, the amount of family allowances paid to workers.
These measures will take effect on 1 January 2016.
My Dear Compatriots,
Specific projects await our Nation. We will host the women’s AFCON in 2016 and the men’s AFCON in 2019. To that end, we need appropriate infrastructure. I have instructed the Government to work hard towards that.
Our key objective remains accelerating economic growth. Our growth should be more robust, more sustainable, more inclusive and capable of generating more jobs for all, particularly our youth. Our people should reap the spin-offs of such growth.
To that end, as I reiterated recently to the Government, the National Growth and Employment Strategy Paper remains our guide.
The Emergency Plan spells out the immediate priorities, without interfering with the normal economic programme of the Government. 
I am pleased that this long awaited Three-Year Emergency Plan is now firmly on track and ongoing. The outcomes of the actions under way will soon be visible.
The major challenge for the country in 2016 will be to create conditions conducive to real industrialization. Emergence is inconceivable without a viable industrial sector.
We have substantial agricultural, mining, tourist, cultural and human resources. They constitute a huge growth potential for our country.
I have instructed the Government to accelerate the creation of conditions necessary for our country’s industrialization.
Such pre-requisites are:
availability of adequate and permanent energy supply;
modernization of our agriculture and processing of its production;
exploitation and processing of mineral resources;
constant improvement of the business climate to attract more investors;
mobilization of the required financing; and
development of communication and telecommunication infrastructure.
Concerning the last domain, we must rapidly bridge the digital economy development gap. This is a genuine growth driver as well as a niche for new jobs for our youth. We should make the most of it.
In its organization, the Government will give this sector all the attention it deserves.
My Dear Compatriots,
The task is huge, and the projects are numerous. But, I firmly believe that we can take a great leap forward.
We have the wherewithal.
Through the determination and patriotic commitment of each and every one, I am convinced that we can meet the challenge, in the interests of all.
We should not miss out on this decisive turning point.
The Administration is a vital national instrument at the service of the State and the general interest.  Yet, it is often blamed by its users and by our development partners.
The recent conclusions of the IMF evaluation mission to our country, the respective reports of the latest Doing Business and Cameroon Investment Forum or CONAC are good examples in this regard.
Our Administration should remain a prime mover of progress. I will personally follow this up.

The challenges ahead are daunting. With the commitment of all, we can meet them.
I trust the calibre of people who abound in our country...

Nigerian Lawmakers to Get New 496 Cars

Members of the National Assembly made up of the Senate and House of Representatives are enjoying life as they await stock of new 496 cars even as many Nigerians complain of the hard economy.

Four months after senators were given N8m naira each for car loans in August this year, it has been revealed that the senators and house of representative members will receive an additional 496 new cars all at the expense of taxpayers.
 According to Daily Trust, during the 7th Senate, the senators used Prado jeeps but this time around, they have opted for more expensive cars. Throwing more light on this, Senate spokesperson, Senator Aliyu Sabi Abdullahi said the cars are for committee use. However, it was exclusive gathered that the senators will get a car each.
 It was also gathered that during the 7th Senate, the cars acquired for the committees were sold to the senators at N1m.
 “To the best of my knowledge the cars we used at the 7th Senate were monetised to us, I think, at N1m each and the money was deducted from our severance package,” a senator who benefitted said.
 He also confirmed receipt of the vehicle loan in August, saying, “we were given three allowances in August and they are car loan, housing and furniture allowances, all amounting to N18m”.
 At the House of Representatives, a source revealed that in line with the tradition of the House, vehicles would be bought for members to use for committee assignments. Even during the immediate past 7th House, the 360 lawmakers got a Camry XL car each, which our source said was bought at the sum of about N12 million, including insurance.
 Our source said:  “yes, we learnt they want to do the same thing that was done during the last Assembly, where each member got a car, but they said it was for committee activities.”
 The source said the Camry XL cars purchased for members during the last Assembly were monetized at the end of their tenure in June and the money was deducted from their severance packages, while few members opted not to buy the cars.
 “Initially, they valued the cars at N1.750 million, but members protested, because most of the cars were not in good shape. In the end, they settled at N900, 000, so those of us who wanted to go with our own applied, and they deducted it from our severance, while a few members returned their own,” the source said.
 But House spokesman Rep Abdulrazak Namdas (APC, Adamawa) said although leadership of the lower chamber plans to purchase cars to aid members during committees’ oversights, they were yet to reach a decision on the number and the brand of cars to buy.
 “There’s no doubt that we’ll buy cars, but they will be for committee use. We haven’t decided on any brand or units to buy yet until we see our 2016 budget. We don’t want to do anything that cannot be realised at the end of the day,” he said.
 Namdas said already, management of the National Assembly had advertised that it would purchase television sets, computers and photocopiers for lawmakers’ use.
“We want to have a transparent process based on the Procurement Act,” he said, adding that all the principal officers were completely excluded from the deal in order for the management staff to do their work. Asked if there is any plan to purchase new vehicles for Speaker Yakubu Dogara and his deputy Yussuf Suleimon Lasun, the House spokesman said he was not aware of any such thing.
 However, the Executive Director of the Civil Society Legislative Advocacy Centre (CISLAC) Auwal Musa Rafsanjani said as far as he was concerned, the vehicles were being bought for fun and not for any committee work. He said for them, it is part of the process of “sharing national cake” that Nigerian politicians are known for, saying “it is all largess,” describing it as a fraud.
 “Agreed there should be a car for every committee, but to buy a vehicle for every member out of the 360 legislators in the name of committee work is wrong.  It’s all as a result of lack of transparency and accountability in the management of public funds,” he said.
 
Rafsanjani said so long as committees would be encouraged to do their work diligently and be provided with relevant facilities to aid oversight, individual lawmakers should only be given car loans, which they would repay before the end of their tenure.
 “In other parliaments that I personally visited around the world, there’s nothing like vehicles for individual legislators to go for committee work. They only provide them with facilities where necessary, why should our own be different?” he said.
 On auctioning the vehicles to the lawmakers at the end of their 4-year tenure, Rafsanjani insisted “it is a fraud” since they were given car loans from the beginning of their tenure. The CISLAC director also said that even the oversight being carried out by lawmakers was just to “intimidate and harass government agencies” into succumbing to the demands of the legislators.
 “Oversight is supposed to be for corrective measures, but that is not what they do. They only use it to intimidate and harass agencies, although I’m sure there won’t be any loose fund for agencies to be giving them under this administration.
 “Most of the legislators don’t even understand what oversight is because they’re new. The committees themselves are not independent, so how do you expect them to perform their functions effective. So, for me, there should be a complete overhaul of the legislative work in Nigeria so that the legislators will understand what they are elected to do,” he said.
