The Rise and Fall of Ama Tutu Muna

Born on July 17, 1960 in Limbe, in the Southwest Province, she was the only English speaking female cabinet minister of the North west in the predominantly male cabinet. A linguist by training, Ama's curriculum vitae indicates that she is a holder of a Certificate in Translation obtained from the University Of Montreal, Canada, in 1983.
Ama Tutu Muna became the new person in Momo politics in the late 90s when she revamped the Mbengwi Abi Fall Sub Section of the CPDM. Her successes led to the putting in place of the Mbengwi Women Cooperative that became her spring board in politics. Ama Tutu Muna suddenly became the most influential CPDM political figure in Momo when she staged the most successful sub section conference that witnessed the presence key personalities like Ismael Bidoung Mkpat and late Ateba Ayene.
Ama has had the passion of becoming a successful woman entrepreneur with the FEMI Construction and especially when she constructed the Bamenda High Court. She was able to connect with poverty sickened people as champion and founder of FEMI Construction. Ama Tutu Muna also enjoyed a list of accomplishments to her accolades. She crowned Yaah Yefon by the Fon of Nso and Mafor by Meta Fons.
As it is not enough, President Biya appointed Ama on December 8, 2004 to work under Luc Magloire Mbarga Atangana, the then Minister of Commerce as the Secretary of State in charge of Commerce. After her appointment, she made successful strides and revamped the CPDM in Momo Division. She also created the North West Women Forum-NOWEFF. She also received several national awards. Ama entered into records as the first female minister from the North West Region. Her homecoming in Mbengwi was a come and see.
In 2007, Ama was appointed as Minister of Arts and Culture. Apparently Ama’s love for the 'Kaba Ngondo' fashion and love of culture expect her to go beyond what can be deduced from her manner of dressing. But with all these knacks, where did she go wrong?  There is a matrix of factors that led to her downfall. They range from her myopic decisions to the voracious people whom she was surrounded with. Most of the people she entrusted sensitive activities on them were just there to satisfy their ego of self-enrichment.
Her choice of collaborators and direct involvement in the management of authors’ rights was a goof. She also preferred political allies who could not bring innovative ideas and musicians were aghast.
Ama Tutu Muna was not visionary. She had no sense of direction as to where she wanted to take the artists and musicians to. She concentrated all her efforts in fighting musicians who criticized her. And her policies were short-lived given that there was division amongst artists and musicians. This created animosity among the artists especially those who did not benefit anything. Despite all these problems, Ama was often found in places distributing support to musicians who adhere to her dictates and above all, created structures that died overnight. It is not yet clear whether before her appointment as Minister of Culture; she had already learned to cope with the cultural demands of such positions. The hard work and efficiency that have continued to be the qualities that defined her in her former post disappeared.
The Transfer of NW artifacts
On the instruction of Ama Muna, artifacts of 300 to 400 years old previously at the North West Regional museum were transferred to the National Meseum in Yaounde on drummed up claims that they were not secured in Bamenda. The transfer angered Northwest fons to the point that they were threatening to stage a protest march to the nation capital. North West Fons Union expressed disgust over the decision by Arts and Culture minister. “Yet, on June 8, 2014 Mafor Yefon Ama Tutu Muna told CRTV Cameroon Calling that she ordered for the artifacts to be transferred to Yaounde as a solution given that these artifacts were not well taken care of. She claimed that the artifacts shall be brought back in the nearest future but could not say when. In the desperate attempt to clear the air, Arts and Culture minister said “what happened was that the artifacts were removed from the regional museum and stocked somewhere in the delegation. They are objects of 300 to 400 years”. She said the artifacts were not properly kept and that there are about 4000 to 6000 objects. “Who says they are not safe here? Have they come to inspect where the museum is? Before you begin to say something is not safe, have you come to the ministry to verify?”.
SOCAM, CMC Saga
The brouhaha between Arts and Culture Minister Ama Tutu Muna, and ace Cameroonian born musician Ndedi Eyango is seemingly a partial antidote to her failure. Purportedly, Ndedi Eyango had also vowed that the matter was yet from over. It should be recalled that Ndedi Eyango was voted Board chair of SOCAM in November but on December 23, 2013, Ama Muna signed a decision in which she declared Ndedi Eyango was not a Cameroonian. Yet, Ndedi Eyango hammered that Ama Tutu Muna did not have the loco standi on his nationality. Minister Ama Muna went ahead to set up a normalization Committee headed by San Fan Thomas. This act resulted to a split among musicians. It should be recalled that CMC had taken Ama to court as well on what observers say may have contributed for a sacking. The crisis started on May 2008 when the Cameroon Music Corporation (CMC) board of copyright was stripped of its accreditation. It should be recalled that CMC orchestrated a legal battle that ended with a decision by the Supreme Court restoring its rights. Minister Ama Muna refused to submit to the decision of the Supreme Court and created Socam. SOCAM was dissolved in December 2013 following a series of injunctions. Later, the Prime Minister created an Ad Hoc Committee to bring order in the music sector.
Insubordination
The altercation and identity crisis between Prime Minister, Head of Government Yang Philemon and Minister of Arts and Culture, Ama Tutu Muna over the creation of a new author’s rights structure is said to be the final nail that dismissed Ama from government. On May 22, 2015 the Prime Ministry signed a communiqué giving Ama Muna 48 hrs to dissolve the newly created structure, SOCACIM. That decision also rendered null and void the license issued by Arts and Culture minister, Ama Tutu Muna.  Ama Muna was accused of violating the dispositions of Article 75 of Law No 2000/11 of December 2000 on authors and neigbours’ rights as well as Article 20 of Decree No 2001/956/PM of November 1, 2001. More so, Minister Ama Muna is also said to have disrespected the dispositions on general instructions as well as Code No 002 of 1st October 2002, on the organization of government work.
The issue exploded on April 28, 2015 when Ama Tutu Muna took some artists to her Mbengwi constituency where she imposed the creation of SOCACIM. It is even alleged that she used all the means available to hoodwink musicians to adopt her idea.  She had spent hundreds of millions of taxpayers money and when the PM stepped in and ordered that she should wait for the report of the Commission, Ama Muna went ahead to announce over the airwaves of the national station that SOCACIM was granted the license to operate. Classified sources say Ama Muna may appear in front of the Special Criminal Court in relation to copyrights management from December 2007 up to December 2014. She will have it hot for not respecting first the Supreme Court ruling on CMC, before a review is done on her running of SOCAM saga. She may not be directly implicated but yet could have to waste her time appearing before the courts for giving trust to collaborators who were egoistic and wanted only to enrich themselves….  
Besides, the idea of Ama bouncing back like Agbor Tabi is not completely ruled out. (a suivre)

SCAPO Chairman (Dr. Kevin Gumne) Dies Abroad

Dr. Kevin Gumne
The death has been announced of Dr. Ngwang Kevin Gumne. He was the Chairman of the Southern Cameroons Peoples’ Organisation (SCAPO). According to what we gathered Dr. Gumne died in the United Kingdom on October 3, 2015 at the age of 80.

He would be remembered for his incessant fight for the liberation of Southern Cameroons. Impressionists say the man was an iroko tree. He was a political activist, freedom fighter and fought so hard for the improvement of the lives of others whose rights were unjustly trampled upon. Dr. Gumne was the President of SCAPO and which sued La Republique du Cameroun in an African Union court in Banjul asking it to grant Southern Cameroonians independence.  Dr. Ngumne is death but his legacy stands out especially at this point in time that the Southern Cameroons People’s Organization has been transformed into a political party, known as the Southern Cameroons Party. Paris Customs Officials Seizes 115 Live Scorpions Hidden in Shipment from Cameroon


A batch of 69 of the large, black creatures were discovered in boxes containing centipedes as French officials nab shipment from African country, Cameroun.
Customs officers at Charles De Gaulle airport in Paris are said to have seized 115 live scorpions hidden in two shipments which had come from Cameroon and were bound for the US, the Associated Press news agency reports.
A batch of 69 of the large, black creatures were discovered in boxes containing centipedes; the rest were in plastic cups.
Officials say they were being posted to an individual in the US who is known to sell scorpions and other protected species on the internet.

10 Reasons Why Diezani Alison-Madueke Must Be Sent to Jail


A public affairs analyst, Churchill Okonkwo writes on strong reasons why the former Minister of Petroleum, Diezani Alison Madueke should be prosecuted and jailed on allegations of misappropriate and embezzlement of public funds.

Diezani MUST go to prison so that dirty deals in the oil sector exposed by the Ribadu Report in 2012 but quickly buried by the corrupt administration of Goodluck Jonathan can be resurrected and offenders severely punished.
To say that corruption under Goodluck Jonathan exceeded epidemic level is an understatement. Under Jonathan’s Presidency, we witnessed an unprecedented level of reckless acts of corruption. It was thus not surprising that a 72-year-old former dictator-General Muhamadu Buhari (GMB)- capitalized on this singular factor to win a historic presidential election with the slogan of change.
You can now understand why those of us that voted for the General way back in 2003 (knowing fully well that he was not going to win) are tickled with this victory. Though we are thrilled, we are also cautiously optimistic, conscious of the fact that tackling corruption in this present Nigeria is a tall order. However, we are confident that the right steps can and should be taken to reduce it significantly. Here are a few fundamental ideas that if implemented, can by their very nature, curb corruption. personal character and leadership by example which we have in GMB.
The second crucial element is the need to set example to deter will be offenders from engaging in corrupt acts. And what better way is there to do that than sending the symbol of corruption in Nigeria in the past 4 years- Diezani – to prison. Below are ten good reasons why the beautiful bride and amazon of corruption in Jonathan’s administration – Diezani – must go to prison.

1. For the light of the fight against corruption to be turned on in the dark alleys of NNPC and the “fake” deregulation of the downstream oil sector aka “oil subsidy”, Diezani Alison-Madueke MUST go to prison. Releasing the $20 billion audit report will not only send Diezani to prison but will also expose the public officials behind the unaccounted SURE-P’s N1.8 trillion and send them to prison as well. Also, sending Diezani to prison means that Femi Otedola and Farouk Lawan can be made to account for the over $3m fuel scam ‘bribe’.

2. Diezani MUST also go to prison so that the likes of Tinubu and Rotimi Amaechi and all the crooks in APC that sponsored Buhari’s campaign can be made to account for their stewardship in public office. Sending Diezani to prison will also deter them from engaging id corrupt acts under GMB.

3. If Diezani is sent to prison, the $1.1 billion paid to the London account of Malabu Oil and Gas by Goodluck Jonathan can be recovered and Dan Etete and Sani Abacha’s son, Mohammed sent to prison

4. Diezani MUST go to prison so that corrupt former Head of State Abdulsalami Abubakar can be made to account for $3 Billion he squandered in 6 month. The same man is now parading himself as a “statesman”, “peace maker” and broker for Diezani in a attempt to shield her from prosecution

5. Diezani MUST go to prison so that Nigerian Police Force, Immigrations, Customs and SSS can be reformed. Marilyn Ogar, the spokesperson for Nigeria’s secret police must be punished for the N15 million worth of kerosene she got from PPMC for going after the opposition APC. Mind you, this is not witch-hunting, but the only way the Police IG under Buhari can be discouraged form allowing him/her self to be used by politicians against perceived PDP “trouble makers”.

Diezani MUST go to prison so that the Resident Electoral Commissioners in Katsina, Sokoto, Brono, Rivers, Delta and Akwa Ibom can go to jail for conniving with politicians to rig the last general election

7. Diezani MUST go to prison so that Stella Oduah can go to prison over the purchase of N225 million naira bulletproof car. The report on that scandal should also be made public so that the conspirators and collaborators in the aviation ministry and Coscharis can also go to prison.

8. Diezani MUST go to prison so that dirty deals in the oil sector exposed by the Ribadu Report in 2012 but quickly buried by the corrupt administration of Goodluck Jonathan can be resurrected and offenders severely punished.

9. If Diezani goes to prison, the foreign and local oil companies that induce and bribe public official for favorable contracts in Nigeria will be prosecuted and if convicted go to prison

10. Diezani MUST go to prison so that the cases of former governors (now distinguished senators) that has been ongoing for “eternity” can be expedited and offenders convicted and jailed.

ICCP, EFCC, or whatever name(s) they are given should be re-organization and re-engineering as a matter of urgency. Our courts have been sending petty thieves to jail every day. So, it’s not a case of judicial system. Rather, it is a case of corrupt Chief Judges, Attorney General, and judges bribed to stupor that they turn a blind eye. What is called for now is radical reform of our judiciary by appointment of judicial activists with the integrity, clean hands and guts to send their colleagues to prison for aiding corrupt public officials. That in my interpretation of the change Nigerians voted for.
Talking about keeping the government clean, I learned from the Singapore experience that it is easy to start off with moral standards, strong conviction and determination to bid down corruption. But it is difficult to live to these good intentions unless the leaders are strong and determined enough to deal with all transgressors and without exception. Tinubu and Rotimi Amaechi in particular MUST therefore, not be spared.
Finally, my message to the GMB is that we the people are watching his actions and inactions as he starts the difficult journey of delivering the much needed change. The fight against corruption should be hit by an earthquake-like jerk. A group of activist prosecutors with proven record of sending the corrupt to prison must be assembled to go after the symbols of corruption in NNPC, Ministries, Nigerian Customs, Internal Revenue, Ports, and Governors etc. Heads must be made to roll. That is the only way to mark the true beginning of the beginning in the fight against corruption in Nigeria

Former Petroleum Minister, Diezani Alison-Madueke Arrested in London


It has been exclusively and authoritatively reported that Nigeria's former Petroleum minister, Diezani Alison-Madueke, has been arrested by the UK National Crime Agency.

According to an exclusive report on Premium Times, the immediate past Minister of Petroleum Resources, Diezani Alison-Madueke, was today, 2nd October, arrested in the UK by the National Crime Agency.
She was arrested alongside four other people by the British law enforcement agency. The identities of the four other people arrested along with her could not be immediately ascertained.
The former minister, who was one of the most powerful officials of the President Goodluck Jonathan administration, was arrested for offences related to bribery and corruption being investigated by the UK National Crime Agency.
Two top British officials in London have however confirmed the development to Premium Times. They requested not to be named because they have no permission to speak on the issue.
The British High Commission in Nigeria confirmed that some arrests were made Friday but declined to disclose the identities of those involved.
Press and Public Affairs Officer, Joseph Abuku, disclosed to Premium Times; "This morning, five people between the ages of 21 and 60 were arrested on suspicion of bribery and corruption offences. The crimes are being investigated by the National Crime Agency.
The National Crime Agency does not confirm identity at arrest nor provide information that could be used to corroborate the identity of an arrested individual."
President Muhammadu Buhari had on September 27 hinted that those who misappropriated billions of naira belonging to Nigeria’s state oil company NNPC, would soon be prosecuted.
Mrs. Alison-Madueke, accused of several corrupt dealings, has stayed away from Nigeria since Mr. Buhari was sworn-in as president.
 It is not clear whether the former minister was arrested based on request from the Nigerian government.

Meet Elung Paul Che, The Newly Appointed Minister Delegate in the Ministry of Finance


Elung Paul Che, formerly General Manager of Hydrocarbon Prices Stabilization Fund-CSPH is the first Anglophone to be appointed minister delegate in the Ministry of finance.

But since life as they say is a race and at birth everyone is at the starting block, Elung Paul Che’s appointment has confirmed it. This is so because the world is made up of three categories of people; those who fold their arms and see things happen, those who wait for things to happen to them, and those who work hard for thing to happen to them and others. 
However, those on whom society relies are those who make things happen to themselves and others. This category of persons is the role models. What is so interesting about role models is that they use their God given talent to influence the growth and development of society. Without role models, life would have no meaning to a larger segment of the population given that some people would never leave the starting block of life. But role models give them the inspiration and meaning to life and why they too have their own words. While some people would give meaning to life to others for self aggrandizement, role models do so to support God’s work on earth. They are those who believe that anything worth doing should be done well. They do just the right things and people copy from them.
The Anglophone community of late has been full with role models of all walks of life. This has not occurred as an accident but relentless efforts by some Anglophone role models to pull others from the rubles and give meaning to what they do. They are those who would make a significant contribution for Cameroon to emerge by 2035. Of this new breed that many look up is Elung Paul Che, formerly the General Manager of Hydrocarbon Prices Stabilization Fund-CSPH until his appointment today as Minister Delegate in the Ministry of Finance.A role Model par excellence.
If management skills were to be measured by impact, Elung Paul Che would be described as a role model given that his appealingly skills on the hinges of a weighing machine would tell the story of a nation builder. And if leadership as they say is a career committed to solving societal problems, Elung Paul Che therefore is a gargantuan problem solver.
And he has been fairly rewarded for his management and leadership skills in nation building.  But since nature demands that everyone who exudes excellence in the line of duty deserves a pat on the back or some prizes for making the difference, Elung Paul has enjoyed some good romance with glittering accolades for his leadership qualities. In his present position as the General Manager of the Hydrocarbon Prices Stabilization Fund (CSPH) his management skills have influenced to excellently empower a new generation. He is one that always takes the lead and receives the support of others.

Who is Elung Paul?
Elung Paul Che hails from Kupe Muanenguba in the South West Region. After a brilliant primary education the quest for more knowledge took him to Government Secondary School Nyasoso. In 1985, he obtained the General Certificate of Education (O level) in flying colours. His brilliant results in the GCE O level took him to the doorsteps of the renowned Cameroon College of Arts, Science and Technology-CCAST Bambili and while at CCAST, he opted for A1 where he studied Literature, History and French. After the Advanced Level certificate, Elung Paul Che registered in the then University of Yaounde in the Faculty of Laws and Economic Sciences. After three years, he obtained an LLB in Public Law and immediately proceeded to do a post graduate diploma (Maitrise) course and later the “Diplome des Etudes Approfondies-DEA. Yet, Paul still had the burning desire for more knowledge which led him to enrolling for a PHD (Doctorat) in Public Law. Being a very intelligent young man, Elung wrote and passed the entrance into the prestigious National School of Administration and Magistracy-ENAM where he enrolled in the treasury section of the administration department. The most interesting thing is that Elung graduated as one of the best students of his batch. After a successful professional life in the treasury, Elung Paul proceeded to Harvard University-USA where he took a Master’s degree in Administration and Public Policy with emphasis on Finance and Development Policy. 

Proficient Career
Today’s glories, they say are the products of yesterday’s planning. Thus tomorrow’s better days are also the product of today’s planning. But do people ever plan for tomorrow? Most people do not, relaying on the adage that let tomorrow take care of itself. This is however a defeatist nature by those who are weak. That is why those who adopt this do not excel in life. But those who do are always able to draw a line from one cause to effect. This is certainly so because development has become a singsong on every lip and modern technology has placed humanity on a fast line. But on this fast line, many do falter especially the managers of public corporations.
Anyone who has never seen excellence incarnated in one person should go for Elung Paul Che. He is a good example of a perfectly organized individual. He is smart, intelligent, gentle, accommodating, sociable and agreeably very generous man. Anybody who comes across him for the first time is immediately taken away by his humble nature and personality. His attractive built is complimented by his soft spoken nature and multifaceted personality. And underneath his soft nature lies his intelligence. His intervention in any conversation is imbued with the wisdom of King Solomon. But most importantly, Elung Paul is a refined administrator. He required them very early in life reasons why when he wants to listen, he gives the ear and when he wants to give an advice, he does it well.
When Elung started working in the treasury department after ENAM, his workaholic nature was indicative of his climbing the professional ladder. That was why he was constantly promoted.
He served in the following position. Paymaster general in Bamenda and Buea, director of treasury, director general of treasury,, auditor at the bank of Central African States-BEAC, Commissioner at COBAC, Commissioner at the financial markets commission BEAC, member of the audit committee of BEAC, focal point of the reform of the payment system in the CEMAC and presently the General Manager of CSPH. It was not surprising when he became the first Anglophone to be appointed to head a petroleum company. Previously, Anglophone pioneer director general of treasury, financial and monetary cooperation at the then ministry of finance and budget. He is therefore the first Southern Cameroonian since reunification in 1961 to occupy such a prestigious position. Although many considered the appointment to be a summon for him to play his role as a role model, the assertion for him pulling along with him many Anglophones is extremely positive. The truth is that Elung Paul has and continues to make a significant towards nation building. When he was dropped from the post of Director General and kept in the cold, elements of darkness thought they had destroyed the lone Anglophone luminary yet it came to past that the sky is his limit. He is a man of faith and principle. But Elung remains a man whose quest for knowledge is unending, the lavender many have always equipped him to be. At CSPH recently, the board chairman Luc Magloire Mbarga Atangana confirmed at his installation that Elung has the profile for the top job.

Innovative GM

Life, they say is a combination of trials and tribulations but great people look beyond trials and tribulations. They look beyond the horizon that appears to be the end of the world and see other opportunities that nobody imagines can exist. And their interested act of dreaming, acting and realizing the dreams have positive multiplier effect on society. This is because they are born with talent and to make things happen, they combine talent with hard work and determination. The very essence of development that is needed to have vision since you can’t blow an uncertain trumpet. Nevertheless, innovation distinguishes between a great manager and a charlatan. On May 3, 2015, Elung Paul Che will clock two years at the helm of CSPH. Many changes have occurred. According hints, the structure has been transformed into a beehive of activities. It is alleged that workers have been more productive than ever before. They are inspired by the workaholic nature of their boss. The routine is that documents that are meant to be treated today are not taken over for tomorrow. Transparency in the management of company’s resources have been intensified given that all financial transactions at CSPH are carried out only through the bank and not checques as was the case before. Barely two years in office, there is no gainsaying that CSPH will make significant contribution towards an emerging Cameroon.

Hajj Stampede: Cameroon Dead Toll Rises to Over 40


The number of Cameroonian pilgrims who died in the stampede during the Hajj last Thursday in Mina, stands at 42, according to a report issued Wednesday by the General Consul in Jeddah, Issa Oumarou and quoted by the state-owned daily paper Cameroon Tribune.
“The death toll has risen in a dramatic manner,” the diplomat said in a phone interview with the paper, adding that 55 other pilgrims are currently unaccounted for while one of them is detained in a hospital in Saudi Arabia.
Oumarou Issa also said that searches were underway on the ground to find possible survivors while crisis meetings are held every evening to take stock of the situation.y
In a late Friday statement the minister of Territorial Administration and Chairman of the National Commission of Hajj, Rene Emmanuel Sadi declared 21 the number of Cameroonian pilgrims killed in the incident.
The Cameroonian government has also assured that further details will be released later by the Communication minister. Some 4,500 Cameroonians performed the Hajj in Mecca as one of the five pillars of Islam.

Breaking: President Buhari Appoints Sself as Petroleum Minister

If the reports making rounds on the social media are to go by, President Muhammadu Buhari may have reserved the position of the Minister of petroleum for himself in his bid to clean up the ministry.
As the nation awaits President Muhammadu Buhari’s ministerial list, the President on Tuesday said he would head the Ministry of Petroleum Resources.
President Buhari, while addressing selected reporters in New York on Tuesday, after addressing a Global Leaders’ Summit on Countering ISIL and Violent Extremism, said that he will remain the Minister of Petroleum.
He said the step is being taken as part of efforts to sanitise Nigeria’s oil industry which is said to be plagued by corruption, massive fraud, and crude oil theft.
Buari said,“I will remain Minister of Petroleum.  “I will appoint a minister of State for Petroleum”.
Buhari restated his determination to sanitise Nigeria’s oil industry and free it from corruption and create more transparency.
He said that his first step in sanitizing the petroleum sector has already begun with the appointment of a new management for the NNPC and said that the prosecution of those who misappropriated NNPC’s funds is already in the works.
Buhari, who took office at the end of May promising to fight corruption, has made it clear he wants to overhaul the oil sector in Africa’s biggest economy, which provides the government with about 70% of its revenue.

Boko Haram, Corruption & More: Read What President Buhari Told United Nations

Observing that corruption, cross-border financial crimes, cyber crimes and human trafficking are major challenges of the 21st century which the international community must work collectively to overcome, Read President Buhari's UN Speech.
Addressing world leaders at the 70th General Assembly of the United Nations yesterday in New York, President Muhammadu Buhari has called on the international community to urgently redouble its efforts to strengthen mechanisms for dismantling safe havens for proceeds of corruption, urging his counterparts to do more to return stolen funds and assets to their countries of origin.
 The President reaffirmed his administration's determination to frontally confront the twin evils of corruption and illicit financial outflows, as he observes that corruption, cross-border financial crimes, cyber crimes and human trafficking are major challenges of the 21st century which the international community must work collectively to overcome.
 "By any consideration, corruption and cross-border financial crimes are impediments to development, economic growth, and the realization of the well-being of citizens across the globe.
In particular, I call upon the global community to urgently redouble efforts towards strengthening the mechanisms for dismantling safe havens for proceeds of corruption and ensuring the return of stolen funds and assets to their countries of origin," he said.
 President Buhari also proposed the adoption of peace as a seventh essential element of the Sustainable Development Goals adopted last Friday by world leaders in New York.
 "The Secretary-General has grouped the SDGs into what he calls six 'essential elements' namely: Dignity, Prosperity, Justice, Partnership, Planet and People. As a prerequisite to these and as we look at history and remember the terrible events that gave rise to the birth of the United Nations in 1945, I would like to propose a seventh: PEACE."
 He asserted that peace is close to the hearts of Nigerians, as the nation is in the front line in the war on terror from Boko Haram’s islamic sect.
"This is a war between progress and chaos; between democracy and the rule of law. Boko Haram celebrates violence against the weak and the innocent and deplorably, they hide behind their perverted interpretation of Islam. Boko Haram is as far away from Islam as anyone can think of."
 The President assured the global community that his administration was doing all within its powers to quickly overcome the challenge of terrorism and insecurity.
 "The new Nigerian Government which I have the honour to head, moved with dispatch to put in a bold and robust strategy to defeat Boko Haram. Nigeria and her neighbours Cameroon, Chad and Niger plus Benin are working together to face this common threat within the regional framework of the Lake Chad Basin Commission.
We have established a multinational joint task force to confront, degrade and defeat Boko Haram. We have driven them away from many of their strongholds, killed or captured many of their operatives or commanders and freed several hundreds of hostages." 
 The President reassured the international community that rescuing the Chibok girls remains one of the major objectives of his administration.
 "We are working round the clock to ensure their safety and eventual reunion with their families. The girls are constantly on our minds and in our plans." 
 President Buhari also condemned the new and dangerous dimension which human trafficking has assumed in the world.
 "We condemn in the strongest terms these people traffickers and will support any measures to apprehend and bring them to justice."
 Reminding the global assembly that peaceful co-existence and self-determination were among the key principles that led to the establishment of the United Nations, President Buhari called for the urgent resolution of the question of self-determination for the people of Palestine and Western Sahara.
 "The international community has come to pin its hopes on resolving the Palestinian issue through the two – states solution which recognizes the legitimate right of each state to exist in peace and security.
"The world has no more excuses or reasons to delay the implementation of the long list of Security Council resolutions on this question. Neither do we have the moral right to deny any people their freedom or condemn them indefinitely to occupation and blockade," Buhari added.

Wum Council Public Hearing: Dighambong Anthony Hailed for Innovative Ideas

The population of Wum council area has applauded Dighambong Anthony Mvo for transforming lives in the municipality. The mayor of Wum, Dighambong Anthony was hailed during a Public Hearing that took place in the Conference Hall that council on September 30, 2015. Speaking at the groundbreaking event, the Senior Divisional Officer for Menchum Emvoutou Bita Benoit William congratulated the council executive for instilling governance in its approach to reach out to the population. This, the Senior Divisional added is a step to building a solid base for transparency and accountability.

Welcoming participants Dighambong Anthony said the Public Hearing is intended “seek ways of having continuous meaningful dialogue with all major stakeholders in the municipality, in order to keep improving livelihood of the citizens” of the municipality. To Dighambong, the council session will serve as a springboard for representatives of major stakeholders in the municipality to air their worries as well as make proposals. Coming barely two months to the 2016 budgetary session, Dighambong Anthony called on all the stakeholders to make reasonable contributions that will go a long way to impact lives positively in the municipality. “As we prepare for our budget session in less than two months from now, your earnest proposals would enable us put in place a memorable and realistic budget in the 2016 financial year. We cannot do all, your criticisms at times do build us, for I know for sure that some people will always throw stones on our path. It depends on what we make with them, a wall or a bridge?” The forum of ideas brought together administrative heads, traditional rulers, leaders of development associations, NGOs, religious leaders, leaders of youth groups and community based organizations.

Some of the pertinent issues raised by stakeholders included amongst others the lack of public toilet at the Wum council market, need for community work on the Befang-Wum stretch of the Bamenda ring road, the consumption of locally made produce, the palace rehabilitation programme etc. Stakeholders also debated on the various strategies to protect the small patches of forests in the municipality given the looming threats of climate change. Reacting to the problems raised by stakeholders, Dighambong Anthony said that the process embark on the filling on potholes on the bad spots of the ring road is underway. According to the mayor, Wum council has already made available its contribution which stands at 600.000 FCFA. On the rehabilitation palaces, the mayor revealed that the council has earmarked FCFA 1million for the rehabilitation of the Aghem palace.  The tailor’s union, barber’s union and hairdressers union decried that they may soon go out of business due to heavy taxes. Reacting to the worries raised by business partners, the Chief of Taxation explained procedures involved and added that it is from the taxes that the municipality will be able to carryout development projects.
The council police also decried that the administration is form of violating municipal orders especially the parking orders. Wum council was also asked to earmark support for people with disability living in the municipality given that they too have their needs. While the population was eager for OIC to open its doors so that youths could be empowered in various trades. This would help stimulate grow and new orientations in the municipality.
One of the major highlights was the internship report by some students of IRIC whose contributions in data collection and updating of the council internet site were applauded by everyone.

CPJ Hosts Press Conference for Journalists Convicted in Absentia in Egypt


On September 29, CPJ hosted a press conference in its New York offices for three journalists--Peter Greste, Dominic Kane, and Sue Turton--who have been convicted in absentia in Egypt. Joel Simon, CPJ's executive director, introduced the journalists and spoke about the threats local and international journalists face in the country.
In the press conference, Greste, Kane, and Turton called on President Abdel Fattah el-Sisi to pardon them and expressed solidarity with other members of the press who have been charged by the Egyptian government.
Kane and Turton said they fear being extradited to Egypt if they travel and that the convictions have made it difficult for them to work. "Once I was released from prison, I thought I was going to be free," Greste told journalists at the press conference. "It turns out that I'm not. I still have this conviction and all of its consequences hanging over my head."
On September 23, el-Sisi pardoned more than 100 individuals, including Al-Jazeera journalists Baher Mohamed and Mohamed Fahmy. Greste was not on the list. Neither was Kane or Turton.
A few days later, the president told The Associated Press that he was open to pardoning journalists who had been convicted in absentia. At least 18 journalists are behind bars in Egypt in relation to their work, CPJ research shows. At least 12 journalists have been convicted in absentia in the country, whose cases Sherif Mansour, CPJ's Middle East and North Africa program coordinator, documented in a blog published after the press conference.

The Associated Press also published a story about it, which was picked up by The New York Times.
Earlier that day, Greste, Kane, and Turton attended CPJ's Leadership Council meeting, where they met and spoke with a group of CPJ's key supporters and friends. The meeting was also attended by Ali Rezaian, the brother of Jason Rezaian, a Washington Post journalist who has been imprisoned in Iran since July 2014.
In April 2015, The New York Times reported that Rezaian had been formally charged with four crimes, including espionage. His lawyer said that his case file presents no evidence to justify the charges. On the one-year anniversary of Rezaian's imprisonment, CPJ's board members wrote a letter to the head of the Iranian judiciary, Ayatollah Sadeq Larijani, asking him to intervene in his case.

NUL 40th Graduation: Bravo "Ma Meilleure Amie"-Lomile Ramakatsa

Rudyard Kipling once said that “if you can keep your head when all around you are losing theirs and if you can meet with triumph and disaster and treat the two the same, yours is earth and everything that is in it”.  There is no doubt that Kipling had in mind the success story of  the brilliant young girls who have stood the taste of time to accomplish their dreams. Rudyard Kipling surely had this inspiration from the obstacles and barriers young girls repeatedly defeat to get to prominence especially in a masculine dominated world.

This inspiration ties with "Mon meilleur ami" (My best Friend) an Italian movie which explores the challenges of friendship and the challenges we seek to attain to reach life-goals. I like this movie because the main character in it Francois had only 10 days to learn about the "three S's" in life – that is being sociable, committed and genuine.
In fact life is like a blanket because once you pull it up, your toes rebel, you haul it down and shivers meander about your shoulder; but cheerful people manage to draw their knees up and pass a very comfortable night in it says Marion Howard. If you are looking for someone has been able to draw her knees up and had passed comfortable nights in her blanket, I know one. Her name is Lomile Ramakatsa. Her intelligence is a historical object. I feel she is going to be the most trusted teacher of the 2,160 graduands of last September 26, 2015 (40th graduation ceremony) from the National University of Lesotho-NUL. After

spending four years without pulling or hauling the blanket of books, Lomile entered into records last weekend as she bags a
Bachelor of Education (in English Language and English Literature). Nothing defines a gentle lady than her dedication to accomplish something. She has always admired Ph.D holders and she is now inspired to be one.  That she graduated from NUL last Saturday September 26th in flying colours was thus not surprising to those who know of what stuff she is made.
What is important about this young and talented female young graduate is that her brain is a relic which makes her a webster. She falls within the ranks of the new breed of young women born with extra abilities to surmount all sorts of barrier to emerge successful. If we go by Albert Einstein who declared that genius is 1/10 inspiration and 9/10 perspiration, Lomile Ramakatsa is a genius. This means that for somebody to be termed a genius that person must be a workaholic. In this light, Lomile merits to be mentioned first among women celebrities if not the story of women who young girl look up to as role models will remain unfinished. What inescapably catches your attention when you first meet Lomile is her striking elegance. Being a gentle woman of the modern generation, she knows only too well what good, attractive outfit does to polish a teacher’s image. And so she
It takes years of hard-work to smile
never hesitates to put on the best outfits, the most fashionable, the flashiest and the snazziest of shoes. Take it for overconfidence and you are wrong because you won’t fail to turn behind to look at her again in admiration that she is really prepared for her job as a teacher. But there is more to this substantial personality that Lomile is than just stylishness. This is principally so when we take into consideration her brilliant educational background and the efforts she deployed to stand out of the madding crowd of women…Bravo and Congratulations "Ma meilleure amie" (My best Friend).

Ahead of Paris Summit: Cameroon Submits Its Climate Change Plan

The Republic of Cameroon submitted its new climate action plan to the UN Framework Convention on Climate Change (UNFCCC)
This Intended Nationally Determined Contribution (INDC) comes well in advance of a new universal climate change agreement which will be reached at the UN climate conference in Paris, in December this year.
This INDC and all others submitted by countries are available on the UNFCCC website here. Including Cameroon, 86 parties to the UNFCCC have formally submitted their INDCs. The UNFCCC secretariat provides relevant background data for Cameroon in the PDF below.
The Paris agreement will come into effect in 2020, empowering all countries to act to prevent average global temperatures rising above 2 degrees Celsius and to reap the many opportunities that arise from a necessary global transformation to clean and sustainable development.
UNFCCC Executive Secretary Christiana Figueres is encouraging countries to come forward with their INDCs as soon as they are able, underlining their commitment and support towards this successful outcome in Paris. Governments agreed to submit their INDCs in advance of Paris.
All information such as documentation on designing and preparing INDCs as well as on sources of support for INDC preparation, is available here.
Countries have agreed that there will be no back-tracking in these national climate plans, meaning that the level of ambition to reduce emissions will increase over time.
