SUSPENSIONS BY NATIONAL COMMUNICATION COUNCIL ARE INCONSISTENT WITH THE LAW

The press in Cameroun is regulated by the 1990 law on social communication. Section 17 (1) (new) of the
law provides, inter alia, that, where the conduct of a news media is contrary to public order and good morals, the minister in charge of territorial administration may suspend the said media. I have not been privileged to find any other provision of that law providing that some other body has concurrent jurisdiction with the minister in question.
The last but two sections of the law, (Section 88), did create a national communication council, specifying that the organization and functioning of the said council would be laid down by an executive order. A decree subsequently issued, defining the jurisdiction of the National Communication Council.
Without any necessity to go into the substance of the decree, it should be pointed out that, in the hierarchy of laws, a law in the technical sense takes precedence over an executive order. In the event of conflict between the two, the law of course prevails. One may be bold enough to say, without any fear of contradiction whatsoever, that that is the incontrovertible position of the law.
It stands to reason, ipso facto, that the jurisdiction of the National Communication Council as spelt out by a decree crumbles in the face of the unambiguous legal provision granting to the minister in charge of territorial administration exclusive jurisdiction over the suspension of news media. The council would have had concurrent jurisdiction with the minister, ratione materiae, only and only if another law had granted the National Communication Council jurisdiction to suspend news media… A decree taken in the furtherance of a law may only hopelessly purport to fly on the same plane with the law; or dastardly venture to contradict it.
As it is, the suspension of Afrique Media, as of other news media before it, was inconsistent with the law in force; and is, therefore, illegal, if need there is to emphasize in superfluity. Any member of the National Communication Council snarling and/or smarting from the urge of vendetta may simply be ignoramus.

Determined to beat the deadline given by President Muhammadu Buahri, the Nigerian Army, has brought out new strategy to help it meet the december deadline by releasing images of some of the most wanted Boko Haram suspects. 
 
Chief of Army Staff, Lt Gen. Tukur Buratai called on the general public to give the army any useful information that will aid in the capture and defeat of the insurgents, saying the photos released will help the public identify the insurgents easily.

Africans are Lazy Fools only Good at Lovemaking and Stealing - Donald Trump



United States Republican party candidate, Donald Trump has lashed out on Africans who he believes have adversely affected the development of America.
 
Once again, US business magnate, Donald Trump has expressed his deep disgust for Africans by referring to them as 'lazy fools only good at eating, lovemaking and thugger'.
Speaking in Indianapolis, Trump who is also the republican Presidential torch bearer, reiterated his promise to deport Africans especially those of Kenyan origin including their son,  Barrack Obama.
“African Americans are very lazy. The best they can do is gallivanting around ghettoes, lamenting how they are discriminated. These are the people America doesn’t need. They are the enemies of progress. Look at African countries like Kenya for instance, those people are stealing from their own government and go to invest the money in foreign countries.
From the government to opposition, they only qualify to be used as a case study whenever bad examples are required. How do you trust even those who have ran away to hide here at the United States hiding behind education? I hear they abuse me in their blogs but I don’t care because even the internet they are using is ours and we can decide to switch it off from this side.
These are people who import everything including matchsticks. In my opinion, most of these African countries ought to be recolonized again for another 100 years because they know nothing about leadership and self governance”  Donald Trump said bitterly as he illuminated how he plans to reconstruct America and restore its lost glory.
“I promise to make America great again by restoring our dignity that we have since lost through Obama. The more reason why I still believe that he, and his Kenyan brothers and sisters should be deported back to Kenya to make America safe”
Sources have indicated that Trump’s thrush did not augur well with the Carson Camp and they have since distanced themselves from Trump words.

I Find Him Very Qualified and Interesting - Sepp Blatter Backs Orji Uzor Kalu for FIFA President


Suspended FIFA president, Sepp Blatter, has openly declared his support for former Abia state Governor, Dr. Orji Uzor Kalu to occupy the exalted position of FIFA President.

Many football enthusiasts have been debating about who would become the next president ever since embattled FIFA president, Sepp Blatter was suspended for fraud and money laundering.
Sepp Blatter is now weighing in on the debate, stating that former Abia State governor, Orji Uzor Kalu, would be a great fit for the position.
According to Vanguard, he reportedly stated the following during a Swiss radio station talk show in Zurich:
"The position of the FIFA president is too important to be left to just anybody. I have heard of some candidates who want to take over from me. But I find the Businessman from Nigeria Kalu very qualified and interesting because he is not only a businessman, but a politician with lots of contacts and corporate experience. He can bring his great experiences to bear in the running of world football.
"He is passionate about the game. I remember how he sponsored one of Nigerian clubs to win the CAF championship twice. He is a man that can take world football to the next level…If Africa hopes to win the support of other federations, then they must queue behind the Nigerian business man. Football has developed beyond just anybody taking over.
"I sacked Jerome Champgne in 2010 so how can he come back to lead an Association he tried to destroy. You need a man who can command respect and win friends for football. With Kalu Africa stands a better chance," he concluded.

Nigerians Blast Donald Trump for Controversial Speech About Africans

Nigerians on the social media are currently boiling in anger following a recent defamatory speech by the United States Republican party's presidential candidate, Donald Trump against the black race.
