Devastating Flood Leaves Over 247 Persons Homeless in Ngoketunjia



More than 247 people have been rendered homeless in Baba I village in Babessi Sub Division (Ngoketunjia Division of the North West Region). This is following a devastating flood that hit the village on September 13, 2015 after a heavy downpour of the rain. As a result, 38 houses collapsed. Though material damaged is estimated in hundreds of millions of FCFA,  no human casualty was recorded. Yet, it is feared that the pools of water created by the flood could serve as habitats for mosquitoes and other loathsome creatures which may eventually lead to another disaster. Majority of the farmers whose houses sang have lost their entire harvests. Inhabitants of the Garri quarter where most of the houses are located have been ordered to moved out of the disaster area by the Administration for Babessi Sub Division. 
According to the Fon of Baba I, HRH Fon Fuekemshi II, the degree of destruction caused by the flood is immense. He told this reporter that when he received a phone call from the quarter head of Garri quarter announcing to him that houses were being sucked in water, he immediately rushed to the scene. “When I got there, the houses were already deeply sucked in water and the best  we could do at that moment was to ordered the people to leave the houses. Few minutes after, some of the houses collapsed”, he said. “I immediately called the Divisional Officer who came to the scene and “we all asked the population to leave the area immediately. My fear was that we did not know the volume of the water that will be coming more”.
Harping on the cause of the flood, the Fon of Baba I village said that when SATOM working on the ring road, they raised road to be higher than the houses leaving avenues for water to flow. “Though their roads are good, the technicians did a lot of wrong work as far as the drainage of water around this area is concern. Formerly the houses were at the same level with the road but it is not the same. The road is higher while the houses are lower”.
On his part, the mayor of Babessi Council, Choh Issah Buba said three ago Babessi village suffered the same problem. He said before the construction of the ring there were no floods and after the construction, flood is becoming rampant in the area. “This flood is coming as a result of the construction of the ring road. Before the construction of the ring road we have not been experiencing floods”. He said the numbers of culverts are not enough to ease the easy flow of water from the hills of Bui Division. The council he said has embarked in the cleaning of gutters to ease the movement of water and above all, has also bought didactic materials and mattresses to donate to victims. “At the level of the council we thought it necessary to provide children with books so that they could go back to school. And we also acquired some mattresses, so that if you are begging on the neighbours to house them, they should at least have something to sleep on”, the mayor continued.
Pa Joseph, one of the victims whose two houses collapsed said he has lost almost the harvest. “I am still thinking how we will survive to meet next farming season. We are thankful to the mayor of Babessi for his support”.
Habiba is a mother of five. Her four-room house collapsed when she just returned from the farm. “I went to the farm and when I reached home at about 4:48pm I discovered that there was water everywhere. It was a horrible scene. I shouted and some young men rushed and helped in evacuating my kids. It maybe they were sleeping”. Habiba, has lost all her harvest. “We rely only on our farm produce to meet up with our needs. I do not know how we will survive, everything has been sucked. Maize, beans, groundnut etc...”
85% of those affected by the flood are in a similar situation. About 60 houses were touched. Majority of the houses that resisted were those constructed with pillars made up of cement while those with sun dried bricks sang.  Elite(s) of Ngoketunjia we gathered met in an emergency meeting to adopt strategies on how the victims could be assisted. Tongues are waging as to what happened to the FCFA 80 million that Government donated to help victims of the Babessi flood. Seemingly, those who were assigned to manage the funds ended up as victims and benefited the greater part while the real beneficiaries had not even a bundle of zinc.

Ahead of the solidarity and thankful march of the Union of Cities and Councils of Cameroon to express gratitude to President Biya for attributing salaries to Government Delegates, Mayors and their deputies, the mayors of Nkambe, Ndu, Babessi, Oku and Ndop have expressed their gratitude the Head of State for such a wise decision.
The mayor of Nkambe council, Ngabir Paul Bantar said that President Biya’s decision to attribute salaries to Government Delegates, Mayors and their Deputies is a wise decision. Mayor Paul Ngabir said the decision was timely. The mayor of Nkambe council said that he was very appreciative and would also like to express his gratitude to the Head of State for attributing salaries to mayors, deputies and additional allowances for councilors. Ngabir Paul said the decision was magnanimous and it is a welcome idea that will impact on the councils as well as the decentralization process in Cameroon.

On his part the mayor of Ndu council, Bunyui Emmanuel Nyugab said that though the decision was coming a little late, it will go a long way to act as a stimulant for mayors and deputies. “It is a step in the right direction and it was long expected. Some of us thought it was long overdue”, Bunyui Emmanuel said. To Bunyui Emmanuel it was immoral for somebody to get mayors to work without a salary. “Cameroon seems to be the only exceptional country in the world where mayors were not paid and I am sure this will bring a lot of sanity to local collectivities”. He concluded that they are hoping and trusting that the decentralization fund shall be put at the disposal of the councils so that the administrative accounts are also impacted making sure that councils do not get engage in the Bafia dance. Above all, the mayor of Ndu council concluded that the decision by the Head of State was a great one and highly appreciated.
Ngum Jerome, the Mayor of Elak-Oku said he is moved by the measure by the head of state. “I cannot say it is late or whatever because it is a dream comes true”. Mayor Ngum likened the mayors to the babysitters. He said when you give the child to a babysitter, and you do not give food to the babysitter, she would be obliged to eat the baby’s food. He said President Biya has given food to the babysitters. “Before, it was enough temptation that some mayors could deep their hands into the baby’s food”.

Choh Issah Buba, Mayor of Babessi council on his part said the decision was much more welcoming given that they have been expecting it. “You know the head of state is somebody who takes his time and when he wants to react, he does it. I am happy and I think in the days ahead we will be looking how we can even address him a motion of support”, Choh Issah said.
The 1st Deputy mayor of Ndu council Martin Fon Yembe on his part said that he happens to have been at the forefront of the struggle for the payment and remunerating of mayors, deputies and councilors. “ In March 2014, the Ministry of Finance and the Ministry of Territorial Administration and Decentralization organized a joint training session in Bamenda grouping West and North West, it occurred that we should come up a group to fight this thing together. “We came up with Cameroon Union of Anglophone Councilors but when we brought it up in Bamenda, a top official of MINATD advised us against using the word “Anglophone-so we formed the Association of North West Councilors. As we started advocating for our rights, some people started politicizing it, some said it was an opposition issue. Many of the CPDM mayors dropped out. Though some dropped, we had some mayors of the Littoral joining the cause. And again we changed the name to the Coordination of mayors and councilors of Cameroon”.

The Ministry he said intervened and promised but when the coordination issued a communiqué stating that the councils will be sealed, they also looked at the security threats and dropped the idea of shutting down councils. “We give kudos to CODIMAC and we will not fail appreciating the fact that the Head of state has done this. It is very important”. He said that it is also necessary for CODIMAC to appreciate this decree and “we think that the Head of State has taken time to study this given the fact that we have waited patiently”.
Mayor Mbombo Abel of Ndop Council on the other hand sees the decision as the major step to accompany decentralization process. “I think we should all sign a motion of support to the Head of State for this wise decision”, Mbombo Abel says.

Councillors’ Salary by Decree is Tokenism, Late, Absurd …

 President Biya recently signed a decree attributing salaries to Government Delegates, Mayors and Deputies. This decision by President Biya has ignited alot of euphoria nationwide. Government delegates, Mayors and their deputies are planning a solidarity march in Yaounde to salute this act by the head of state. Yet Teche Nyamusa, (SDF Presidential Aspirant) who like Rev. Kisob sees nothing good in anything has a different reading of the act by the Head of State. 
Here below is critical judgement analysis by Teche Nyamusa (the self-proclaimed SDF Presidential Aspirant depending Primaries). 

Officially instituting salaries to local government legislators or councillors September 16, 2015 well over half a century since independence of Cameroon is millipede step in a journey already tackled by “Airplanes” in democracies.  Even this, like other laws in Cameroon comes by presidential decrees instead of being deliberated first by the people’s parliament.
            Fellow Cameroonians, with the reintroduction of multiparty politics in this country by the hard earned death-stricken launch of my party, the SDF in 1990, there has been development progress - municipalities as a consequence compete, with councilors owing allegiance to citizens’ demands to ensure their longevity in office. Locals now more than before question and/or aid their councilors for progress. However this is still very minimal compared to countries that really practice democracy where there is separation of powers (autonomous but complementing divisions of government – legislature, executive and judiciary).
This overdue decision to institute salaries to local development experts that councilors are should in democracies be deliberated on by people’s representatives in parliament (national assembly and senate). Thus in democratic states, councilors (including mayors who are first councilors before being elected by colleagues to lead them as mayors) make proposals as to what they think discharging their duties will suffice as salaries. Such proposals are then forwarded to parliament for discussions aimed at altering or maintaining them. But what we have in persistent limping Cameroon is regular governance by decrees – where one man - the president decides on what he wants and it is passed into law irrespective of the feelings and ideas of other citizens. This sole proprietorship rule of the nation by the president is what is largely responsible for Cameroon’s underdevelopment and trail of even countries that hitherto depended on her.   In tandem with my party SDF, I for very longtime now have been crusading for befitting wages for councilors who are grassroots growth conduits.
Duties of municipal councilors include deliberation on local issues that affect the daily lives of citizens of their various constituencies and their communities for example construction and/or maintenance of roads, bridges, schools, markets, slaughter houses etc. In fact where effective local government or decentralization of governance flourishes, law making by parliamentarians becomes easier and precise leading to positive growth – local councilllors who mingle more with the grass roots per their job description have the potential of telling legislators the true expectations of the people – hence effective local government will enhance development of the entire country.
Thus countries like France, US, Nigeria etc with effective local governments or decentralized governance progress more unlike the stagnation and waste in Cameroon where one party (CPDM) stifles the democratic governance process and rule for decades mostly by decrees!
As a concerned Cameroonian and SDF presidential candidate for the 2018 presidential race, I judge it pure stupidity to watch without effective sustainable action the CPDM so-called natural candidate, Paul Biya waste Cameroon social posterity!
Salaries for councilors, traditional leaders (decreed by president Biya about a year ago) and other public issues in multiparty Cameroon should not be at the instance of one man or one party (CPDM) – the decreed salaries are not from Biya’s pocket or from CPDM coffers – the money is from the country’s treasury and is each and every Cameroonian’s - so every decision on it should normally pass through people’s representatives of the legislature.
With the present dispensation and work and rationale for the public to scrutinize their local representatives on their job description including the contracts they engage for their localities and for effective job, councilors without duty posts, I suggest should be paid basic monthly salaries of circa 200 000FCFA (two hundred thousands) and their leaders mayors of course paid two or three times much more. This proposals adopted and effected, will push these elected officials to put in more and generate or cause the central government to generate more than enough wealth and sequel job opportunities for her citizenry. Meanwhile unelected officials like government delegates, divisional officers, and senior divisional officers should have their offices scrapped and prevent them from interfering and confusing the execution of the jobs meant for people elected councillors. Further, for regional governors to be hardworking and answerable to their constituents there most be elected as obtained in meaningful nations and not appointed as is the practice of Cameroon. Once these changes are effected, we will see Cameroon moving ahead like other emerging or emerged nations worldwide.
CPDM/president Biya cannot arrogate all powers to it/him as it is today and expect the country to still grow without the participation of other stake holders. Here people are tricked using money from the country’s treasury as bribes to vote at elections for the ruling CPDM under the guise that she (CPDM) is the provider of salaries and development projects. This nonsense has been over recycled and should be checked immediately as 2018 all important presidential election is at hand. The constitution of this land must be immediately revamped to ensure separation of powers – legislature, executive and judiciary. These done will enable leadership by decree to be but an exception not the rule. The present electoral laws tailored to maintain CPDM in power forever are anathema for the conduct of the 2018 presidential and future elections!

President Attributes Salaries to Govt Delegates, Mayors, Deputy Mayors

President Paul Biya has signed a decree attributing salaries to Government Delegates, Mayors and Deputy Mayors. The decree to this effect was signed yesterday September 16, 2015. Government Delegates to earn 400.000 Fcfa per month while mayors will earn 250.000 Fcfa.  Deputy government Delegates will henceforth earn 200.000 Fcfa per month while Deputy Mayors will get 150.000 Fcfa. It should be recalled that mayors and Deputies had threatened a sit-in strike given that they work everyday yet are not recognized and or compensated. Details of the decree soon....

How Prime Ministry Rescued NW FECAFOOT

Prime Minister Philemon Yang is said to have rescued North West FECAFOOT from sinking into the doldrums after the elective general Assembly of last Monday September 14, 2015 flopped. Few delegates and apparently supporters of Kaba Christopher gathered at Mondial Hotel in Bamenda looking frustrated after they could not form a quorum. It was indicative that elective exercise may end up in a fiasco. Tension escalidated when information filtered alleging to the fact that 16 delegates who could not show up at the elective General Assembly were caged in a hotel in Bamenda and their phones were seized. This was the beginning of trouble for North West FECAFOOT lone list leader and his supporters (14 of them). Allegedly, high quarters were contacted and the Prime Minister had to make a muscular intervention for the deadlock to be broken. The phenomenon of caging electorates at election is not new in Cameroon. This is a common meal especially when the electorates are known.
However, matters came to a head when the elective General Assembly was carried forward. Classified sources say it is thanks to the timely intervention of the Prime Minister that delegates who haD vowed not to participate in the exercise resurfaced yesterday Tuesday 15, at about 11 am, an hour late to stage what observer described as electoral masquerade. Allegations are rife at that the delegates had vowed to teach Kaba Christopher and Co a bitter lesson for playing the game of the mastiff on JB Ndeh’s list by tampering on it which led to its disqualification by the Normalization Committee. Rumour mongers were on tree tops telling everyone who could give an ear that JB Ndeh’s supporters each received FCFA 500.000 as bribe with oath taking involved. Yet, our investigation revealed that the delegates were aghast with Kaba and Fortibu Hilary for stabbing their former boss on the back.The absence of JB Ndeh was indicative. Yet a source hinted that JB Ndeh was not sound and could not make up to the hall to be part of the elections.It should be recalled that some years ago, JB Ndeh and Kaba played the same game to late Pa Yong who wanted to contest for the post of President in North West. Today, the student has turned round to take on his former master.."chai power fine oo"

The most interesting thing about those who want to manage football in Cameroon is that majority of them are not club owners. The North West Region has had its fair share of it with the Kaba/JB Ndeh conflict of interest. One of the delegates told this reporter that the major contenders created clubs just few months ago. Kaba Christopher we gathered created Santos, while JB Ndeh also created Santa Rangers. As to whether these teams are actually in DIV II or III remains another mystery. Yet JB Ndeh who for years groomed Kaba as his Secretary General met the unexpected when allegedly his list was tampered upon by the very people he trusted for years. But thanks to the intervention of the Prime Minister the elections finally took place with caucuses holding here and there. More so, the presence of over 40 police elements at Mondial Hotel was suspicious and intimidating. Though allegedly, the Prime Minister intervention recued North West, Kaba Christopher, the lone candidate managed to get 17 votes of the 31 eligible votes. JB Ndeh’s loyalists casted null votes. How Kaba Christopher managed to add to more votes to his credit when he could not obtain a quorum a day ago remains another worry. Kaba’s list which included Fortibu Hilary, Tabifor John as 1st and 2nd Vice Presidents respectively while other bureau members included Tafili Manus, Lialam Edward, Sah Walters, Tanyu Julius and Gung Augustine is expected to make or mar. This is so because majority of those who voted null ballots are the veritable football promoters. The team may find it very difficult to function in the present dispensation. Tambe Jonathan who played the ELECAM and doubled as Representative of the Normalization Committee in the North West is expected to quit office soon.

Pastor E.A Adeboye Buys Brand New $65m Gulfstream Jet, Starts Luxury Airline


Media reports have it that the General Overseer of the Redeemed Christian Church of God, Pastor E.A Adeboye has purchased a private jet valued at $65 million.

Some 24 hours after SaharaReporters revealed that controversial “miracle” prophet, T.B. Joshua, had secretly purchased a $60 million private jet,  investigators have learned that another high profile pastor, Enoch Adejare Adeboye of the Redeemed Christian Church of God (RCCG), has taken delivery of a brand new jet.
The sources familiar with Pastor Adeboye’s purchase of the new Gulfstream aircraft disclosed that the jet’s arrival coincided with the pastor’s floating of a luxury jet company, Emmanuel Aviation. Although the aviation company reportedly existed since 2009, it had just unveiled a website to announce its swanky fleet and aviation services.
Pastor Adeboye’s Gulfstream G550 luxury jet was manufactured in Savannah, Georgia State in the US. The jet, which was made in 2013 is far newer than the one bought by Pastor TB Joshua.
Information obtained by SaharaReporters revealed that Pastor Adeboye took delivery of his brand new jet in May 2015.
Reporters learned that, with the arrival of the US-registered jet, N730EA Gulfstream G550, Pastor Adeboye has jettisoned an older Gulfstream GIV with tail number N707EA that used to ferry him around the world on his preaching missions.
Sources said the leader of the Redeemed Church personally owns Emmanuel Aviation to which the two jets are registered both in the US and Nigeria.
An aviation expert explained that Nigerian jet owners prefer US registration of their jets because such registration grants them generous landing rights worldwide.
Pastor Adeboye becomes the second Nigerian pastor to start a private airline in the country. The first operator of a private airline was the controversial prosperity preacher and billionaire pastor, Bishop David Oyedepo.

President Biya Fires Three University Rectors, Emit Imminent Cabinet Shakeup

President Paul Biya has sent three University Rectors packing and appointing in the State Universities. The head of stated also appointed officials of the Ministry of Higher Education including  Cameroon's diplomatic missions abroad, South Africa, Germany, Algeria, Belgium, Great Britain, Canada, China, Nigeria, France, Morocco and the United States.
TSAFACK Nanfosso replaces ANACLETH Fometh in Dschang, while Francois Xavier Etoa replaces Dieudonne Oyono in Douala and meanwhile Ibrahima ADAMOU takes over from Oumarou BOUBA of Yde II, Soa. Joyce Bayande Endeley, Director of ENSET KUMBA was the only director who was sent packing while a new registrar was appointed at the University of Bamenda. Eventhough the VC for UBa and others were spared, it is alleged a mighty storm is gathering to sweep some of them soon.

For over a decade, the internationally-acclaimed journalist has made it his mission to expose all stripes of criminals, from seedy outlaws to crooked cops to rotten public servants. What’s more incredible is how he’s done it—with inventive ruses and elaborate disguises.
 
Anas continues to keep his identity concealed for fear of being persecuted.

North Korea Cautions Nigeria Over Provocative Film 'The Interview'


The National Film and Video Censors Board said Monday that the North Korean Mission in Nigeria had made a formal complaint to it over the illegal distribution of a film which the mission regarded as provocative.
 
In a statement issued by the head of Corporate Affairs of the National Film and Video Censors Board (NFVCB), Mike Ekunno, said that the North Korean Mission in Nigeria had made a formal complaint to it over the illegal distribution of a film which the mission regarded as provocative.
The statement said that the North Korean mission viewed the movie as not only provocative but also targeted at instigating the assassination of the North Korean Supreme Leader, Kim Jong-un.
A 2014 American political satire film, "The Interview", directed by Seth Rogen and Evan Goldberg had generated controversy across the world for depicting the assassination of the North Korean leader, Kim Jong-un.
According to the statement, the North Korean Ambassador in Nigeria, Jong Choi, expressed displeasure with the movie during a courtesy call to the NFVCB. He therefore pleaded with the NFVCB to initiate action to mop the movie out of the Nigerian market, while also cutting the supply source.
"A formal complaint had earlier been lodged at the Nigeria Police headquarters over the issue," it said.
The statement quoted the Director General of NFVCB, Patricia Bala, as informing the envoy that the agency had carried out due diligence in investigating the matter. Mrs. Bala said that the movie in question was never submitted to be considered for distribution in Nigeria and that its illegal sale was carried out within underground markets.
"The rules and regulations guiding distribution and exhibition of movies in Nigeria frown at any content capable of causing a breach of public order or subjecting any individual or nation to ridicule.
"The agency has already swung into action against the illegal distribution of the said movie. The monitoring and enforcement operatives of the board are under clear directives to track and bring those involved to face the full weight of the law," the statement said.
She, however, said that North Korea had given an assurance to initiate moves toward bringing in North Korean animation experts to strengthen Nigeria’s capacity in the area.

Another Devastating Flood Hits Babessi Sub Division

Home destroyed by yesterday flood
 September 14, 2015 would be remembered by inhabitants of Garri Quarter, Baba I in Babessi Sub Division as the darkest day of the year. This is so because another devastating flood has rendered some households homeless. About 100 persons could be affected by the flood that has damaged 35 houses. When contacted, the Fon of Baba I, HRH Fon Fuekemshi II of Baba I  confirmed that over 35 houses have been affected. HRH Fon Fuekemshi also added that the SDO for Ngoketunjia visited the affected areas and a Commission is expected soon to asses the damages caused by the flood. The population is pointing accusing fingers at SATOM, the road construction company for poor drainage.

It should be recalled that on September 9, 2012, Babessi village recorded an ugly flood that destroyed some 50 houses and rendered 26 families homeless. Tongues are still waging over the whereabout of the money government handed to Ngoketunja SDO Kuela Valery as support to victims. The Eye is aware that part of the money was to be used to resettle the affected population with the creation of a new layout, yet the process is too slow.
