The Ministry of Territorial Administration
and Decentralization (MINATD) has disclosed that FCFA 400 has been set aside
for foster government decentralization programme nationwide. Decentralization
process mayors say has been moving at snail pace.
In his reaction to government efforts to
boost the process Emile Andze Andze, the President of Union of Cities and
Councils of Cameroon-UCCC said that the funds are insufficient to stimulate
local development. He said the problem with decentralization has been finances.
“We have asked that the state budget of Cameroon should allocate 10 percent per
year for local development” he said. He said if government has been allocating
jus the 10 percent every year since 2010, the process of decentralization would
have been more effective taking into consideration the problems they face in
generating funds locally. And not giving FCFA 400 billion to be shared in seven
years.
“If we
distribute these amounts between 374 municipalities in seven years, we will see
that this is not enough to prop up local development, which entails providing
water, energy, schools and health centers.”
